00:07Annuity is at $2 billion over the course of 15 years.
00:12You're giving government an 82.16% gross revenue share.
00:17Your nearest competitor was at 33%.
00:21And then you're also committing to $170.6 billion in renovations.

00:31That's correct, Mr.
00:32And then, if I'm not mistaken, you're also committing to a new Terminal 5, which should accommodate, based on your estimates, 35 million passengers and also renovating Terminal 4.

00:45The additional renovations could accommodate up to 60 million passengers.
00:50Paano po kayo kumikita?
00:52And just out of curiosity, I mean, with all of these subsidies and parang 50% higher than the competing bidder, are you still profitable?
01:04Right now, Mr. Chair, the first year of our operations, we're at a loss because we have not yet fully taken advantage of the increase in the passenger terminal fee.
01:20Number one, about 12% to 15% of the international passengers are exempted from the payment of the international PSE.
01:34Number two po, the PSE increase was implemented September 14.
01:42But all those passengers that bought their tickets beforehand will not be asked to pay the additional.
01:51So, mag-aantay po kami ng halos isang taon bago po namin ma-benefit yung increase in terminal fees.
01:59Based on our projections po and the submission of our team, meron na rin naman po kasing increase ng passenger numbers.
02:09Last year, we were at 50 million passengers, right?
02:13This year, we're looking at about 52 million.
02:16So, our objective is to reach the 62 million passengers over the next 4 or 5 years.
02:23So, yung increase po ng passengers plus the movements from 40 to 48 movements will also mean an increase in landing and take-off fees and other aeronautical fees.
02:38So, nung ginawa po namin yung calculation, meron naman pong income, pero hindi ho ganong kalaki.
02:47I think the objective of our president was really to help the government modernize NAIA as soon as possible, improve passenger experience.
02:59In fact, one example, Mr. Chair, is this immigration e-gates.
03:05Wala po sa usapan namin yung immigration e-gates.
03:09Pero napansin po ng aming Pangulo na yan pong isa sa mga pain points sa NAIA.
03:15Hindi po namin masasabi sa immigration po yan eh.
03:18So, ang sabi po ng presidente namin, si Mr. Ang, dapat tulungan natin yung gobyerno.
03:24So, we invested in the immigration e-gates.
03:27And in a few days, we will roll this out.
03:29In fact, we've started the dry run for these immigration e-gates.
03:34So, makakatulong po yan sa improvement ng passenger experience.
03:38But going back to your question, based on our projections naman po,
03:42ikita naman po kami, pero hindi po ganun kalaki.
03:46The idea was really to share as much as possible to the government.
03:50Yet, we are able to improve passenger experience.
03:54We've been so behind.
03:56As I mentioned before, since 2015,
03:59NAIA has already reached its design capacity of 35 million.
04:04So, 10 years or so, under-invested ang NAIA.
04:06So, nagmamadali po kami ngayon, although we have a long stop date of about 5 to 6 years,
04:13to reach the 62 million,
04:15nagmamadali po kami to make sure that we're able to increase the handling capacity of NAIA.
04:22It takes time for us to build facilities.
04:26So, what are we doing?
04:27We're actually invested, we have invested in passenger processing technologies.
04:33Pwede na po kayong mag-check-in without the need of an agent.
04:39You go through the airport.
04:41So, kasi meron po kasi kaming KPI.
04:45May key performance indicator po ang government sa amin.
04:4995% of the passengers should be checked in within 15 minutes.
04:55Mahira po yung control yung mga airlines.
04:58Pero yun po ang nakalaad, nakalagay sa concession agreement.
05:03Even immigration, sir, we're supposed to process the passengers within 10 minutes.
05:10So, these are beyond our control because immigration officers don't report to us.
05:17Correct?
05:17So, ang ano po namin is to help invest in facilities
05:23so that the different government agencies will be able to do their jobs, you know, seamlessly.
05:29So, nagtutulungan po kami sa mga government agencies.
05:32And we're very, very happy po sa tulong na binigay po sa amin ng immigration,
05:37ang customs, OTS,
05:39para po mapa-improve ang passenger experience.
05:42Thank you, sir.
05:44So, Mr. Chair, I believe Mr. Chong is saying that this December rush that we're expecting,
05:51our consumers, our passengers can look forward to actually using these new e-gates.
05:57Yes, Mr. Chair.
05:58Except that initially, it will only be for the Filipinos, not yet the foreigners.
06:04We will do it on a phased basis.
06:06And it's only for the arrival muna.
06:08Kasi yung usapan po namin sa immigration, yung OFWs munang unahin namin.
06:14We'll have to do it in phases, sir.
06:16Just like other airports, you know, talagang phased naman yun eh.
06:20Hindi pa naman lahat pwede.
06:22So, to be clear, it's for arrivals and for Filipinos.
06:25Yes.
06:25So, that's about 60% of our international arriving passengers.
06:31And we estimated it's about 6,000 passengers a day.
06:34Sir, to be clear, the OFWs remain exempt from terminal fees.
06:38Definitely, sir.
06:39And then, moreover, the terminal fees, again, are decided by, not by you, but by us in government.
06:46Yeah, we just follow what's in the concession agreement and what's in the MIAA admin order po.
06:52But you'll understand why travelers and commuters are concerned na ang damin yung binibigay.
06:58Baka mamaya, later on, ito transfer tong financial burden sa mga consumers.
07:03We have your commitment na they shouldn't be worried about anything.
07:07I believe, Mr. Chair, the concession agreement is so tight as far as our performance is concerned.
07:15If we are not able to deliver, there are some penalties that the government has set.
07:20So, we have to comply with that.
07:22MIAA is our regulator.
07:26We report to MIAA everything po.
07:29All our operational data, our financials, even the contracts that we sign.
07:34Naka-report po sa kanila yan.
07:36Kong Brian, last question, please.
07:37Yes, just last question.
07:39I want to highlight a bit on Terminal 5 because I feel like it's been undiscussed here.
07:44But it is one of the major reasons why I believe you won the bid, your proposals regarding Terminal 5.
07:51Can you please explain to this committee what we have to actually look forward to in Terminal 5?
07:57What are we investing in?
08:00Part of our plan, sir.
08:01If we look at a 62 million passenger handling capacity, Terminals 1 and 3 will continue to be the International Passenger Terminal.
08:14So, maganda ng terminal capacity sa Terminal 2, Terminal 4, at Terminal 5.
08:20So, Terminal 5 is actually a domestic passenger.
08:24As you're aware, sir, out of 50 million passengers, 53% of that are actually domestic passengers.
08:33Mas marami po kasi tayong domestic passengers kaysa sa international.
08:37So, I think passengers will be looking forward to a new terminal.
08:45We will use passenger processing technologies also.
08:49So, it will all be compliant with the IATA Airport Development Reference Manual.
08:55Kasi po, lahat po ng design sa terminals, meron pong requirements ang MIAA at DOTR.
09:02We cannot just build something without going through all the requirements.
09:07And the basic requirement is that it has to meet the IATA or International Airlines Association Airport Development Reference Manual.
09:20Kung baga, meron pong mga requirements yan for us to be able to process the passengers based on the KPIs that I mentioned earlier.

10:00So, we're just going to utilize the terminal that was meant or what it was designed for.
10:07So, we're looking at about 18 to 20 million passengers for Terminal 3.
10:12And then, Terminal 1 naman po will be able to handle yung mga tinatawag nating low-cost carriers.
10:21So, dun po namin ilalagay yung Cebu Pacific or Asia.
10:25Tapos, yung sa terminals 2, 4, and 5 will be domestic po.
10:30Kasi sapat naman po yung 1 and 3 as our international.
10:34Kasi lahat po ng full-service carriers, including Philippine Airlines, will be assigned to Terminal 3.
