00:35but the country would have to give up territory.
00:38This, as Hungary's Viktor Orban plans to visit Moscow today for FaceTime with the Russian president.

00:52Look, is Viktor Orban giving the middle finger here to Brussels?
00:55You are quite something today. In a way, yes.
01:00In more diplomatic terms, we could argue Orban has put his country completely outside of this European consensus, right?
01:09His positions are radically different. He has maintained this relationship with Vladimir Putin.
01:14He continues to import Russian energy.
01:17Of course, he's also dead set against anything that has to do with Ukraine, whether you're looking at money for the budget, the military, and of course, Ukraine joining the European Union.
01:27And I should note, that is really what's creating this enormous tensions here in Brussels, because decision making is unanimous.
01:34But if we look at today, this meeting, two big topics on the agenda.
01:39One is Ukraine. Orban is very much aligned with this idea that Ukraine cannot win militarily, so therefore it needs a deal.
01:47I remember he also threw the Europeans completely under the bus when he met Donald Trump, saying they are the problem.
01:53They want war. So that's one issue.
01:55And then the other one, of course, is energy.
01:57Remember, the Hungarians have negotiated an exemption to import Russian oil.
02:02Viktor Orban said yesterday this is about now securing the supply for this winter and next.
02:07And May, we have to see all of this in the context of the April election for Orban to bring down the cost of living.
02:14This is crucial. It's instrumental. It's a tight campaign.
02:18The opposition says he has wrecked the economy, that the government is corrupt and very tough allegations.
02:23So he needs to get this energy matter solved, looking into that vote.
02:28But it makes it look, the EU, very disunited, doesn't it?
02:30And when it comes to European consensus, we had a very candid interview yesterday with the former foreign minister of Ukraine.
02:35Fill us in.
02:36Indeed. Dmitry Okuleba, who, of course, was the foreign minister, instrumental at the start of the war to create connections with the U.S.,
02:43the Biden administration at the time, but also the commission, also launched the process of accession.
02:49And he spoke to our reporter, Marit Wynne-Jones, very candid interview, but also real criticism that ultimately the issue is not just Trump, it's also the Europeans.
02:58He argues they do not act, they react. And that's an issue. Let's take a look.
03:04I am speaking about the inability of Europe to pull itself together. And as we see, you can have strong leaders in Europe, but then they drown in discussions.
03:16They cannot, for different reasons, they cannot come up with answers to the most important questions.
03:23I mean, if we proceed from the perspective of just satisfying the Russians, we will get nowhere.
03:28We will pave the road to hell with good intentions of satisfying the Russians.

03:46Good morning, ambassador. Lovely to see you here this morning on Euronews.
03:50Thank you so much for speaking to Europe today.
03:52Look, Brussels was blindsided by the U.S.-Moscow plan for Ukraine. Did you know about it?
03:57Well, just like Brussels was blindsided, we were blindsided here as well.
04:03And I think all of Europe. But more importantly, the Ukrainians were blindsided by the proposal as well.
04:11So what can Europe do here? I mean, you saw a snip of that interview there from the former minister Kuleba.
04:16How can Europe prevent unjust peace in Ukraine? And what happens if it fails?
04:19Well, I think that very important is to move on the Russian frozen assets.
04:27That's what the commission presented as the three potential avenues, how to secure money for Ukraine,
04:35which would send an important signal not only to Ukraine, but to Russia as well, that Europe will stay with Ukraine.
04:43And you also have very active discussions in the coalition of the willing format.
04:50And indeed, sanctions and deliveries and support to the Ukrainian armed forces and the defence industry are all critical.
05:02You ask what would happen if it doesn't take place.
05:07I think the stakes are very high and not only for Ukraine, but for all of Europe.
05:12And how do Ukrainians feel themselves? Do they feel that Brussels is doing enough?
05:16I mean, it's the winter now. What is daily life even like there?
05:19Well, look, it's getting cold. It's mild right now, but in the next few weeks, it will get cold.
05:27And already now we have even in Kiev, multiple hours of blackouts.
05:32Last weekend, there were blackouts up to 21 hours a day.
05:36And blackout doesn't mean only no light, but no heat and no water in many of the buildings where you need electricity to distribute heat and water.
05:49And I think that they're very exhausted with the war.
05:53They're very exhausted with the conditions.
05:55And they would very much hope that everybody supports them faster and stronger.
06:00And they're exhausted. But meanwhile, today we see Hungary's Viktor Orban in Moscow.
06:05How can the EU speak with one voice if one EU leader is sleeping with the enemy?
06:10Well, I think this is the DNA of the European Union is consensus.
06:18So we need to work harder to make sure that the consensus is so far.
06:23For example, we have been able to agree unanimously on 19 packages of sanctions.
06:29So consensus is possible, but sometimes it's pretty hard.

06:52Originally from Belgium, she was previously the chief commissioner of the Belgian Federal Police.
06:57And now she coordinates European efforts to crack down on huge challenges from drug trafficking to terrorism, cybercrime to human trafficking.

07:08Thank you so much for joining us. It's great to meet you and have you here with us.
07:11Firstly, just on Ukraine, which is, of course, a big story for us here at Euronews this week.
07:14You discovered recently that 654 members of Russian mercenary groups like Wagner were committing war crimes in Ukraine.
07:22Tell us more about this investigation.
07:23Yes, we at Europol, we have the possibility to investigate war crimes that are committed in Ukraine.
07:30We do this together with different member states.
07:32The member states are always in the lead.
07:34It's very important to mention that we have a joint investigation team handed by Eurojust.
07:40And the cooperation focuses on video images that we analyze to detect where are the graves.
07:48We try to have the people who are the perpetrators and to identify them.
07:52And this information is then shared with the Ukrainian authorities.
07:55And what about Russia's hybrid war?
07:57What impact is that having on European society?
07:59Yes, it's very important that we raise more and more awareness on this.
08:02Yes, we work together with also member states in that.
08:06Europol is responsible when a crime is involved.
08:09So we have a lot of sabotage in the European Union.
08:11We have a lot of drones flying over and disturbing, in fact, the normal economic life of a lot of countries and cities.
08:20And for that, it's important that we have a good view on what is happening, where are the crimes, and that we connect the information that is available in different countries,
08:29so that we can have a good view and that we can take countermeasures, in fact.
08:33And let's talk about another war, the war on drugs.
08:36I mean, is Belgium becoming a narco-state, do you think, and what can be done?
08:39In the European Union, we are on top of it.
08:42It's a priority for all the countries.
08:45It's not only Belgium.
08:46It's also in the whole of the European Union, we are confronted to cocaine.
08:50What we see is that since every country recognizes this as a key priority to fight, there is more spread of drugs import.
09:02It's not only the harbors of Antwerp, Rotterdam and Hamburg anymore.
09:06We see that more and more harbors in the European Union are used by criminal gangs to have their drugs on the European soil.
09:14Belgium and, in fact, Brussels, the de facto EU capital is taking the headlines for the number of shootings.
09:19There were 60 shootings this year.
09:20Yes, we see that the shootings are increasing in the whole of the European Union.
09:25And that is also very important that we put all this information together with the different shootings in the different countries.
09:32And that we try to dismantle the networks behind that are responsible to this.
09:37And Belgium makes a lot of efforts in that.
09:39But it's hard when you've got a city like Brussels with so many different police zones.
09:42I mean, it's time for them to unite, do you think?
09:44It's a priority for the government to unite the police zones.
09:47So they are working on that.
09:48And I believe they will succeed.
09:50And has information sharing improved in the last few years since the Brussels terrorist attacks?
09:55Oh, it improved a lot.
09:56We see that now in Europol we support 4,000 cases a year.
10:00When I started at Europol it was about 1,500.
10:05So we see that there is a real recognition that we need to work more and more together when we talk about police work,
10:12when we talk about information exchange.
10:15And there is a lot of understanding that countries, they consider themselves not in a possibility anymore to fight all these crime areas alone anymore.
10:25So we see an increase of serious and organized crime gangs networks on the European soil.
10:30We did make a report on the most threatening criminal networks in the European Union.
10:35And then together with member states we define what are we going to do, which country is going to do what,
10:40and what is the expertise Europol will do.
10:42So we have a lot of decryption capabilities at Europol.
10:46We have a lot of experts in cryptocurrencies.
10:49We have experts in blockchain.
10:52We have financial investigations that we always take on board when we start investigating a criminal network.
10:58And is that enough to fight against online grooming, for example?
11:01Online grooming is an issue.
11:03And I am very concerned about the young people in the European Union.
11:07Because criminal gangs, terrorists, and also sexual offenders,
11:13they always try to reach out via the digital environment to young people.
11:18So that is really an area of concern for the future.
11:21Okay, you certainly got your hands full there.

12:20Much of this ends up in the bin.
12:23Municipal waste still accounts for 27% of all trash in the EU,
12:29and only nine countries meet recycling goals.
12:32On top of that, it is estimated that a third of waste shipments to developing countries are illegal,
12:40and workers are pushing back.
12:43ZARA staff are striking today in seven countries,
12:46and they are joined by the Make Amazon Pay movement,
12:49protesting labour practices in over 30 nations.
12:53Buying is great for the economy.
12:59It creates jobs and generates tax revenue.
13:03But when the vast majority of packages come from one country,
13:06you have to ask,
13:08whose economy we're actually boosting?
