Advocates push for transformation in AIDS Response

Human immunodeficiency virus (HIV) and Acquired Immunodeficiency Syndrome (AIDS) advocates are calling for a transformed, more resilient response amid rising HIV and AIDS infections and looming funding constraints. During a press conference led by Athena by LoveYourself and AIDS Healthcare Foundation (AHF) for the upcoming World AIDS Day on Dec. 1, advocates from various sectors highlighted that the persistent stigma and significant reductions in international funding have hindered the fight in addressing HIV/AIDS. According to the Department of Health (DOH), HIV/AIDS cases increased by 22 percent from the same time last year. The majority of new infections are among Filipinos aged 15 to 34 years old.

00:15It's a human rights issue. And more than a human rights issue, it's a structural, it's a personal issue, no?

00:38Um, may stigma and discrimination from the very level ng mga health facility.
00:43Dito makikita natin na there's a denial of service. Meron ka rin mga itong reported cases. Denial of service.
00:51Meron ring socio-cultural, actually, no? Dito malirinig natin yung often na, ah sakit ng baklaan,
00:58ang HIV. Ayan, dyan papasok yan. Now, pag personal, dito naman papasok yung self-stigma.
01:07Ang ating mga PLHIV key populations, KTs, they are afraid to seek testing and treatment
01:15sinatakot sila na baka madiscriminate sila, no?
01:18Naririnig nila sa iba na, ay, ano yan, hinahanap yan sa committee nila, binabrand siya na
01:24PLHIV or ano, just by mere opposite ng kanya lang services.
01:30So, um, siguro po, ayun, babalik at babalik lang tayo na to transform it.
01:37Sisimulan natin sa ating pananaw, tamang pananaw, kung ano nga ba ang HIV, no?
01:42Be it from how it's transmitted, how we seek or see people living with HIV, the key populations.
01:51And kung alam na kasi natin doon, from that very level, magkakaroon ng clamor eh, to talk about it.
01:58Kung dahil may clamor to talk about it, there will be prioritization.
02:03Pag may prioritization from the local level, there will be budget, no?
02:08And because there is a lack of prioritization and lack of budget, magkakaroon ngayon ng issue sa human rights barrier.
02:16So, maiisip mo na multi-sectoral siya and it's a, parang ano ba, parang wheel siya.
02:22It's a web of issues.
02:24So, yun lang po sa aming side for the human rights response in HIV.
