00:22for allegedly locking her mentally disabled adult foster child

00:26in an outdoor dog kennel.

00:28All while the victim could be heard desperately crying

00:30and screaming in the background.

00:3260-year-old Candace Candy Thompson,

00:34who's known locally for adopting over 50 foster children

00:37with her late husband,

00:39claims she put the 22-year-old mentally disabled woman outside

00:42because she was, quote,

00:44urinating everywhere and tearing her house up.

00:47Anson police arrived at the scene

00:48after receiving a call from Anderson

00:50who heard the young woman crying for help

00:52and repeatedly saying she needed to go to the bathroom.

00:57reveals the moment police arrive at the Texas home,

01:07The victim is now safe and the foster mom has been arrested.

01:23She faces multiple charges, including aggravated kidnapping,

01:27assault, and crimes related to the abuse of a disabled person.

01:31Anson police chief Daniel Grazios told News 4 San Diego

01:34that, for the city of Anson, we take it very seriously

01:37and we're serious about protecting, especially our most vulnerable citizens.

01:42This is sadly just the latest in a series of horrifying similar incidents

01:45that have grabbed headlines.

01:47In June, an Oklahoma grandmother was charged for abusing her 8-year-old granddaughter

01:51and 6-year-old grandson

01:52by drugging them and locking them in a dog cage

01:55for hours when she wanted to go out alone.

01:58Davina Marks is accused of feeding the two children whom she had full custody of

02:02anti-psychotic drugs, whipping them with a belt,

02:06grinding her heels into their feet,

02:08and forcing them to exercise until they collapsed.

02:10The young boy told investigators that Marks, whom he called Meemaw,

02:14gave him Seroquel, a sleep-inducing drug used to treat schizophrenia

02:18that's only supposed to be prescribed to kids older than 13.

02:21Police said that traces of the drug were found in both Marks' grandchildren.

02:24The kids were immediately removed from the home after social workers

02:27from the Department of Human Services received a tip about abuse.

02:31Marks was charged with various counts of child abuse

02:33and child neglect against her grandchildren.

02:36Months earlier in Connecticut, authorities discovered a house of horrors

02:39where a stepmother, Kimberly Sullivan,

02:42allegedly locked her 32-year-old stepson inside a tiny room for more than two decades.

02:48The stepson, known only as S, was reportedly given only scraps of food,

02:52barely any water, and forced to spend nearly every hour of every day

02:56confined in an 8-by-9-foot room in near-total isolation.

03:00The desperate stepson set a fire inside her home

03:03in order to escape from her clutches, according to the cops.

03:06When firefighters entered the home to respond to the fire,

03:09they found him severely emaciated, weighing just 68 pounds.

03:13Sullivan has been charged with multiple counts of abuse and neglect,

03:16and the case is ongoing as prosecutors prepare for trial.
