FPJ Panday Bayanihan Party-list Rep. Brian Poe took up the cudgels for Filipino school children by calling it unacceptable to slash the additional Department of Education’s (DepEd) school-based feeding program funds sourced from the Department of Public Works and Highway's (DPWH) 2026 flood control projects allocation. 00:00may I move now madam chair to the next item another very important item it is
00:05the school-based feeding program alam naman natin kung gaano ka importante
00:10po ito dahil minsan pag pumapasok ng gutom yung ating mga studyante at walang
00:15sustansya maari hindi natututo sa ating mga classroom and this is this also
00:22results to the stunting of our students at kapag nangyari ito talagang
00:28disadvantage na po sila hanggang lumaki sila so this is a very important
00:32program they are requesting for a huge amount of 3 billion 11 million six hundred
00:43thirty nine thousand pesos but I know that this is a very important program but
00:50given the the fiscal space that we're in which is very limited
00:57classrooms I would recommend madam chair half of what they requested in the
01:05amount of one billion five hundred twenty eight million nine hundred seventy eight
01:10thousand madam chair madam chair but I'm sure yes representative both we can't
01:15simply just slash that budget in half because I know I know the request is big
01:20at three billion madam chair but the difference between that and one point five
01:26billion based on my estimates at 220 days of feeding at 25 pesos per meal you're
01:33looking at two hundred sixty nine thousand students that could have been a part of
01:38the program but won't be if you're slashing it in half madam chair let me just
01:45quickly check the details of the request I'm going back to the master list of their
01:50requests because I remember they had a breakdown of that one second and madam
01:56chair but they mention how they will implement the three billion also because it's a huge
02:01salam cook as a madam chair it's 220 feeding days and it's 25 pesos per meal
02:07yeah
02:14see madam chair while you're looking for the specifics
02:20yes VC I would like to agree with you but implementation again you know your reservation go because what happened
02:33yeah
02:40so if we may we can implement it by region or provincial is much better but before
02:48but before
02:55with the mayor's so yung local government units yung nag implement noon
02:57the feeding program mas mabilis expeditions yung paggawa and plus yung mayor mismo
03:05na kung pumalpak yun toda sa constituent niya so it's just a mode of implementation so I hope we can put it in the special provision
03:15regarding the implementation of the feeding program
03:22but now hanap na po namin ni SVC yung breakdown nung rene request nila na
03:28three three billion yes um so as we see if you may please share with the body
03:34may I inform the body of the breakdown nung kanilang request na three billion so this involves
03:41one point eighty eight billion to feed three hundred three million learners for additional 25 days
03:49aside from that twenty nine point nine million to feed seven thousand two hundred seventy six adolescence mother of
03:57nutritious food product in sixty days and hot meals in thirty days
04:04in addition to that another one point one billion to provide additional program support fund
04:11to arrows and sdo's for the cost of hauling and contingency funds for regular component milk regular component milk component
04:26CK GPP and winds and cold storage so marami po dito yung for logistical support and may I add
04:40a model po dito nand if I may add is yung province of Bataan who does the feeding program on its own
04:49and they do it very efficiently kaya tama yung sinabi ni rep puentebella na for efficiency maganda mag partner with the LG use
05:04dahil talagang kung hindi masisiraan ka talaga pag too much centralized we need partners on the ground that can deliver this service to our learners
05:17would that be because if I may call SVC

06:10we can keep it at 1.8 muna and then if if there's really no
06:16fiscal space then let's review the proposal of the bar see to bring it down
06:21to 1.5 so we now have two items that is approved conditionally canina po it's
06:28the step program of desda and this one for now we will approve 1.88 but can we
06:33park that so the other alternative is to entertain the request the proposed
06:40the initial proposal of SVC Garcia which is half of the original proposal of of
06:46depth and which is maybe we can just put an asterisk yes can you please
06:53contact me please highlight that so it's 1.88 billion let's put for now 188 and
07:01one eight eight one eight eight there one eight and then on the side can you
07:09also put the alternative as 50% of three zero one one half of the proposal there
07:17madam chair madam chair if I understood it correctly I guess the explanation of
07:24senior vice chairs canina in response to Kong Brian was that the increase was
07:31most mostly on the logistics because there's challenges if we carry on the
07:35proposal of Congress and from the well from the belia to download you say
07:39actually that would help the community if you do the bidding process the supply
07:44you would help the local trade in that community you will have the market and
07:49that would substantially that would substantially address the concern of and
07:54that has been done before right congressman Brian I'm sure I agree with
07:58both of the congressmen if we get the LGUs involved it strengthens the local
08:03community and commerce it's also important to highlight that actually there's a big
08:08allocation already in the NEP for the school-based feeding program I think
08:13around 11 billion there's already 11 11 billion there I'm sure so we're just
08:18supplementing it actually yes actually I think it's important for our
08:22cababayans watching to know that what we're debating is really just the
08:27increase now and that even at the NEP alone we're maintaining already the
08:32school-based feeding program we're actually increasing if we go with the
08:37proposal of our senior vice chair we will go from 11 billion to more than 13
08:43billion pesos in school-based reading so really I agree that we should
08:47increase but as much as possible I want to maintain the 1.8 so yeah we'll try we'll
08:52try that I think thank you for highlighting that representative so we are now
08:57going above the 2025 level for school-based feeding program so we're
09:03increasing it by about 2 billion right now given the proposal of SBC SBC Garcia so
09:09may I solicit a motion for the one point eight eight billion I second so move for the
09:16approval of one point eight eight billion madam chair I second the special provision
09:23that not only to check the fiscal space but regarding the implementation of this
09:31program we'll have to will request from the agency as to how to word the special
09:37provision yes we'll get in touch with DepEd with regard to that but for now let us
09:42first approve the increase in the amount and just for the record madam chair I was a
09:46mayor before ginawa nila dati to okay so walang problema liquidation et cetera cause
09:53kung hindi ka liquidated wana wana makasuhan ka hindi maka download sayo and
09:57I'm not sure but I'm sure but I'm sure but I'm sure but I'm sure but I'm sure but I'm
10:02sure but I'm sure but I'm sure but the sponsor can bring it up sa plenary
10:04kung pano yung implement yes so but for approval madam chair second any second there's a
10:11motion julie seconded the motion is carried the budget for the school-based
10:15feeding program is hereby increased by one point eighty eight billion I'm however similar to
10:23what we did for step that is a conditional approval subject to where we land later on
10:28after all the deliberation so we kind of are looking at we're looking at a 300
10:33million wiggle room for this please also highlight comsec please highlight the step
10:42under test that so that's the other conditional approval and then the other
10:47one would be school-based feeding program just the amount
10:53the other one would be school-based feeding program just the same way
