01:41Malacanang announced on Saturday the appointment of ICI members Rogelio Babe Singson and accountant Rosana Fajardo,
01:47along with ICI Special Advisor and Investigator, Baguio City Mayor Benjamin Magalong.
01:51The family of the business partner of Manuel Bonoan's daughter cornered over 2.5 billion pesos worth of contracts
02:00during the time he was Public Works Secretary.
02:04Records obtained by Rappler show,
02:05infrastructure contractor Global Crete is owned by the Maglanque family of Candaba, Pampanga.
02:10The family also owns MBB Global Properties through family member Macy Monique Maglanque,
02:17where Bonoan's daughter, Fatima Gay Bonoan de la Cruz, is also an incorporator,
02:21along with the daughter of another former DPWH employee, Undersecretary Roberto Bernardo.
02:27In 2023, roughly six months after Bonoan assumed DPWH leadership,
02:32five projects totaling 317 million pesos were awarded to Global Crete.
02:37Four of these were flood control projects, three in Bulacan and one in Valenzuela City.
02:43In 2024, it secured its largest number of contracts,
02:47totaling over 2.1 billion pesos for 21 projects.
02:51Thirteen were flood control projects located in Central Luzon,
02:55particularly in Bulacan and Zambales.
02:58In 2025, it was awarded a 22 billion peso road project in Bicol.
03:02Meantime, the DPWH dismisses three of its Bulacan officials,
03:08Assistant Director Engineer Bryce Erickson D. Hernandez,
03:11Construction Division Chief J.P.D. Mendoza,
03:14and Chief Accountant Juanito C. Mendoza.
03:17They were found guilty of these administrative offenses.
03:22The three, along with former DPWH Bulacan District Engineer Henry Alcantara,
03:27were linked to ghost flood control projects in Baliwag and Plaridel.
03:30President Ferdinand Marcos Jr., the son and namesake of the late dictator,
03:37says he supports the planned protests to denounce the misuse of public funds
03:41in substandard or ghost flood control and infrastructure projects.

04:06The two major protests are expected to take place on Sunday, September 21,
04:11one in Luneta Park in Manila
04:13and another in the People Power Monument in Quezon City.
04:17September 21 is also the day when martial law was declared in 1972
04:21by Marcos' father, who was president for 21 years.
04:25The first Marcos presidency is known for human rights abuses
04:29and stolen public funds.
04:33The Gabriela Women's Party is poised to return to the House of Representatives.
04:38The Commission on Elections announced Sunday, September 14,
04:41the allocation of an additional seat for party list groups
04:44in order to comply with the 20% allocation requirement
04:47set by the 1987 Constitution.
04:50But Gabriela's Congress comeback will be subjected to final discussion
04:53by the Comelec Unbank on September 17.
04:56As it stands, the 63 seats allotted to party list representatives
05:00make up only 19.8% of the House membership.
05:04This is short of the 20% requirement under the Constitution,
05:07which Comelec Chair George Garcia says could be a violation.
05:11He also clarifies Gabriela's entry was not related to the recent ruling
05:16affirming the cancellation of Duterte Youth's registration.
05:20Gabriela's first nominee is Sara Elago,
05:22who served as Kabataan representative from 2016 to 2022.
