The Department of Health on Tuesday directed all hospitals to ramp up security measures following two infant abductions in DOH-run hospitals. “This is not the first time that it has happened, because this is the time of the year when people (hospital staff) are physically present but mentally absent because of the holiday season,” Herbosa said.
