00:00We have news updates coming from Honduras. President Xiomara Castro approved a decree
00:12for their recounting of the polls for the last presidential elections. In a tweet on her
00:19ex-account, the President informed the people and the President of the United States of
00:22her decision. And I will proceed to read the tweet. It goes, Mr. President of the United
00:27States of America, Donald Trump. I respectfully invite you to hold a direct and frank dialogue
00:33on the electoral process in Honduras, particularly regarding your public statements on the social
00:37media ex-in favor of citizens naturally as FURA, which negatively influenced the development
00:42of the democratic process and affected our candidate. At the same time, I address the Honduran people
00:47to explain the reasons why a sanctioned legislative decree number 582025 approved by 69 deputies
00:53of the National Congress through which the sovereignty of Honduras is reaffirmed and the
00:57National Electoral Council is ordered to count the votes and means of the elections held
01:01last November 30th. Reasons for my decision. Number one, because the National Electoral Council
01:07has unjustifiably refused to scrutinize 4,774 minutes, which represent the vote of 1,558,689
01:16female and male citizens in the three electoral levels. This omission usurps popular sovereignty
01:21by disregarding, without legal cause, the vote of more than 1 million Hondurans who went to
01:27the polls. It constitutes a serious violation of the Constitution of the Republic, which
01:31am obligated to comply with and defend until the last day of my term, which ends as the
01:37Constitution mandates and, as I have promised, on January 27, 2026. No one day more, not one
01:43day less. Second, because the National Electoral Council did not resolve 292 challenges presented
01:48on time and in proper form at the national level, related to inconsistencies, adulteration of minutes,
01:54padded votes, inflated ballot boxes, more than 500,000 votes without biometric backing and alterations
02:01to the trap system, fraud and vote buying, leaving the candidates of three electoral levels in absolute
02:06defenselessness. In other words, the Electoral Justice Tribunal, in open violation of the law,
02:11without convening its full branch and acting solely with two magistrates, denied the fundamental right to the
02:17count of the votes cast and the 435 ballot boxes corresponding to the mayor of the capital,
02:23Jorge Aldana, and to several other candidates. Three, because more than 1 million voters have been left in a state of
02:29defenselessness. This is regarding the legal framework that mandates and obligates the counting of all votes,
02:35of each minute, and of each polling station. Four, because I would not be complicit in the institutional
02:41cynicism of electoral bodies created to guarantee the right to elect and be elected, which, after the painful
02:47history of frauds that Honduras has experienced, especially in 2017, have once again abdicated in the
02:53face of foreign interference in a context of threats to sovereign states. Honduran people, what is happening is not a
03:00crisis of laws, it is a crisis of ethics, of morals, and of democratic and republican courage. It is the
03:06abandonment of the duty to build a homeland on the most sacred principle, national independence, and the vote of
03:12the people. Five, because the self-convened deputies, direct beneficiaries of this grave betrayal of
03:18democracy, also refused to count the minutes and the votes, closing the door to electoral truth, and bearing the
03:23popular will. For this reason of historical dignity, I sanctioned with my signature,
03:28Lay's Levy Decree No. 582025, which ordered the scrutiny and counting of the votes that they do not
03:34want to count, and were cast by the Honduran people on Sunday, November 30th, leaving record of my
03:39unrestricted adherence to the will of the voter and to the sovereignty of Honduras, and that I respect the
03:45alternation in the exercise of the presidency. Finally, in the face of the false information circulating
03:50and the recent message from the State Department, I considered indispensable to formally invite
03:55President Donald Trump to an audience or direct call to address with responsibility,
04:00mutual respect, and transparency the electoral situation in Honduras.
