05:04news about Andrew recently and he

05:07and is a miracle and we're so
05:09grateful for his family for being
05:10so strong.
05:11We continue to lift him up and pray
05:12he has a full recovery.

05:15an Afghan national who entered the
05:17United States under Operation

05:56Homeland Security stands against
05:58every single day.
05:59Under President Trump's leadership,
06:02DHS is securing our borders, we're
06:04restoring the rule of law, and we're
06:06protecting the homeland.
06:07DHS is eradicating transnational
06:09organized crime and the stopping
06:11of deadly drugs from continuing to
06:13be funneled into our communities.
06:14We're ending illegal immigration,
06:16returning sanity back to our
06:17immigration system, and we're
06:18defending against cyberattacks
06:19against our critical
06:20infrastructure.
06:21We have sent a strong message to
06:26criminal illegal aliens that we
06:28will find you, we will arrest you,
06:30and we will deport you.
06:31Our message has resonated to over
06:341.5 million illegal aliens who
06:36have gone home on their own
06:38voluntarily.
06:39At the same time, we as a country
06:41are still dealing with the mistakes,
06:42the errors, and the willful disregard
06:44of the last administration.
06:47For four years, the Biden
06:49administration allowed millions of
06:50people to come into our country
06:51illegally.
06:53Millions more in our country were
06:54exploited and were brought in under
06:56parole programs without even basic
06:58vetting.
06:59As a result, we've seen terrorist
07:00attacks and heinous crimes committed
07:03against American children and
07:04families by criminal illegal aliens

07:27by the impact of cyberattacks from

07:39adversaries, radical Islamic
07:41extremists and domestic
07:43extremists.
07:44These bad actors seek to undermine
07:46our public trust.
07:47They instill fear in Americans.
07:49They destabilize the institutions
07:50that safeguard our national
07:51security.
07:52The United States is preparing to
07:54host several major public events
07:56in 2026, most notably the FIFA
07:58World Cup and the celebration of
08:01the 250th anniversary of our
08:04Declaration of Independence.
08:06These large-scale events will be
08:08potential targets for a range of
08:09bad actors, and they come with an
08:11increased level of risk.
08:12DHS is using every tool and
08:14authority we have to ensure the
08:15safety of U.S. citizens and our
08:17visitors can enjoy next year's
08:19events.
08:20Radicalized domestic violent
08:21extremists and lone actors are a
08:23concern, and intentional targeting
08:25and murderous attacks on ICE
08:27agents in Texas, parishioners in
08:29Michigan, and two National Guardsmen
08:31here in Washington, D.C. are just
08:33some of the acts and the despicable
08:36examples that unfortunately are
08:38becoming too common.
08:39These threats underscore a clear
08:41need for security strategies that
08:43counter both large-scale and
08:45individualized attacks.
08:47We will remain alert in our mission
08:49to protect this country.
08:50We will protect our citizens, and as
08:52we enter into a historic year,
08:54America will be on the world stage.
08:56Our economy faces challenges from
08:59anti-competitive and illicit foreign
09:00economic practices that hurt the
09:02prosperity of all Americans.
09:04Those include economic espionage,
09:06intellectual property theft, and
09:07customs fraud.
09:08Illicit front companies often abuse
09:10the visa system to acquire sensitive
09:13U.S. equipment, information, and
09:15technology.
09:16Economic security is national security,
09:19because a country that cannot feed
09:21itself, can't fuel itself, and cannot
09:24provide for itself, cannot possibly
09:27defend itself.

13:00Chairman, what keeps me up at
13:01night is that we don't
13:03necessarily have a
13:04significant concern for
13:05the country.

13:07We don't necessarily know all
13:10of the people that are in
13:11this country, who they are
13:12and what their intentions
13:13are.
13:14We think up to 15 to 20
13:16million people came in under
13:17the Biden administration on
13:18the invasion over the
13:19southern border.
13:20They were not vetted.
13:21They were allowed to pour in.
13:23Our parole programs, our
13:25asylum programs, our visa
13:26programs were all exploited
13:28and the integrity was
13:29demolished under Joe Biden
13:31and the leadership of the
13:32Department of Homeland
13:33Security.
13:34And frankly, the entire
13:35department was neglected.
13:36In fact, I believe the
13:38secretary was told at times
13:39not to do certain things by
13:41the Biden administration to
13:42facilitate this invasion.
13:44So what keeps me up at
13:46night is the individuals that
13:47are in this country that
13:48wish to do us harm.
13:49And that is why we are so
13:50aggressive at making sure
13:51that we're going out and
13:53doing investigative work,
13:54finding those violent
13:55criminals, finding those
13:56people who shouldn't be in
13:57this country to begin with
13:58and those that want to go
13:59after and to harm our
14:00American citizens.
14:01Can you discuss further what
14:02you're facing in these
14:03sanctuary cities and the
14:04illegal alien monsters that
14:05have been released into
14:06American communities under
14:07the Biden administration?
14:08Yeah, unfortunately,
14:09Congresswoman, we arrest
14:10individuals like that every
14:11day because they're so
14:12prevalent on our streets
14:13because of what happened
14:14under the Biden
14:15administration.
14:16every day we're able to go
14:18out and encounter and bring
14:19to justice individuals who
14:21are raping our children,
14:22murdering our mothers, our
14:23grandmothers, our
14:25families are devastated by
14:26them, and I'm shocked at
14:31the Democrats' constant
14:32defense of these individual
14:33criminals over the American
14:34citizen that is out there
14:35just trying to live their
14:36lives, put food on the
14:37table, and live the
14:39American dream.
14:40And that is an American
14:41dream.
14:43And we are so privileged
14:44to have to address
14:45American dream. And what we do at the Department of Homeland Security by making sure that we're out enforcing the law every day is making sure that those families get a chance to do that. So I'm so grateful for them. The 8,000% increase in death threats is real. These ICE agents and CBP officers that are out on our streets doing God's work live in these communities. They live there. These are their families and their neighbors that they're protecting and they get up every day and do that job because they believe in their mission.
15:15They take an oath and they are honorable men and women who are serving with greatness during a challenging time when activists and radicals attack them and put their lives in danger. I think it's shameful to see the defense of individuals who break our laws. We are a nation of laws. If we are not a nation of laws, we're no nation at all. And that is what we are doing every day is following those. If you guys don't like the law, go change it. That's your job. You don't complain. I was raised by a dad who said we don't complain about things. We fix them.
15:45Well, go fix them. If you don't like the law, quit bellyache and quit hitting and attacking our ICE officers. Quit going out and protesting and screaming vile things at them. Quit calling them names. We wouldn't let our children do that. Go do something that actually matters by having an honest debate and changing the law. That's your jobs. You all should be fired in my viewpoint.
16:03I want to be very clear. You have misused resources appropriated by Congress. You've engaged in unethical behavior. You have repeatedly made false and misleading statements to Congress and to the press.
16:17And you've undermined the separation of powers and disregarded the role of Congress and the courts. Bottom line, you lie with impunity. You reject checks and balances and you ignore Congress and the courts. Your options are limited.
16:29Either you're going to resign, Trump's going to fire you, or you will be impeached. I've already called for your resignation. You may remember I hand-delivered my request to you back in May.
16:38And I urge you to reconsider resignation, because I've taken the first step towards your impeachment, and I've called on the Judiciary Committee to open an investigation into your lawlessness.
16:50Mr. Chairman, I know that at the end we'll be entering a number of articles into consent, but since I have a few moments, I ask unanimous consent to enter into the record a letter calling the Judiciary Committee to investigate Secretary Noem's impeachable offenses.
17:04Whatever you choose, the American people will have justice, Secretary, and you will be held accountable. I'm going to make sure of that every single day. With that, Mr. Chair, I yield back.
17:18If you were asked to approve the placement of uniformed military on and around polling locations for a federal election in 2026, what would your legal judgment be of whether those uniforms could do that?
17:34Mr. Senator, again, that's a hypothetical situation. There are federal laws that prohibit the stationing of troops at polling places. However, the question would be whether or not the degree to which that would apply in a non-federalized status under Title 32, and it would depend on the status of the personnel and the mission parameters that are being contemplated.
17:56Mr. So it's possible that if you were asked, if you said, look, we've got a problem in Chicago, right? We've talked about federal troops in Chicago. We need to put uniformed military surrounding polling locations in downtown Chicago. Are there circumstances in which you would approve that?
18:15Mr. Senator, I would say this, is that during COVID, when many poll workers were unavailable, many state and local jurisdictions placed national work personnel there.
18:22But you can understand, I understand during COVID, but you can understand that when there's a trust deficit, right, when the president of the United States says we have to go after the enemy within, and that if he loses an election, it's because it was rigged, his words, that the idea that we put uniformed military surrounding polling locations, for you to not understand what that means to the American
18:45public, the playbook of authoritarianism that I've seen as a CIA officer play out over and over and over again in other countries, for you not to understand that that sends a shiver down the spine of every American, and should, whether you're a Democrat or Republican, that's why there's a trust deficit, is because there are some circumstances in which you would use the military in the middle of our democracy like that.
19:09And I continue to believe it's not our uniformed military that have a problem, it's the leaders who are directing them in these missions.

19:23Sir, we have not deported U.S. citizens or military veterans.
19:28I don't believe you've served in the military. I haven't either.
19:31But I think you and I can agree that as Americans, we owe everything to those who have served our country in uniform, particularly those who have served in
19:38combat. Do you agree with that?
19:40Sir, I believe that people that are in this United States that are citizens have legal status here.
19:45Madam Secretary, we are joined on Zoom by a gentleman named Seijoon Park.
19:49He is a United States Army combat veteran who was shot twice while serving our country in Panama in 1989.
19:57Like many veterans, he struggled with PTSD and substance abuse after his service.
20:02He was arrested in the 1990s for some minor drug offenses, nothing serious.
20:07He never hurt anyone besides himself.
20:09And he's been clean and sober for 14 years.
20:12He is a combat veteran, a Purple Heart recipient.
20:15He has sacrificed more for this country than most people ever have.
20:20Earlier this year, you deported him to Korea, a country he hasn't lived in since he was seven years old.
20:27Will you join me in thanking Mr. Park for his service to our country?
20:30Sir, I'm grateful for every single person that has served our country and follows our laws.
20:35And can you please tell Mr. Park why you deported him?
20:37Every one of them needs to be enforced.
20:39But you understand that many veterans struggle with PTSD, many veterans struggle with substance abuse challenges.
20:46This man took two bullets for our country.
20:49You have broad authority, by the way, as secretary, to issue humanitarian parole, to do deferred action.
20:55Will you commit to at least looking at Mr. Park's case to see if you can help him find a pathway back to this country that he sacrificed so much for?

21:05But I want you to remember that our programs need to have a security as well.

21:12He is a Navy combat veteran who served our country in the Gulf War.
21:18He's married to a woman named Donna who came to our country legally from Ireland when she was 11 years old.
21:24She has lived here for 48 years.
21:27Because of you, Jim's wife Donna has been in prison for the last four months.
21:31She did not come here illegally, and she has never committed any crime other than writing two bad checks totaling $80 10 years ago.
21:42She is currently in prison and facing deportation.

22:43His father, Narcisco Barranco, is a landscaper in California who has lived peacefully in our country for 30 years and has no criminal record.
22:52Last spring, while he was mowing the lawn at an IHOP, ICE agents tackled him in the street and imprisoned him for weeks.
22:59A peaceful, hard-working man who raised three sons to be United States Marines.
23:06We need men of that character in this country.
23:09Again, as secretary, you have broad discretion.
23:13Will you consider Lance Corporal Barranco's father for parole in place to stay in our country, owing to the fact that he has contributed to our country by raising three United States Marines?
23:24This is an opportunity to remind everybody that every person that's in this country illegally has an opportunity to voluntarily go home and come back the right way.
