When WA's prison watchdog first inspected the state's oldest operating prison in 2001, it warned conditions were "well below national standards". 25 years on and little has changed at Broome Regional Prison, with the latest report from the inspector of custodial services labelling it "entirely unsuitable and unfit for purpose".

00:10I think it's the worst prison in the state. From an infrastructure perspective, from the state of repair and from the services it's available to offer.
00:18During the inspection of Broome Regional Prison in May last year, women were sharing their unit with men due to overcrowding.
00:25That's just not acceptable. All of the standards, the Australian standards, the international standards all say that women should be housed in different facilities to men.
00:35Towards Christmas, the prison belt for 66 instead housed nearly 100.
00:40In 2015 the government said that they were going to close it because it was no longer fit for purpose. They reversed that decision in 2017.
00:49In a statement, Corrective Services Minister Paul Papalia didn't provide any update on those plans. Instead pointing to other investments intended to relieve pressure on the system.
00:59About 95% of the prison's population is First Nations people from the Kimberley.
01:04And while the report identified improvements in strengthening community and cultural connection, it also found rehabilitation opportunities and access to health and mental health support were limited.
01:16That's not going to help community safety or the people themselves because they're only going to repeat offending without rehabilitation and incarceration will just be a repeated cycle for these people.
