00:22na namataan malapit sa Zambales kahapon,
00:25sabi ni PCG Commandant Admiral Ronnie Gavan.
00:28Wala pa naman sa Territoryal Sea ng Pilipinas ang mga barko
00:32pero nasa Exclusive Economic Zone na ito o EZ ng Pilipinas.
00:38Yan ay kahit ibinasura na ng 2016 Arbitral Ruling
00:41ang pag-aangki ng China sa West Philippine Sea
00:44at iba pang bahagi ng South China Sea na pinalibutan ito ng kanilang nine-dash line.
00:51The Chinese has been trying to get close,
00:54siguro partly because of the weather or maybe because of their efforts to normalize their illegal patrol operations in the area.
01:04So what the Coast Guard did, and we have been doing it,
01:08we have been resisting by persistently patrolling the area.

01:42These are vessels that are moving at a slightly slower speed,
01:46and they're moving in a back-and-forth motion,
01:48indicating or suggesting to me that they're guarding this area.
01:52Ang last monitoring was last week,
01:54yung na-report natin na may apat sa Bajo de Masinlo area,
01:57and then yung tatlo, malapit sa Bajo de Masinlo,
02:00yung isa is between Scarborough and mainland Zambales.
02:02They have been trying to normalize their illegal patrol operations,
02:06and what we in the Coast Guard has been doing consistently
02:10is to challenge that illegal presence there.
02:15Wala pang tugon ang Chinese Embassy kaugnay nito.
02:19Ayon sa Presidential Office for Maritime Concerns,
02:22bibigyan ng gobyerno ng Pilipinas
02:24ang mga Pilipinong mangingisda sa West Philippine Sea
02:26ng mga radio communication devices,
02:29pang gasolina at iba pang gamit
02:32para makatulong sa pagbabantay laban sa iligal
02:35na pangihimasok sa West Philippine Sea
02:37nang matanong kung mag-aala Chinese militia na rin ba
02:41ang mga Pilipinong mangingisda.
02:43Wala ho tayong intention na ganon,
02:46but more on capacitating and enabling our fisher folks
02:52to help government monitor what's happening in the West Philippine Sea.
02:55We can never do that given the amount of resources
02:58they give to their militia.
03:00They're really part-time soldiers.
03:02That is not what our people want.
03:05That is not what they expect either.
