00:06sa mga sinampahan ng reklamong plunder ng National Bureau of Investigation,

00:11kaugnay ng anomalya sa Flood Control Project.

00:14Kahapon ay ginisa ang dating opisyal sa pagdinig ng Senado,

00:18particular sa umunoy pagsisinungaling sa coordinates ng mga proyekto.

00:23Si Luisa Erispe sa Sentro ng Balita.

00:25Kauwi lang sa Pilipinas pero kaliwat kanan agad ang haharaping investigasyon

00:33ni dating DPWH Secretary Manuel Bonoan.

00:36Isa na rito ang reklamong plunder na isinampas sa kanya

00:39ng National Bureau of Investigation sa Department of Justice.

00:43Ayon kay Atty. Paulo Martinez, tagapagsalita ng DOJ,

00:47kasama niya sa reklamo si Sen. Jingoy Estrada.

00:50Konektado ito sa Flood Control Projects at hindi basta isang proyekto lang,

00:56kundi patong-patong na mga transaksyon,

00:59kaya aabot sa 50 million pesos ang halaga ng iniimbestigahan.

01:03Bukod dito, binakbakan din si Binuan sa Blue Ribbon Committee ng Senado,

01:08hinggil sa aligasyong sinadya niya ang pagsusumite ng maling listahan ng grid coordinates.

01:13Pero ipinaliwanag ng dating kalihim, hindi niya ito sinadya

01:17at bumase lang siya sa listahang ibinigay sa kanya

01:20nang yumaong si dating Yusek Catalina Cabral.

01:23I relied on the data that was generated by our people in the department,

01:30especially the office of the late Undersecretary Cati Cabral,

01:34especially the initial, the submitted data actually are actually from the consolidated data

01:43by the late Undersecretary Cabral.

01:48Nininaw din ni Binuan, sinabi naman niya ito sa Pangulo

01:52sa oras na malaman niyang imbis na actual coordinates,

01:56MIPS o planong coordinates lang ang naisumite.

01:59I told the President that some of these are locational,

02:03the MIPS are locational coordinates,

02:08but there is actually what we have as stake coordinates,

02:13which is the basis of the contract in itself.

02:15But having said that, I assure that the President that it's still in the same area.

02:22Pero dahil pa rin dito, lumalabas na sa 416 na suspected ghost project,

02:27337 ang mali-mali ang naisumiting coordinates.

02:32Umapila naman ang DOJ sa DPWH,

02:34sana maglabas na lang ng listahan kung ilan ba talaga ang ghost project

02:38para umusad na ang pagsasampa ng kaso.

02:4014 ghost projects pa lang kasi ang may nakabinding reklamo sa kanilang opisina.

02:45Sana po ang DPWH at iba pa pong mga katulong ng DPWH sa pagbe-validate,

02:54maglabas na rin ng datos kung yung libu-libu ho bang project,

02:59alin yung talagang hindi na ghost project,

03:01para ho malimit ho natin yung universe.

03:03Inaasahan namang haharap muli sa bunuan sa investigasyon,

03:07hindi lang sa Blue Ribbon Committee, pati na rin sa DOJ,

03:10sa oras na maglabas na ng sabpina laban sa kanya.

03:13Samantala, sa pagdinig naman ng Senado kahapon,

03:16nagbabala si Senate President Pro Tempore at Blue Ribbon Chairman Pan Filo Lacson.

03:21Hindi uubra ang ingay lang sa mga investigasyon.

03:25Dapat maglatag ng mga konkretong ebidensya,

03:28lalo na sa investigasyon sa flood control.

03:30As the chairman of this committee, I say to you,

03:34shut the F up.

03:36Your noise will not silence the truth.

03:39Neither does it provide any help in our investigation.

03:43Your noise cannot convict and won't even indict

03:46the malefactors in this flood control mess.

03:50Only evidence does.
