00:00Thank you for joining us here online for this new Euronews format.
00:13This is 12 minutes with Edi Rama, Prime Minister of Albania.
00:18Thank you for being here.
00:19As you heard today from the report and from Marta Kos,
00:23indeed Albania is one of the frontrunners,
00:25and the accession negotiations reached unprecedented momentum this year
00:30with preparations for the opening of the last cluster before the end of the year,
00:35and now, quote, well advanced.
00:37Now, this report seems very positive for you.
00:41What's your take on it?
00:42Yeah, the report is very positive, and the whole year has been extremely positive.
00:49We have opened five of six clusters within only 11 months,
00:56which is an absolute record in terms of speed.
01:01It's something that until only a few years ago I would not have been able to imagine,
01:09but this is why life is so beautiful.
01:12So what's the secret?
01:14Why don't you share this secret with other candidate countries?
01:16The speed is related with two main factors.
01:22On one hand, during the, what I call, years of humiliation,
01:28which were the years when the EU Commission was recommending to the Council
01:37to open accession talks with Albania,
01:39and we were rejected by a few countries,
01:43we stubbornly prepared for the moment of the opening,
01:49and we trained in the hardest way with all our team
01:55by simply saying to ourselves,
01:59our moment to show our true colors will come,
02:04and for that moment we have to be ready.
02:08And as a matter of fact, when the moment came,
02:12we were much more advanced than maybe others in that precise moment of the opening.
02:20Well, given that this has been indeed a very long process for Albania,
02:23it has been 16 years altogether,
02:26you've previously spoken about the shifting goalposts by Brussels.
02:32Do you feel like this has changed and there is this new push
02:37and this situation is over for Albania,
02:40but also for the other candidates from the region,
02:43because they have been also waiting for a very long time?
02:47And here comes the factor number two,
02:50which is exactly Brussels,
02:52that changed its approach and woke up.
02:59Unfortunately, it was needed an aggression in the European soil,
03:06military aggression,
03:08to make Brussels wake up,
03:11not simply in the level of the Commission,
03:15where we have always found fairness,
03:19very painful, very neurotic, but fair,
03:23but also in the level of the Council,
03:26where the blah, blah, blah of before,
03:29that yes, one day we'll be together,
03:33yes, we love you,
03:34yes, we're going to marry,
03:36but we are not ready to talk for the moment,
03:39was over,
03:41and a new momentum is still here,
03:49and the new approach is still the case.
03:52I hope that this will not fade away,
03:56and I very much hope that we will finally get together around the same table.
04:04Yeah, I was about to ask you about whether,
04:07you know, whether this momentum and this situation
04:09of more of serious commitment,
04:11as you described there,
04:12whether it is going to last.
04:14Albania is now considered one of the frontrunners.
04:17Your goal is to enter the EU by 2030.
04:21Now, how do you also see this situation
04:26with the shifting goalposts by Brussels
04:29changing, or possibly not changing,
04:32for the other countries in your region?
04:34Well, for this you have to ask Brussels,
04:36but as far as I am concerned,
04:40I might tell you that the 2030 is not a date
04:45that I saw in a dream,
04:48but it's a deadline that is the result
04:53of a very simple calculation.
04:56We start from the fact that together with the Commission,
04:59in full consensus with the Commission,
05:04we have agreed on a calendar that is very ambitious,
05:07but it's doable,
05:09of homework for us to conclude the accession talks,
05:14the negotiations, at the end of 2027.
05:19There is a possibility to do it even faster,
05:22let's say in the first half of 2027,
05:24and there would be reasons for that,
05:25but let's say end of 2027.
05:27And then the average time we have looked into
05:32when it comes to the 27 parliaments
05:36to ratify the decision is around two years,
05:43and this is how we envisage Albania
05:46to sit around the table of the EU on 2030.
05:51But of course we are not at all against
05:53to be there faster.
05:56Everyone has its own path
05:58and everyone has to fulfill
06:01its own obligations
06:03and to do its own homework.
06:05So there are different characteristics
06:09in the region,
06:10there are different countries,
06:12different histories,
06:13and so on and so further.
06:14When it comes to us,
06:16I can say with a very loud voice
06:19that we are the most Euro-optimistic nation
06:24in Europe,
06:26or as Donald Trump would say,
06:28on earth.
06:29Prime Minister,
06:30there is a specific focus as well by Brussels,
06:33this is slightly on the downside probably of the report,
06:36with the focus from Brussels coming
06:38regarding the issue of corruption.
06:40Now what I want to ask you
06:41is that Albania is the first country in the world
06:43to appoint an AI as government minister,
06:47specifically tasked with fighting corruption.
06:50Now would you give us an update,
06:52how is Diela doing?
06:54How is her and your fight going on?
06:59Albania is doing something unseen and unique
07:03in the whole region.
07:05Our justice reform
07:07and our recognition
07:10of the not only de jure,
07:13but the de facto independence of justice
07:16and the full-fledged operation
07:21of a special structure
07:23against organized crime and corruption
07:25has practically created in Albania
07:32and for Albania
07:33the example
07:34that the fight against corruption
07:38is something
07:39that goes
07:40very, very much beyond words,
07:44very much beyond make-ups,
07:47and it goes very deep,
07:49and it goes
07:51very,
07:52very,
07:54let's say,
07:56balanced
07:57without looking left,
08:00without looking right,
08:01independently from
08:02who is in government,
08:03who is in opposition,
08:05who was in power,
08:07who is in power,
08:08and with a lot
08:09of facts
08:12that show
08:13that
08:13what never happened
08:15in Albania
08:16from the day of independence
08:18and creation
08:19of the Albanian state
08:20in 1912
08:21to
08:22until
08:24very few years ago,
08:25it's happening
08:26the last year,
08:27something
08:28that no other country
08:29in the region
08:30can claim
08:31to have done,
08:32and this is not
08:33to
08:34say
08:36that we are
08:37better
08:37than the others,
08:38but this is to say
08:39that we have taken it
08:40very seriously,
08:41and
08:42in this moment
08:43in time
08:44we
08:45accept
08:46support,
08:49we accept
08:49partnership,
08:50we accept
08:51help,
08:52but we don't accept
08:53lectures
08:53from anyone
08:54when it comes
08:55on fight
08:56against corruption,
08:57and of course
08:57when it comes
08:59to Diela,
09:00she is the
09:01product
09:02of a systemic
09:03fight,
09:04which is not
09:05just about
09:06fighting cases
09:08and
09:08fighting
09:10in the
09:12court of law,
09:13but which is
09:14about fighting
09:15through modernization,
09:16and we
09:17aim to have
09:18within
09:192027
09:20the first
09:22full
09:22AI
09:23public
09:23procurement
09:24that will
09:25allow
09:26speed,
09:27transparency,
09:29accuracy
09:29in levels
09:30that are
09:31unseen.
09:32Prime Minister,
09:32finally let me
09:33ask you
09:34to wrap
09:34this up,
09:36what is
09:36the next
09:37creative
09:37idea
09:38and the
09:39next
09:39creative
09:39solution
09:40coming from
09:40you and
09:41from Albania
09:41on your
09:42way to
09:43the European
09:43Union
09:44membership?
09:45I'm sure
09:46you have
09:46heard that
09:46Diela is
09:47pregnant,
09:48and
09:48she has
09:4983
09:50babies
09:51based on
09:53the last
09:54ecography,
09:55so we
09:56have to
09:57wait for
09:58her to
09:58give birth
09:59to these
09:5983 babies,
10:01and in
10:01the meantime
10:02I have to
10:03tell you
10:03one thing
10:03that has
10:04not been
10:04much
10:05discussed,
10:07that we
10:07are the
10:08only country
10:08in this
10:10process
10:10to use
10:11artificial
10:12intelligence
10:13in the
10:14transfer of
10:15the
10:15Aquic
10:16Communautaire
10:16to our
10:17body of
10:17law,
10:18and to
10:19make of
10:20it the
10:21fastest
10:22process
10:23ever made
10:25in terms
10:26of not
10:27only
10:27translating,
10:28but also
10:30analyzing the
10:32impact,
10:33and drafting,
10:35and preparing
10:37the whole
10:39legal packages
10:41for the
10:42approval in
10:44Parliament.
10:44So we
10:46are trying
10:48to run
10:49as much
10:50as possible
10:52and to
10:53make as
10:54much as
10:54possible
10:54leapfrogs
10:55using
10:56technology,
10:57artificial
10:58intelligence,
10:58but without
11:00never ever
11:01forgetting that
11:02our place
11:03in Europe
11:04is first
11:05and foremost
11:05deserved
11:06because Europe
11:07has the
11:08best place
11:09in the
11:09heart of
11:10the whole
11:11Albanian
11:11nation,
11:12something that
11:12the others
11:13cannot
11:13pretend.
11:14Prime Minister,
11:14I have to
11:15follow up.
11:15Do you think
11:15Brussels could
11:16use an
11:17AI commissioner?
11:18It's not
11:18for me to
11:20tell Brussels
11:21what to
11:21do,
11:22but of
11:24course I
11:25would be
11:25very happy
11:26to introduce
11:27Diela with
11:28whomever on
11:29the EU
11:30side will
11:31introduce him
11:32or herself
11:33like an
11:34AI commissioner
11:35or an
11:36AI
11:37technocrat
11:39or
11:39bureaucrat
11:40or whatever
11:41else,
11:42it doesn't
11:42matter.
11:43Prime Minister,
11:44thank you
11:44very much
11:44for this
11:45interview
11:45and for
11:45your time
11:46and thank
11:46you very
11:47much
11:47for
11:47joining us
11:47here.
