01:12You see a man walking to the front of the car park.
01:15He sits on the floor and then a family cycling by see him and stop and that's when the emergency services are called.
01:23The cyclists who have found him sat on the floor in the car park, emotional, with his arms bleeding, established that he has been stabbed.
01:37They contacted the police and the ambulance and say that they've got this male here who has got stab wounds and they suggest that there's possibly someone else with injuries.
01:47The reality is there is a woman, Claire Parry, half hanging out of the driver's seat of a car and fighting for her life.
01:59Dorset police and paramedics arrive to find the injured man is someone familiar, Timothy Bramer, a local police officer.
02:13The chances are they probably know Timothy Bramer. He's a fellow colleague. Dorset's not the biggest police force in the UK. So a lot of these people would know each other.
02:31And so when you turn up and you see a fellow colleague in different circumstances other than work. So he's not wearing a top. He's not in uniform. He's clearly got an injury. He's very emotional.
02:49It can confuse you a little bit. You know, you know, you're trying to get your senses as to what's going on here. But obviously, he is a colleague. They are going to be thinking that he's honest and he's telling the truth.
03:11The account that PC Timothy Bramer gives to paramedics is noted by the police officer inside the ambulance. It's double checked.
03:23So when anyone makes comment to a police officer, ideally under caution, it's important to keep an accurate record of what that person says. And that's called a significant statement.
03:43When we first got here, when I first saw you outside, you were asked by the paramedics what was happening.
03:50And so it could become significant later on when you're having an interview with somebody, particularly if they change their account as to what they told officers at the scene.
03:58You said something to them. So I was having an affair with her. She got me to meet her here. She was going to tell my wife.
04:04Claire Parry suggested they meet at three o'clock that afternoon at the Horns Inn, which is a pub in a small village called West Parley, just outside of Bournemouth.
04:21Timothy Bramer arrived about half an hour early, actually about 2.30 and pulled up in the car park, waiting for Claire to arrive.
04:33And 15 minutes later, about 2.45pm, Claire Parry arrived in her car, pulled up beside him, got out of her car and then got into the passenger seat of Bramer's vehicle.
04:44They'd been having an affair for 10 years while they were both married.
04:51And she said, I'm going to tell your wife. I'm going to disclose what's been going on between the two of us.
04:59He's obviously panicked by this, doesn't want that to happen and pleads with her to not tell his wife.
05:05And it appears that she grabbed his phone and texted Bramer's wife saying, I am cheating on you.
05:13That's when a fight seems to have broken out and only one of them walked away from the car.
05:20As paramedics rush to help Claire Parry, inside the ambulance, a police officer checks the details given by Timothy Bramer.
05:41You said something similar to her. I was having an affair with her. She got me to meet her here. She was going to tell my wife.
05:48And then just now, when you're given the paramedic a bit more of the details, the female arrived.
05:54You all right there? Sorry. Yeah. The female arrived after me and jumped in my car.
06:00She was so angry. She was going to tell my wife we were having an affair for years.
06:07She was going through my phone. I don't remember what happened.
06:10She was going through my phone. I think she told my wife I was going to drive off and kill myself.
06:16The wounds were caused by a pen and knife in my car. I've had it for years. Don't remember what happened.
06:26Just felt it go in, I think, three times.
06:29If you're happy, that's basically what you've said to the paramedic. Obviously not word for word.
06:32If I can get you to sign your life away for us there, please.
06:35It is good practice to get significant comments signed to show that it's a true and accurate record of what's being said.
06:41Now, in this day and age, even better, we have body-worn videos, so that cannot be disputed.
06:46All right, Tim, this research is going to get arrested. At the moment, I'm arrest you on suspicion of attempted murder.
06:54That's quite interesting. He's sat there, just signing the pocket notebook, blowing his nose, and then the officer tells him he's going to be arrested.
07:03And it's almost surprised that he's being arrested.
07:06At the moment, I'm arrest you on suspicion of attempted murder. Do you not have to say anything to me?
07:10It shows almost a level of arrogance to think that he was actually going to get away with this and they were just going to accept his account.
07:16and let him go off to hospital without being arrested.
07:19You do not have to say anything to me. I'm just going to mention my question.

07:25Okay? Obviously, we're going to let the paramedics take you down to the hospital, get you all checked out first.

07:46So initially, he was arrested on suspicion of attempted murder.
07:49Claire was still alive.
07:51She was unconscious and she really was fighting for her life in that car at the back of the car park.
07:59Detectives begin their investigation.
08:02The two patients are taken to separate hospitals.
08:06The life of Claire Parry, aged 41, is now in the hands of her medical colleagues.
08:13Claire Parry was a married mother of two.
08:16She worked as a nurse in Bournemouth for 20 years.
08:19She had massive internal bleeding.
08:22She had lots of bruising along her jawline, on her neck, and there were 31 separate sites on her upper body of blunt force trauma.
08:31Despite fighting hard and despite the medics doing all they could, she passed away the next day.
08:48Bremer was then rearrested on suspicion of murder at Salisbury Hospital and there's more body on camera footage of that arrest.
08:58And again, you see the hysterical Bremer that we saw in the footage from the day before.
09:02The footage, which wasn't released to the public, shows Timothy Bremer sobbing.
09:09He was very sorry, but he kept saying, I'm not a bad man.
09:14I'm not a bad person.
09:16I'm going to go to prison.
09:17I'm not going to see my son for a number of years.
09:20It's all about him.
09:21There's no real reference to Claire and what damage he's done to her, to her family, and also his wider family as well.
09:29It's all about him.
09:30He's very focused on the impact it's had on him.
09:35Self-pleading and self-serving.
09:38A policeman trying to deceive the police.
09:42It was clear to me that he was lying and he was lying all the way throughout that process.
09:46And this is what you find in murder investigations is that you have to lift the lid and you start scratching around and all sorts of things come out of the woodwork.
10:00The nurse has died after being found unconscious with serious neck injuries.
10:15Claire Parry, aged 41, a mother of two, was rushed to Bournemouth Hospital as paramedics treated a man found nearby for knife wounds.
10:24The man who's recovering at Salisbury District Hospital has been named as Police Constable Timothy Bramer, also married.
10:33He's been arrested on suspicion of murder.
10:36How can they have an affair for ten years and how can it come to a stage where someone's lost their life?
10:44It was a big shockwave through the community.
10:47It was a really intense case.
10:53Timothy Bramer was a 41-year-old police officer stationed in Dorset on the south coast.
11:03He'd been at police officers for about 17 years.
11:06Most of his career was in the roads policing unit.
11:08So that's the traffic department that deal with speeding motorists and also attend road traffic accidents.
11:14Bramer was a popular police officer.
11:16He was good at his job and, on one occasion, him and a colleague were commended for their bravery, where they came across a burning building, broke into that building and rescued a family.
11:26So he was quite well known within Dorset police.
11:29Bramer was married.
11:31He had a child.
11:32And on the face of it, he was seen as this doting husband and doting father.
11:36But he had a secret life, a double life, as it were.
11:39Bramer and Clare met whilst Clare was working as a nurse at the Bournemouth Hospital.
11:49Bramer, being a roads policing officer, he would have had occasions to have gone into the hospital to either deal with accident victims or drink driver cases and that sort of stuff.
12:00So they struck up a friendship, which then turned into a relationship fairly quickly.
12:04But obviously, at that time, he was married and Clare knew nothing about this.
12:09Now, a year later, Clare married a police officer, also from Dorset, but the affair continued, as far as we know.
12:19You said, so I was having an affair with her.
12:21She got me to meet her here.
12:22She was going to tell my wife.
12:24The investigation confirms that Clare Parry did want the meeting with Bramer, because she'd discovered more secrets about him.
12:33I think Clare was becoming wise to who Bramer really was.
12:38I think she was so infatuated by him throughout their affair that she didn't realise that he was a womaniser.
12:46Clare Parry started to become suspicious, so she did her own detective work and she actually found out that he was seeing another police officer in the same force.
12:56So this was a second affair that he was having.
12:59Both women got together.
13:00They started to confide in each other and they were suspicious that there might even be other women on the scene as well.
13:06That's when Clare Parry said that she was going to ruin Bramer.
13:11She described her feelings as hell hath no fury and said that she was going to bring down Manhall Bramer, as she called him.
13:21She realised who he was, wanted him to tell his wife and that was why they met up eventually at the Horns Inn in West Parley.
13:28The arresting officer reads to Bramer the details he gave to paramedics.
13:34Yeah.
13:35The man arrived after me and jumped in my car.
13:38She was so angry.
13:39She was going to tell my wife we were having an affair for years.
13:43She was going through my phone.
13:45I don't remember what happened.
13:47She was going through my phone.
13:49I think she told my wife I was going to drive off and kill myself.
13:52In his account, Bramer tried to play down what had happened in the car.
13:58It's very much like he was trying to control the situation and minimise the severity of what we know really did take place.
14:06He claims that Clare Parry had refused to get out of his car and that's where a bit of a disagreement emerged in the car, what he later described as being a kerfuffle.
14:16He said that as he was trying to drag her from the car, he accidentally applied pressure to her neck.
14:24And then she just was struggling to breathe and he left her there.
14:27So as far as he was concerned, he hadn't killed her.
14:30She wasn't in any particular danger.
14:32She was just struggling to breathe and he then walked off to get sympathy and to get the emergency services to him.
14:42But Clare Parry's autopsy revealed a different story.
14:49She died as a result of compression to her neck.
14:52She had fractures in her neck.
14:55She also had numerous blunt force injuries to her trunk area and to her arms.
15:01And this clearly shows that there was a strong physical fight going on in that vehicle.
15:06But ultimately, it was the compression to her neck which starved her brain of oxygen that killed her.
15:11The pathologist said that for those injuries to be sustained, it would have had to be done by more conventional strangulation.
15:17They threw out the idea that it was in the crook of the neck, which was Bremer's version of events, as he was trying to get Clare out of the car so he can go off and kill himself.

15:27After the arrest, the investigation discovered the full extent of Timothy Bremer's deception.
15:31So that message is sent at 3.02 in the afternoon to Bremer's wife and obviously she's shocked to receive that message.
15:47But what's more unnerving is three minutes later, Bremer, having had this argument with Clare, then takes this deliberate action to do a factory reset on his phone, which wipes all of the data from his phone, knowing that there's probably some incriminating evidence on there that he doesn't want anyone to see.
16:06Next, with bloodstains on his shorts and shirt, Bremer told the cyclists that he'd been the victim of an attack.
16:18He showed them his arm. He claimed he'd been stabbed. So one of the cyclists called 999.
16:25The terrible thing here is because Bremer had accused Clare of attacking him because he claimed he'd been stabbed, that meant the 999 operator said to the cyclist who made the call, don't go near the person in the car, thinking they could be dangerous.
16:41What did that mean for Clare? It means she never got the help she so desperately needed.
16:45Bremer is thinking, oh my goodness, what have I done? What can I do to get out of this?
16:55So he's already thinking ahead as to, you know, what are the police going to ask me? What can I say? How am I going to make this look like either an accident or that I am defending myself?
17:05So his initial account is that I was stabbed by Clare and I was trying to get her out of the car. That's a classic self-defense defense.
17:14But his story changed as he was arrested. Knowing his statement would be used as evidence, Bremer, a policeman, didn't blame Clare directly.
17:25The wounds were caused by a pet knife in my car. I've had it for years. Don't remember what happened. Just felt it go in, I think, three times.
17:34Now, interestingly, what he's then done is he's then slightly changed his account, saying, I don't really know how those stab wounds appeared.
17:42His mind is whirring. He's trying to second guess what's coming next. And he will know that when the police officers are saying to him, can you sign my pocket notebook as to what you said?
17:53Can I get you to sign your life away for us there, please?
17:55He will be thinking, yeah, they've got me on what I've said already. They've, you know, I've committed to that. So I've got to stick with that story. And if I don't, it's going to look bad for me.
18:04All right, Tim, as you said, you're going to get arrested. At the moment, I'm going to arrest you on suspicion of attempted murder. You don't have to say anything for me.

18:30He just gets very emotional. You know, he's sobbing uncontrollably.
18:35He's also probably trying to think about how do I play this out so that it looks like I am a bit of a victim in all of this.
18:43In custody, Bremer's story changed a third time. Now, he confessed he stabbed himself because he was suicidal and Claire didn't care.
19:04He confessed that actually the injuries that he had sustained to his arm were self-inflicted and they weren't caused by Claire.
19:13I think he's now starting to work out that actually he knows that the police could probably show that these wounds are self-inflicted.
19:20So that kicks out his argument of self-defence straight away.
19:30Timothy Bremer stood trial, charged with the murder of Claire Parry.
19:35But the trial judge ruled that Bremer qualified for a defence of loss of control, caused when Claire Parry texted his wife about their affair.
19:45Relatives of disgraced policeman Timothy Bremer hugged in court today as he was cleared of murder.
19:52Bremer, aged 41, killed Claire Parry after she sent a text to his wife revealing their affair.
19:58Bremer claimed he never intended to hurt Claire and the jury accepted his guilty plea to the lesser charge of manslaughter.
20:06Police and prosecutors decided to challenge the sentence of just ten and a half years.
20:13Mr. Bremer was a serving Dorset police officer at the time he committed this offence.
20:21Officers swear an oath to protect the public, but he did the opposite.
20:28His criminal actions on that day were contrary to all policing values.
20:34The conviction of manslaughter and the sentencing of ten and a half years caused much upset and distress for Claire Parry's friends and family.
20:47They said it was far too lenient.
20:49So the Attorney General's office referred it to the Court of Appeal and they upped that sentence to 13 and a half years in jail.
20:57I think what's important to remember is that there's more than one victim.
21:05Claire obviously is a victim, but so is her family.
21:09Her husband, who actually wanted to try again with their marriage.
21:13And also Bremer's wife is a victim. She had no idea who he was, effectively.
21:19He would have been a trained first aider.
21:22He would have gone to numerous road traffic accidents where people would have had serious injuries.
21:26And the first thing you do is one of the first things you do as a police officer is to save life and limb.
21:32You know, that's what you sign up for.
21:34And he hasn't done that. He's just walked away.
21:36He's thought about himself, thought about, I can't incriminate myself, so I'm just going to delete my phone.
21:41And then he plays the victim to the members of the public that are walking past.
21:46Outrageous really.
21:49In terms of summing up Timothy Bremer and his character, I think, well, he couldn't have put it better himself.
21:56When in court he described himself as a devious bastard.
22:00He's driven himself to Costa Coffee. He's parked his vehicle. He's walked in.
22:25What we see in this CCTV is a man sitting down and he's told staff that he's been attacked.
22:40And he appeared to be a man in great distress, crying, terrified that people were after him.
22:4936-year-old Luke Dan claims he was targeted while driving his car.
22:55Dan's story was that he was attacked by this individual, bearing in mind this individual was on foot.
23:02And Luke Dan was in a fairly sizable vehicle at the time, his Range Rover.
23:08And he said he was attacked. And then he tried to get away from the attack.
23:12The Costa staff sat him down and calmed him down and said, we'll call the police, we'll help you out.
23:18Go ahead, caller. What's your emergency?
23:25Hiya. I work at Costa Coffee Marshmills and we've just had a man come in. He's been attacked, he's saying.
23:31He's like quite shaken up. He's got like blood on him. We don't really know what to do with him.
23:34But he's like not letting anyone leave his side.
23:37Is he still with you now, yeah?
23:39Yeah.
23:40We've got him sat down, offered him a drink and that, but he doesn't, he's like quite shaken up.
23:45The staff are trying to show some sympathy to Luke Dan.
23:50It's clearly a very unusual thing that's just happened to him.
23:53They were just about to close.
23:55Does he need an ambulance?

24:33He comes across as somebody who is fearful and has been shaken by the events.

25:18The Costa staff reported what they saw, which was a man terrified seemingly for his life.

25:46While police deal with this call, there's also a report of a serious hit-and-run driving incident,
25:53just half a mile away.
25:55Eyewitnesses heard an argument between a driver and a pedestrian on a private residential road.
26:02Next, through the darkness, they saw the car run over the pedestrian.
26:07His name, David Kelly, aged 42.
26:13The witnesses were clear that, yes, Mr. Kelly had been aggressive, but that the other man then drove his vehicle at Mr. Kelly.
26:24Witnesses report that the car then ran over David Kelly a second time.
26:28This Range Rover vehicle drove over him, across his thigh, across his chest, which ruptured the aorta, and across his head, causing crushed injuries to the skull.
26:40And he drove off after that.
26:42And David Kelly died as a consequence of those multiple injuries shortly thereafter.
26:46Finally, witnesses said the large, dark car drove off into the night.
26:56Meanwhile, police also respond to the man in the coffee shop, who says he's been attacked.
27:02At the time, the police officers are deployed to Costa to try and make sense of it.
27:09The police have got a lot of information coming into them from the control room.
27:14So they're getting information coming in at the same time.
27:17They're asking Luke Dan for his account of his attack.
27:21And this is where the police investigation begins, where they will try to get to the bottom of what turned out to be a very elaborate lie.

27:49And they're thinking that something's not quite right here.
27:54Here is a man who is saying he's the one who's at risk, when, in fact, they're getting reports that someone has been run over and sustained very serious damage.

28:47Police officers are no doubt receiving information about the vehicle which is made off, and the vehicle which is parked outside Costa answers that description.
28:59The police officer seeks confirmation that the Range Rover was used by the man being questioned.

29:18That car came into his driveway.

29:28He's now establishing from an independent witness that that individual, Luke Dan, has come from that vehicle into the coffee shop, which has shown good presence of mind by an operational police officer who's getting a load of information at the moment.

29:51At this moment in time, you're under arresting suspicion of murder.
29:54At this point, the officer is really quick to make his decision.
29:57He's seen the vehicle outside, which he believes has been at the centre of this incident.
30:01He's seen that very evasive behaviour from Luke Dan.
30:05He doesn't believe him.
30:06And he decides to arrest.
30:08All right, do you have to say anything?

30:10So he's made that decision.
30:11And he's now said he believes he's got enough suspicion to suspect that individual has committed an arrestable offence, on this occasion, murder.

33:08I remember thinking, this isn't Luke.
33:11This isn't the man I've sort of followed for the last ten years and reported on.
33:23For most of his 36 years, Luke Dan had been well-known in the city of Plymouth.
33:31When he was younger, he was diagnosed with leukaemia, went to hospital,
33:36spent quite a lot of time in there, lost out on schooling.
33:41And when he recovered from that, he seemed to dedicate himself to raising money
33:46for other children who were suffering cancers.
33:52Luke Dan made a full recovery and turned his fundraising skills into making money for himself.
34:00From a young age, Luke had borrowed money from his dad, sold his first set of cars,
34:05kept reinvesting it, making more money, moved into selling high-end jewellery,
34:10invested in properties abroad, nightclubs, having shares in a taxi firm.
34:17He really enjoyed a really quite high profile within the community in Plymouth for exactly that.
34:23His entrepreneurship, his fundraising efforts, that's how he was well-known across the city.
34:30His main business was second-hand cars.
34:35He was also known for sort of driving around in a flash white Lamborghini.
34:40There was a saying, if there's too much bling, ring it in.
34:44And Luke was enjoying a high profile there, and some may have suggested that he was enjoying a profile that was beyond his means.
34:50Luke Dan's expensive lifestyle was being financed by more than second-hand cars.
35:06Luke Dan first came across my radar, whether it was intelligence and information received
35:11about potential misuse of drugs for dealing and possibly firearms offences.
35:17A raid was carried out at Dan's home, in one of the city's most expensive neighbourhoods.
35:24I commanded the operation.
35:27We knew the house was well protected with fences.
35:30There were a number of CCTV installations round about the house, and floodlights as well.
35:37He was clearly security conscious.
35:40He had something else there to protect, and he didn't want anybody coming anywhere near that.
35:44Drugs, a gun, and £40,000 in cash were seized.
35:52But the case was thrown out of court because of an error in the prosecution process.
35:58Luke Dan walked free.
36:01Not a lot seemed to stick to Luke, as with any criminal, if you evade the police and the court system.
36:12You can be emboldened, and I think there was that concern by the police that this may embolden him,
36:19so we'll have to keep our eye on him.
36:22I believe he started taking the view that he would always find a way of avoiding due process
36:29and avoid feeling the weight of law, which by now, in my view, he was clearly pushing.
36:35Luke had possibly overstepped the mark with a well-established gang within the city.
36:42The police are investigating five fire bomb attacks in a suspected turf war between rival drug gangs in Plymouth.
36:56I phoned up an inspector I knew and said,
37:02is it true that a motorbike gang in the city had gone to a war with Luke Dan?
37:06And he was like, oh, God, who told you?
37:08And I just went, well, you just have.
37:12A car showroom, vehicles, properties, a gym, and a tattoo parlour were all set alight in what's believed to be a series of tit-for-tat attacks.
37:22Plymouth is not a high crime area. It's actually at a very low crime rate.
37:28So a firebombing of a house while somebody is in it is very, very rare.
37:33No injuries are reported. Police are appealing for calm.
37:37The police, they basically brought the hammer down and said to the people who were involved or whoever was orchestrating it, stop now or else.
37:48An uneasy truce was called between Luke Dan and the motorbike gang.
37:56But his life of crime continued to make headlines.
38:03He was jailed for 12 months for causing actual bodily harm.
38:06And shortly after release, jailed for another year for perverting the course of justice.
38:21I do remember encountering Luke's dad in court.
38:25He came up to me sort of nose to nose and it was like, why do you keep writing about my son?
38:30And I kind of just had to be honest and go, because he keeps getting arrested and charged.
38:34If somebody's going to commit a crime, they'll commit a crime and then I'll write about them.
38:38I just wasn't expecting it to be this crime.
38:44This crime would be the most serious of all and put Luke Dan behind bars for years.
38:58For the police, CCTV and eyewitness statements revealed what really happened.
39:04How two strangers clashed, one died, the other lied.
39:11This was a chance encounter.
39:13Luke Dan had been at a snooker club.
39:15He was driving back to his home.
39:18But by the chance, he encountered David Kelly,
39:22who was clearly off his head on drugs and alcohol that night.
39:25Witnesses do report hearing a row, an argument between two people.
39:36They then hear an engine revving and a thud.
39:39He turned around, went back, drove his car back and he slowly rolled over Kelly's body, starting with his legs, then his chest and then his head.
39:51Drove a few yards, stopped, started making a phone call to the police.
39:58Police.
39:59Someone's just attacked me in my lane.

40:03In my lane, I've tried to drive away from them and they jumped, they just attacked me and tried to...

40:09They just attacked me in my car.
40:11Okay, so you're in your car, are you safe now if you manage to move away?
40:14They just attacked me.
40:15They just hit my car, attacked my car.
40:18Okay.
40:19They hit me and I pan around and they literally run, they just jammed around.

40:35I'm just, literally, I'm just panicking.
40:38It was all about, I've been attacked, I'm being targeted.

40:45It was all about him.
40:48And there was no way you couldn't have known that you'd rolled over Kelly.
40:53He knew he'd done wrong.
40:56And instead of calling 999 to ask for help for that man, he'd called 999 as part of his defence.
41:07After being arrested at Costa Coffee, Luke Dan's apparent confusion continued.
41:14Are you a real police officer?
41:16Yes, sir, I'm a real police officer, okay?

41:20Why are you giving it to me?
41:24Luke is street smart, very street smart.
41:28I was watching it thinking this doesn't seem like the guy who I've kept my eye on for the last decade.

41:37It's almost as though the acting is preventing the real emotion.
41:43He's so determined to try to convince the officers that this is all just a big mistake.
41:48I think this video evidence, this body-worn video, turned out to be crucial in convincing the jury that Luke Dan was somebody capable of coming up with a lie and sticking to it.
42:01A 37-year-old man is tonight starting a 15-year prison sentence.
42:12Luke Dan was cleared of murder but found guilty of manslaughter for driving over and killing David Kelly.
42:21Friends and people who knew David Kelly really well were moved to tears as the verdict came in.
42:31They wanted to be there that day to see justice done for their friend.
42:38The judge called it a dark and foul night.
42:42Two strangers had clashed but only one was to blame.
42:45The judge said that he believed Luke Dan's ego had a really big part to play in what happened.
42:55He said Luke Dan wanted to show David Kelly he wasn't the kind of man who you should mess with.
43:02Luke's character was in effect his downfall.
43:08He could have just driven away.
43:10The circumstances of an arrest, any arrest, where you're going to deprive somebody of their liberty is always a big step for any police officer to take.
43:21We can say quite clearly this police officer has been diligent in his approach to it.
43:26He's taken the appropriate, proportionate steps for it and I think that people should be satisfied that on this occasion they got it absolutely right.
