05:19Азербайджан, первое, чтобы sign up the peace agreement и ratify it.
05:24В то же время мы считаем область очень важной.
05:28The big, beautiful deal that we reached in Washington
05:33и теперь мы пытаемся выполнять это очень важной.
05:36И часть этого deal является
05:39на рамках для государства и безопасности.
05:42The connectivity project that will bring economic benefit to the region.
05:49We are working on that direction.
05:50I hope we are now intensively discussing with Americans
05:54the project implementation of the trip.
05:59As soon as we finalize, we will start implementation project.
06:04I hope it will be very soon.
06:07And after that, the whole technical process will start.
06:12And we will work on that direction to unblock the region,
06:16to open the trip,
06:18which is a very huge and very important historical project in our region.
06:23So we continue to work on that direction.
06:25The Armenian-Azerbaijan peace agenda,
06:27we are also not acting in a diplomatic limbo.
06:30We are also looking at the international experience
06:32and international precedent.
06:34And Good Friday Agreement between the 1998 United Kingdom
06:38and the Republic of Ireland.
06:39And it also paves the way
06:41with the current status of the good relations
06:43between the two countries.
06:44We are also making certain precedent
06:46from that arrangements as well.
06:48And looking forward for the resolution
06:50of one outstanding issue
06:51that's still a matter of the concern of Azerbaijan's side.
06:54I think that once it's resolved,
06:56we will not have any longer any stumbling block
06:58on our agenda of the peace.
07:00But nevertheless, let me repeat it over again,
07:02that we have a real peace on the ground
07:04and currently working through the parameters
07:06of the strengthening of the peace.
07:08With world powers competing
07:10for massive regional economic opportunities,
07:15what are your strategies for each of your countries, Hikmet?
07:18Really, our strategy is that
07:19not to make the region of the South Caucasus
07:21as an arena of the competition or in a confrontation.
07:24Our agenda is to make the region of the South Caucasus
07:26as an arena of the cooperation,
07:28an engagement and a partnership.
07:30Think about Armenia-Azerbaijan peace agenda
07:32in the global context of the conflicts and wars,
07:35at least one success story.
07:36One chapter of the conflict is closed.
07:38There is a real peace on the ground.
07:40And we are also inviting
07:41all our international partners,
07:42including the global powers,
07:44to support our peace agenda on the ground,
07:47whether it's in a connectivity project,
07:48whether it's in a normalization
07:50between the two countries,
07:51and also new economic partnerships.
07:54And as Armenia and Azerbaijan,
07:55we are working on the fundamental concept
07:58of the economic benefit of the peace.
08:00I think that our international partners
08:01can also contribute to that.
08:03Look, it's very much important
08:05that the peace project
08:08is an inclusive process.
08:11We don't try to exclude anyone
08:13in order to let them to fight it.
08:15So this is a very inclusive process.
08:18In the context of the peace,
08:19we have suggested the peace crossroad project,
08:22which is about connectivity in the region.
08:26And within that context, by the way,
08:28TRIP is part for that project.
08:30And in that context,
08:33we are working to implement the project
08:35and see the regional partners engaging in that
08:40and seeing the unblocking of the region
08:43as an inclusive process.
08:45That's very much important.
08:47And I'm sure that will bring more stability
08:50in the region.
08:50And we don't see our region
08:54as a competing place
08:57because competition,
08:59in a good sense of that economic,
09:01from economic perspective,
09:02it's good.
09:03But from other perspectives,
09:06sometimes it can very firstly
09:08damage to the countries
09:09that are living in the region.
09:11So...
09:12A little bit, historically speaking,
09:13the region of the South Caucasus,
09:14historically and unfortunately,
09:16was in a battle space
09:17of the big empires
09:18and big powers.
09:19Now, it's not only related
09:21to the current state of the region,
09:22but now Azerbaijan,
09:24at least from his side,
09:25and I certainly see
09:26the same willingness
09:26from the Armenian side as well
09:28to transform the region
09:29and to make it marketplace,
09:31investment place
09:31for the cooperation of everybody.
09:33What guarantees can you give
09:35the people of your country
09:36that this peace is going to last
09:38and their safety?
09:40I think that our signature,
09:43it matters a lot.
09:44And it was in front
09:44of the international community
09:46in Oval Office,
09:47my president,
09:48and he declared Azerbaijan's,
09:49and over-declared,
09:50and Azerbaijan's full commitment
09:52to the peace agenda.
09:53For us, wars and a conflict is over.
09:55And sovereignty and territorial
09:56integrity was a must for Azerbaijan.
09:58It has been restored.
09:59And therefore,
10:01such a full commitment
10:02to the Washington agenda
10:04that we have agreed
10:05as a demonstration
10:06of our important political will.
10:08And it's also a message
10:09to our society.
10:10And also,
10:11we have received
10:12the message
10:12from our society as well.
10:15Right after the Washington
10:16there was a huge jubilation
10:17and also a positive reverberation
10:19in Azerbaijan's society
10:20about the peace.
10:22And people also supporting that.
10:24The political establishment
10:27both in Yerevan and Baku,
10:28they have strong will
10:29for the peace
10:30that was demonstrated
10:32before Washington,
10:34but also reconfirming
10:36once more in Washington,
10:38showing that there is
10:39a political will.
10:40We also see,
10:42as my colleague Hikmet mentioned,
10:44both in the society
10:46in Armenia
10:47and in Azerbaijan,
10:48there is support
10:50to the peace.
10:51We are sure
10:51that implementation
10:52of the regional projects
10:54like TRIP
10:56and other ones
10:57will increase
10:58interdependency
11:00and strengthen
11:01the peace
11:01and also
11:02economic benefits
11:05that both societies
11:06will have.
11:07It will have
11:08an input
11:09in the long run
11:10to sustain the peace
11:12and strengthen the peace.
11:13We are seeing that
11:14we are moving
11:15towards that direction.
11:17And the proof of that
11:18is also that
11:19me and Hikmet
11:20in Doha Forum
11:21also sitting
11:22in your
11:24studio.
11:26Yes,
11:26sitting in your studio
11:28speaking about
11:30the economic benefits
11:32of the peace
11:33signals
11:34that we will have
11:36long-term.
11:37Well,
11:38you have both
11:39discussed the importance
11:40of that trip
11:40to Washington
11:41and there's
11:42a very famous
11:43handshake
11:44in front of
11:44President Trump.
11:46What was the atmosphere
11:47like in that room?
11:48Could you have heard
11:49of pin drop?
11:50What was the feeling?
11:52It was really,
11:53as far as I can remember,
11:54it was really
11:55a jubileous atmosphere.
11:56And for the last 30 years
11:58and both of our countries
11:59suffered from
12:00the conflict
12:00and the war
12:01and our peoples
12:02also suffered.
12:03And finally,
12:04we put a final nail
12:05to the coffin
12:06of this conflict.
12:07It's now over.
12:09And it was also
12:10once again,
12:10a demonstration
12:10of a stronger
12:11political will
12:12and firm will.
12:13And in this case,
12:14we also highly
12:15appreciate the role
12:16of the President Trump
12:17and American administration.
12:18They also put
12:19in a political weight
12:20of the American government
12:21on their peace agenda.
12:23In the same manner,
12:24it also had
12:24a huge reverberation
12:25and spirit of Washington
12:27has a huge reverberation
12:28in Azerbaijan society.
12:30Nevertheless,
12:30there was a time difference
12:32between the Baku
12:33and Washington.
12:34This is a time,
12:35but entire Azerbaijan society
12:37was waiting for that.
12:38And they were celebrating
12:39in the social media,
12:40in media in Azerbaijan.
12:41In a sense,
12:42it's coincided
12:43with a public jubilation
12:45and also official
12:46full commitment
12:48of the Azerbaijani government
12:49to the inner peace agenda.
12:51I think that one chapter
12:52of the conflict
12:52on the international stage
12:53is over.
12:54Armin,
12:55was it the same
12:55for Armenia?
12:56It was a celebration day
12:58and, you know,
13:00it's a big,
13:01beautiful deal
13:02because everyone
13:03benefited from that.
13:04Armenia benefited,
13:05Azerbaijan benefited,
13:07United States benefited,
13:08and the international community,
13:10I'm sure,
13:10in the long run
13:11will benefit.
13:12That's why it's a deal
13:13because all sides
13:14benefited
13:15and it was a celebration.
13:17As Hikmet mentioned,
13:18the time difference
13:21between Yerevan
13:23and Washington
13:24is similar
13:24as in Baku.
13:26And people were
13:26staying late night
13:28in order to watch that.
13:29And I would be very frank,
13:31I have received
13:31so many messages
13:32in my WhatsApp
13:34and other applications,
13:36people saying me
13:38thank you
13:38and celebrating that.
13:40It was very much obvious
13:41also in social media
13:43as you can see
13:44that people are celebrating.
13:46Yes,
13:46there are people
13:47who have been also skeptic.
13:49Yeah.
13:49But the most important thing
13:51is that
13:52most of them,
13:55most of the public
13:56have been celebrating
13:57and after that
13:59we are seeing
13:59that
14:00the continuation
14:02of the dialogue,
14:03the continuation
14:04of the positive messages,
14:06for example,
14:07after the Washington meeting,
14:09both Vice Prime Minister
14:11of Armenia
14:12and Azerbaijan
14:12visited both Armenia
14:14to Azerbaijan.
14:16Lately,
14:16our Vice Prime Minister
14:18Grigoyan
14:19visited to Gabala region
14:21and had a meeting there.
14:23So all of these
14:24are signals
14:24and public
14:25are receiving it
14:27also positively
14:28and moving
14:29towards the peace.
14:30And I'm sure
14:31in the long run
14:32people will also
14:32see the benefits
14:33of that,
14:34economic benefits
14:36of the peace.
14:37We're here,
14:37as we mentioned,
14:38in Doha
14:39and the Qatari
14:39government
14:40have been very heavily
14:41involved in negotiations
14:43and mediations
14:45internationally.
14:46You know,
14:47how important
14:47and where do you see
14:49the future
14:49of that international
14:51involvement going
14:52in terms of,
14:54you know,
14:54the Qataris,
14:55the EU
14:56and the US?
14:58Well,
14:58we appreciate
14:59all international efforts
15:00that contributes
15:01to the peace agenda,
15:02but what was in the beauty
15:03of Armenia-Azerbaijan agenda
15:05is that it was
15:06a bilateral process.
15:08There was a complete
15:09belief in the two capitals
15:10that first,
15:11Baku and Yerevan,
15:12we need a peace
15:13and we need a peace
15:14for our future generations,
15:16for our peoples
15:17and we started
15:18our active bilateral
15:19diplomatic engagement.
15:21It also brought us
15:22to the Washington discussions
15:23and some other agendas
15:24that we have.
15:25Again,
15:26we highly appreciate
15:27the role of the
15:28international community,
15:28all of our partners,
15:30but Armenia-Azerbaijan,
15:31I'm sure that based
15:32on the confidence
15:33that we are trying
15:33to build
15:34and based on the mechanisms
15:35of the interaction
15:36we built,
15:37we'll continue to advance
15:38on our bilateral
15:39peace-building agenda.
15:40We very much appreciate
15:42international community support,
15:44but without that
15:45bilateral thing,
15:46that was very strong
15:48and I'm sure that
15:49Abu Dhabi leaders' meeting
15:52paved the way
15:54for the Washington meeting
15:55and that was a very great success
15:58in that context
15:58and we very much appreciate
16:00also international communities
16:02engagement.
16:04We are here
16:04in Doha Forum
16:06meeting with,
16:07having panel
16:08and also sitting down
16:10in this studio
16:11speaking to the public
16:12and sending positive messages.
16:15In overall,
16:16that's also an effort
16:17coming from the Qataris
16:19and they are very much helpful
16:20and we very much,
16:22I'm sure,
16:22I'm speaking on both of us
16:24that we very much appreciate
16:26that Qataris gave this platform
16:28to us to speak also publicly
16:31and that's very much important.
16:33It's been a real symbolism
16:35of hope.
16:36What message do you think
16:37what you have achieved
16:38is giving to those
16:40around the world
16:41who are at war
16:44with each other?
16:45Well, it's always difficult
16:46to provide your own advice,
16:48but we can provide
16:49our own example.
16:52And here,
16:53I think that both
16:53other countries
16:54we demonstrated
16:55leading by example
16:56and there was a really difficult
16:58and bloody war
16:59between the two countries
17:00and last 30 years
17:01two countries suffered
17:02from the deficit
17:03of the security
17:03and the deficit
17:05of the peace.
17:06But with a political will
17:08and demonstration
17:09of the firm
17:09and stronger political will,
17:11peace is achievable.
17:13And as a result
17:13of the just peace
17:14has been ensured
17:15between Armenia
17:16and Azerbaijan.
17:17Now is the time
17:18and also work
17:19of the two governments
17:20and two peoples
17:21to make a long-lasting
17:22and irreversible
17:23peace on the agenda.
17:24On the global agenda
17:25and also regional agenda.
17:27Therefore, peace is doable,
17:28peace is achievable,
17:29and it also requires
17:30full commitment
17:32to the norms
17:32and principles
17:33of international law
17:34and providing legality
17:35and legitimacy
17:36between the countries.
17:38Yeah, it's very difficult
17:39to find two conflicts
17:40that are totally similar,
17:43but you can find
17:44always some similarities.
17:46And one of the important
17:47things was that
17:48strong will both
17:50in Yerevan and Baku
17:51was very much helpful
17:52in moving towards the peace.
17:54the leadership
17:55in both countries
17:57have been intensively working,
17:59even though a lot
18:00of difficulties,
18:00you can imagine.
18:02And in all conflicts,
18:03it's very difficult
18:04to move forward
18:04because of the problem
18:07also of trust.
18:09In all conflicts,
18:10sides don't trust each other.
18:11But we have been working
18:14towards this,
18:15as in famous music,
18:18it's said,
18:19another brick to the wall,
18:21in positive sense
18:23of that quote.
18:25We have been working
18:26towards that,
18:27trying to build
18:28that wall of trust,
18:30trying to move
18:31in that direction.
18:32And it was very much helpful
18:34bilaterally creating
18:36that trust.
18:37and then also
18:39international community support.
18:41If you could send
18:42one message
18:43to the people
18:44of your neighbouring country,
18:46what would that be?
18:47To continue working
18:49on strengthening
18:50the peace
18:51between Armenia
18:53and Azerbaijan.
18:55Yes,
18:55we went through
18:56the conflict,
18:57we went through
18:59the pain,
19:00both of us.
19:01and we need
19:03to understand
19:04also that
19:05there is a chance
19:06of peace.
19:08We have
19:08both to work
19:10on this direction,
19:12institutionalise
19:13the peace
19:14and work
19:15on that direction
19:16and also
19:17see the benefits
19:20of the peace.
19:21Hikmet,
19:22what would you send
19:23as your message
19:23to your neighbouring
19:25people in Armenia?
19:27For Azerbaijan,
19:28war and conflict
19:28is over.
19:29Currently,
19:30Azerbaijan works
19:31on the peace
19:31and we are
19:33sure and hopeful
19:35that there will be
19:36irreversible peace
19:37between the two countries
19:38and it will be eternal
19:39for the future generations
19:40of the both countries.
19:42And still,
19:42we have a certain balance.
19:44We understand that
19:45and we are at the end
19:46of the fact
19:46but we should look
19:47into the future.
