People trying to access disaster payments in bushfire affected Victoria say they're being told they're not eligible because they've been told they don't live in an affected area. It comes as authorities have updated the number of houses lost or severely damaged in the fires to almost 260.

00:00Life has been a blur for the Yeti family since they fled their home near Seymour a week ago.
00:08We found out on Friday that the house and all of our belongings has unfortunately perished in the fire.
00:15In between scrambling to find somewhere to stay, they've been trying to apply for a federal disaster payment.
00:21But like many others, they've been told their home isn't in an affected area.
00:25It was quite upsetting and quite infuriating to be honest with you.
00:29This afternoon, the list of areas eligible to receive federal payments was expanded.
00:34But Sam Fork, who fought the fires for a week, has been told he's not eligible for relief at all
00:40because he didn't evacuate or lose his house.
00:43It's disappointing, you know. We've had to throw out food and we've had to pay for petrol to run generators.
00:49Some of those who are eligible are being stymied by technical issues.
00:53It's very clear on what you need to upload, licensing and other kind of information, but there's absolutely nowhere to upload it.
00:58We have people that cannot do their food shops. Like, they cannot go to the chemist and get nappies for their children.
01:05The fires have burnt more than 400,000 hectares, claimed 259 homes and killed one person.
01:12This morning, some firefighters called for an inquiry, saying more funding could have made a difference.

01:24We have been more than adequately funding the CFA.
01:28But late today, the government announced the Inspector General of Emergency Management would review the fires.
01:34With more than 100 roads still closed, the state has pledged $80 million of funding to get them back open.
01:41This road heading out of Alexandra towards Yark was mostly open yesterday.
01:45We were allowed through, but today it's been blocked.
01:48Police are only letting essentials through and it's frustrating locals.
01:52They don't feel like they even know what they're doing.
01:54Like, you ask them why we're being stopped and they can't tell you, you know.
01:57When we can open a road, we are absolutely doing that.
