00:56A Rappler investigation finds Justice Undersecretary Jose Giorgio Cadiz Jr.,
01:01a trusted aide of President Ferdinand Marcos Jr.,
01:05is closely linked to a construction firm that has won more than 200 million pesos worth of infrastructure projects
01:11in Ilocos Norte in just the last two years.
01:16Zaldico, the former lawmaker accused of massive flood control corruption,
01:20earlier said Cadiz is the president's bagman.
01:23The company in question, JSJ Builders, was incorporated in 2023 by Cadiz's son,
01:30who is currently the company's beneficial owner.
01:33That was a year after Marcos became president in June 2022.
01:37The constitution prohibits an undersecretary from being directly or indirectly financially interested
01:43in a government contract.
01:45This, just as Marcos tells reporters his administration plans to end abuse and entitlement in the government.
01:51I knew that what we were starting would really be disrupted and would really,
02:01but we are trying precisely to change the entire system.
02:04And when you have to excise a cancer out of such a complicated system,
02:12you need to do some very major surgery.
02:17And to do that, and when you do that, you will bleed.
02:23And that is what we had to go through.
02:26The president's son, Ilocos Norte lawmaker and House Majority Floor Leader Sandro Marcos,
02:32appeared before the Independent Commission for Infrastructure on Thursday, December 4.
02:36But he asked for a closed-door session so his response to corruption allegations could not be live-streamed.
02:43He spoke to reporters after the session.
02:45Again, I'm here to let anything that I know to aid the ICI in their investigation.
02:53As I said, I don't have to do that, so I am happy to assist them in any way, shape, or form.
03:01He denies allegations he made illicit last-minute insertions to the national budget.

03:56Direct or indirect bribery, corruption of public officials, plunder, and administrative sanctions

04:13served as a basis for this recommendation to the Office of the Ombudsman.

04:21His spokesperson and lawyer, Maria Carissa Guinto,
04:24says her client was willing to appear before the ICI but was never invited.
04:31Advocacy groups warn corruption may hinder the Philippines
04:33from achieving its increased targets in cutting greenhouse gas emissions.
04:37The country is proposing reductions of 10% to 20%,
04:42much higher than the less than 3% stated in the country's nationally determined contribution.
04:48The new target was presented to civil society groups on Wednesday, December 5.
04:54However, several groups tell Rappler they were not properly consulted
04:58even before the climate talks in Brazil began.

05:05The expected higher cost of efforts to meet the much higher targets
05:09leaves no room for errors, especially those caused by corruption or inaction.
05:15The Philippines is party to the Paris Agreement,
05:17which requires it to pledge to reduce greenhouse gas emissions.
05:23ABS-CBN confirms rumors that TV5
05:26plans to terminate their content supply agreement due to financial problems.
05:30Reports say ABS-CBN owes TV5 1 billion pesos,
05:35but ABS-CBN tells the Philippine Stock Exchange in a disclosure,
05:39the amount and other details are under dispute.
05:42ABS-CBN denies it willfully delayed payment and asks TV5 for understanding
05:47and more time to meet its obligations.
05:50ABS-CBN lost its lucrative broadcast franchise over five years ago
05:54when Rodrigo Duterte was president.
05:56Since then, ABS-CBN has pivoted to being a content provider
06:00to its former competitors, including TV5 and GMA.
06:04Under the agreement, ABS-CBN was supposed to supply TV5
06:08with shows for its weekday and weekend primetime slots.
06:12But despite the pivot, the company continues to operate at a net loss,
06:16owing to the shutdown of its broadcast operations.
06:19ABS-CBN says it will find ways to still reach its audience
06:22should its partnership with TV5 be terminated.
06:25TV5 says it values its partnership with ABS-CBN,
06:29but it needs the money too.
06:31It says ABS-CBN has failed to pay its dues on time
06:35or give assurance that it can or will do so.
06:40California-based Dr. Salvador Plasencia
06:42is sentenced to two and a half years in prison
06:45for illegally supplying Friends star Matthew Perry with ketamine.
06:49Ketamine is the powerful sedative
06:51that caused the actor's drug overdose death in 2023.
06:54Plasencia pleaded guilty before a federal court in July
06:58to four felony counts of illegal distribution of the prescription anesthetic.
07:02In his plea agreement, Plasencia admitted that he had injected Perry
07:06with ketamine on multiple occasions at the actor's home.
07:10Perry had publicly acknowledged decades of substance abuse,
07:13even during his years playing Chandler Bing in the hit sitcom Friends.
07:17Federal law enforcement officials said Perry had been receiving ketamine infusions
07:22for depression and anxiety treatment at a clinic
07:24where he became addicted to the drug.
