00:00House Assistant Majority Leader Zia Alonto Adyong believes that even if the Independent Commission for Infrastructure or ICI
00:07wrapped its investigation, nothing will be off the mark as the House is currently prioritizing a bill to ascend the Commission's power.
00:16Our Mela Lismoras tells us more in the story.
00:20House Assistant Majority Leader Zia Alonto Adyong sees nothing wrong even if the Independent Commission for Infrastructure or ICI
00:28decides to conclude its investigation on the alleged anomalous flood control projects.
00:34This was in response to Ombudsman Jesus Crispin Remulia's statement that the ICI may only need one or two more months to finish its probe
00:42and will soon turn over all the information they have gathered to the Ombudsman.
00:46Some lawmakers earlier pointed out that this seems insufficient and concerning.
00:51Wala, I don't see any reason why we should be worried about, kasi time-bound naman talagang ICI.
00:58Time-bound, it has a specific purpose, it has a specific mission and objective to accomplish within a certain period of time.
01:08So kung matapos na nila yung investigation nila, that's actually the natural course of action.
01:14According to Adyong, even if the ICI wraps up its investigation,
01:18the House of Representatives will still prioritize the passage of a measure that will strengthen the commission,
01:24transforming it into the Independent Commission Against Infrastructure Corruption or ICAIC once enacted into law.
01:31Just recently, House Speaker Faustino Bojedi III himself said that they would give due attention to the ICAIC bill.
01:39The proposal has already passed the committee level and will next be referred to the House Committee on Appropriations for Necessary Funding
01:45before being brought to the plenary.
01:47Definitely, the bill to institutionalize ICAIC will be on the agenda.
01:54But in terms of priority, the Appropriations Committee now has to prioritize the salient points in the HGAB
02:01to reconcile with the Senate version.
02:04So I think that's the reason why uunahin talaga ang General Appropriations Act.
02:10For now, lawmakers continue to file more measures against corruption.
02:15One of this is House Bill No. 6626 filed by ML Partylist Rep. Laila de Lima
02:21or the Proposed Anti-Illicit Enrichment and Anti-Illicit Transfer Act by amending the revised penal code.
02:27Kapag mapatunayan na meron kayamanan ng isang public official na hindi adequately explained ng kanyang salien
02:38ay ito ay maaaring considered already as an illicit wealth, illicit enrichment unless talaga ma-explain kung saan galing yan.
