00:00Across Hong Kong, a city that rarely slows, silence has taken over.
00:07A territory mourning its deadliest fire in decades.
00:11Residents lay flowers at the site where more than 100 lives were lost, and many remain missing.
00:22There are human errors, wrong decisions being made, greedy people,
00:27and they caused the death of over 120 people.
00:31I have no more tears to shed.
00:34At the government headquarters, the flag was lowered to half-mast
00:38as officials and civil servants observed a minute of silence.
00:44The fire broke out on Wednesday afternoon, racing through seven of the eight 32-story towers,
00:51all wrapped in bamboo scaffolding, green mesh, and foam insulation for ongoing renovations.
00:59As the search for survivors stretches into another day,
01:03residents mobilise nearby to support those who've lost their homes.
01:07I'm just a handle for the mass store.
01:10They are doing the, like, the woman's napkin,
01:14and we are having a store for food or for some other necessities.
01:20Rather than all the daily necessities,
01:23I think they need the support from us, yeah, from all the Hong Kong people.
01:27With the death toll still expected to rise,
01:31disaster victim identification teams are now able to enter the charred blocks
01:35to recover more bodies.
01:37Authorities say fire alarms at the estate,
01:40home to about 5,000 people, were not working properly.
01:44Eleven people so far have been arrested as part of an investigation
01:47into suspected corruption and the use of unsafe materials.
