06:07the suspect vehicle was driving.
06:10We were looking for a mid-sized, dark-colored or black

06:19We need to get an identity of the victim.
06:22So with Terrence being the point of contact,
06:24I was informed that it was Destiny or Clark.
06:28And she was 19 years of age.
06:37Destiny was very out of mind.

06:44Never was scared to let you know anything
06:46that was on her mind.
06:47That night, that Friday night, I got a phone call.
07:03And it was from her, one of her friends.
07:05It was from Izzy.
07:06And she was telling her that she had got a phone call from
07:10Destiny and some gunshots was out in the background.
07:13So I'm like, what?
07:16I woke up to her calling me to let me know that she had just
07:20been robbed.
07:21And then she was like, well, matter of fact, here they go,
07:23right here.
07:24And I'm like, what?
07:25And then I hear gunshots on the phone.
07:29And the phone dropped.
07:34And I just kept calling her name, like, as you answer me.
07:39And then the phone turned off.
07:41And I just kept calling her back, like, what happened?
07:44While on scene, detectives started arriving.
08:11Upon my arrival, the car was
08:14was sitting basically in the middle of 36th Street.
08:18One of the doors, if not both of the doors,
08:20were open at the time.
08:21And there were bullet holes throughout the car.
08:25We're a small town with bigger city problems.
08:27In this case, it was surprising to me
08:30the amount of gunshots.
08:35Destiny's phone was located in the vehicle.
08:41So we were able to get that phone, get it
08:44to the forensic unit, and start getting the information
08:47that we needed.
08:48That takes time.
08:50Every time we walk onto a scene, it's quite a mystery.
08:54So we take photos throughout the scene.
08:58We collected all the casings, and we processed that vehicle.
09:02There were obviously bullet holes throughout the car.
09:06There was a shattered window.
09:08You're trying to figure out why somebody would do this.
09:11And especially in this incident, where it was, you know,
09:14a female victim, and trying to figure out the who, what,
09:19where, when, and why.
09:20So a lot of that's interviewing people, canvassing,
09:25trying to get surveillance video.
09:27So another key aspect investigation
09:40would be checking our exterior cameras.
09:42So we came across a residence that had cameras.
09:45Um, the residents let us into the residence to check them.
09:52We had a shooting tonight, and we believe the suspect vehicle
09:55went down the street.
09:57And we're trying to get a good picture
09:58of the suspect vehicle so that we can solve this.

10:07At about, uh, 12 or 32.
10:11Some of his cameras did have video.
10:13Then he leads us back to the room.
10:15And, uh, we're just hoping that this video
10:24helps lead us to identify, uh, who's responsible for this.

11:41So in reviewing the video,
11:43several cameras revealed the sound of one gunshot
11:46followed by several other gunshots in rapid succession.
11:48And the video was time-stamped at approximately 12.31 a.m.
11:57right before we get the 911 call.

12:55to locate that is such an exciting moment.
12:58But in video canvases,

13:02In this circumstance, it shows a black SUV.
13:06Now we at least had an idea of what we were looking for.
13:21Once we see this vehicle on the video
13:23and we're back on scene,
13:25we were informed that Destiny succumbed to her injuries,
13:27and it was a homicide.
13:36My phone rang, and it was a detective.
13:41They asked me,
13:43did I have a daughter named Destiny?
13:46And I said, yes.
13:48And then that's when he asked me,
13:49can I meet them up at the hospital?
13:51And I was praying, we were all praying.
14:03I'm just gonna, I don't know if they might explain to you,

14:06just because there's forensic evidence for her, okay.
14:09So, I'll have a home with her when you're on.

16:56During this time, Destiny's ex-boyfriend, Cameron, was stopped by police officers in the vicinity of the emergency room.

17:07So at that point, officers apprehend him.

18:29Officers on scene end up locating a firearm on his person.
18:34He is her ex-boyfriend.
18:36And he shows up to the hospital with a gun.
18:39Cameron is a viable suspect.
18:41As a detective in this case, your immediate thought is, got him.
18:56One of my officers who was at the hospital encounters Cameron.
19:01Cameron identifies himself as Destiny Orr's ex-boyfriend.
19:06And he locates a handgun with Cameron.

19:35At that point, we're able to bring him down to the station.
19:41At this point, we're working on Cameron.

19:49So Cameron mentioned that he was at a house party.
19:52He passes out, falls asleep on the couch,
19:54and wakes up to his phone blowing up, as he called it,
19:57and answers the phone and responds to the hospital
20:00where Destiny's family's at, and gets later arrested by Davenport Police.
20:10Cameron provided the information that he was at a friend's house,
20:15and that's where we would be able to put him on the night of homicide.
20:19That was followed up on.
20:24The next morning, we locate and we speak with the owner of the residence.
20:28Okay, so on May 3rd, we're doing follow-up, basically to kind of give you a little background.
20:38He's not in any trouble.
20:40We're doing follow-up reference to Destiny or Clark homicide.
20:43And her ex-boyfriend, Cam, said that he was around this area on that day.

21:05It's probably a good thing that he made himself memorable, and she was able to corroborate where he was at the time of the homicide.
21:18We also get information, references, pistol that he had on him.
21:22That the caliber doesn't match the gunshots on the vehicle.
21:27It was not the same caliber as the casings that were on the scene.
21:30And then he was taken off the table as a potential suspect.
21:39When we work in these cases, we're trying to get some closure for the family.
21:43That's the most important thing is get these people into custody.
21:47So what it does get frustrating, striking out.

21:55One of the most important pieces of evidence was the victim's phone.
22:00The phone was on the scene, located in the vehicle.
22:04The analysis of Destiny's phone came back, and it showed some interesting interactions.
22:09We located a Facebook conversation that she had with a Keith Smith.
22:15So Destiny was arranging to meet a Keith Smith for a drug deal in the area of the homicide just prior to the homicide.
22:24Keith Smith's profile didn't have a lot of information, but it did have a photograph of two individuals standing next to each other.
22:33We put the photograph out to law enforcement, and one of the suspects has been involved with law enforcement before.
22:41And we were able to identify him as a person named Javonte.
22:47That social media profile picture was shown to Terrence Murphy, the driver.
22:52Okay, I understand that.
22:55Terrence then points at Javonte and advises that he believes that is Keith Smith and involved in the robbery.
23:02That obviously piques our interest, and we try to focus on him and what he was doing, where he's at, and what exactly happened.
23:13At that point, we believe we have a suspect.
23:16We needed to speak with Javonte because he is definitely a person of interest in this homicide.
23:26So we formulate a plan to attempt to locate him.
23:32We set up surveillance on an address that we believe that he would be associated with and observe him going to a local store.
23:41At that point, we enter that store.

23:55If Javonte is the murderer, and we as plainclothes detectives are going in to confront him, there's always a possibility of violence.

28:24By the end of Javonte's interview, he has placed himself prior to the homicide with someone named Arthur Lobley.
28:32Art Lobley, who had recently been released from prison, was currently on probation and had a warrant for his arrest.
28:47In this circumstance, since the Keith Smith social media profile had two different people in the profile picture,
28:58Javonte eventually confirms to us that the Keith Smith profile page is a fake profile page,
29:07and it was established by the other subject in that photograph was Art Lobley.
29:13And another law enforcement officer was able to identify him.
29:17So, at that point, we're looking for Art Lobley.
29:23We couldn't find Art, and we reached out to the news media to request their assistance and help locating him.
29:28Crime Stoppers is offering a $1,000 reward for the arrest of a Rock Island man.
29:33Arthur Lobley, wanted for escape and robbery, is considered armed and dangerous.
29:46The news media had a $1,000 cash reward for any information in regards to his whereabouts.
29:51Eventually, we were able to locate Art, take him into custody, and bring him down to the station for an interview.

32:31after we speak with arthur a tip came in through javonte's girlfriend's aunt
32:39during that statement she basically advised javonte was not involved in the homicide
32:44but provided the names of art and craig coleman as two of his associates and basically stated that
32:51they had been at her house planning this robbery so we have to start doing some background
32:58investigation on craig coleman craig coleman did have criminal history but as a juvenile
33:07he was on probation for a stolen vehicle
33:12at this point in time it was still possible that craig was the shooter in this incident
33:17in this incident but we were still unable to determine that
33:24craig was staying with his mother in rock island we made an approach to apprehend craig
33:35when we are going to apprehend a suspect involved in a homicide
33:39we have to take into consideration the level of violence that could occur are they armed
33:49because they've caused harm to others there's always a possibility that they can cause you harm

36:48Craig gets into the front passenger seat of that suspect vehicle with Art Lowbley.
36:55So I'm thinking we're going to go, like, driving it back up to Craig.
36:59And the dude was like, well, I'm going to buy some weed.

37:04And when I got the weed, well, no, we pulled up the, like, the days.

37:10And then the car pulled up.
37:12And that's when dude, some dude got in the back.
37:15And now I know his name is Terence.
37:17He got in the back.
37:18Craig's easy to talk to.
37:22He's cooperative in that aspect.
37:27He states that he witnesses Art rob Terence from the vehicle get out and then rob Destiny at her own vehicle.
37:35And then they flee the scene.
37:37He got gas.
37:38And then from there, he drove back towards, like, behind Chuck E. Cheese.
37:40And we passed him up.
37:41When we passed him up, I looked at my little side mirror, because I was in front passenger now.
37:50And I told Art, I'm like, bro, he's going to shoot you.
37:52Or he's going to shoot at you, basically.

37:54He pulled in some light driveway, did a U-turn.
37:55He came back and he was blowing that, shooting that dude.
37:56And then he pulled up next to the car, blowing at the car, grabbed the steering wheel, and I'm moving like that.
38:09He believes Terence has a firearm.
38:14Art then swings the vehicle around and proceeds to drive towards the vehicle while shooting.
38:23Craig was more forthcoming than Art, which makes us extremely confident that Art Lobley is our shooter.
38:46I would qualify this homicide as a targeted homicide
38:52that occurred for no reason outside of gun violence.
38:59A weapon was never recovered from the victim vehicle.
39:03The homicide is just useless violence.
39:12Art Lobley was charged with murder.
39:15The charges were later reduced to voluntary manslaughter and robbery first.
39:21He's currently serving 60 years in prison.
39:28Craig Coleman was arrested for murder first.
39:32He eventually pled guilty to theft first and was sentenced to 10 years.
39:38Once this case concluded, it was very nice to call Destiny's mom and let her know that the two people that we believed were responsible for her daughter's death were arrested and charged and sentenced in this case.
