00:00The zero-balanced billing program for indigents and individuals in dire need shifts to a wider scope,

00:06from exclusively only DOH medical facilities to now covering LGU hospitals or treatment centers,

00:14thanks to a one billion peso infusion from government to service more patients or increase program coverage.

00:21Earlier today, Health Secretary Ted Herbosa announced this latest development and threw in more details.

01:02According to the Department of Health, or DOH, with the agency's bigger budget,

01:07patients no longer need to approach politicians.

01:10The DOH assured the shoulder expenses of patients admitted under basic accommodation

01:16through the Zero Balance Billing Program.

01:19Constituents are free to ask assistance from their elected officials.

01:24But do they need a guarantee letter from them to get assistance?

01:27No.

01:28They can go straight to the Department of Health, and we will help them if they need help.

01:32For 2026, President Ferdinand R. Marcos Jr. has allocated P448 billion for the health sector.

01:41Zero Balance Billing is fulfilled through the budget of the hospitals.

01:46So our MOOE, which is about $200 billion, our PS, which is about $100 billion,

01:53plus the MAIPIP, which is about $51 billion, $50 plus billion.

01:58So all of this will be used for plus PhilHealth.

02:00Last year, more than 1 million Filipinos benefited from the Zero Balance Billing.

02:07This is expected to rise further.

02:10The Health Department is set to expand the implementation of Zero Balance Billing Program this year.

02:17Previously, only patients in more than 80 DOH-accredited hospitals were eligible for the program,

02:24which covers the full cost of a patient's treatment.

02:28The coverage will now be extended to government-owned hospitals as well.

02:34For LGUs that have level 2 and level 3 hospitals, ito yung mas complex procedures and higher cost of care.

02:48So there are about five of them.
