00:20Among the nine provinces covered by the decree are Uruguayes, Santa Elena, Pichincha, Esmeraldas
00:27and localities such as Las Navas and EcheandĂa in the province of Bolivar.
00:32The state of emergency is due to the increase in violent actions in the provinces in question,
00:37which account for 77% of criminal activity in the country.
