00:00Informal settlers are a ubiquitous sight in the megacity and a severe headache to local governments seeking to address the issue of protecting human rights and maintaining the rule of law.
00:12But the DHUSD's expanded Pabahay program has made a huge dent with its Marilag housing venture that will offer rent at cost for hundreds of informal settler families in the UP Diliman campus when construction completes in 2028, as our Denise Osorio reports.
00:30The national government pushes forward in its commitment to deliver inclusive, corruption-free, and future-ready housing as the University of the Philippines and the Department of Human Settlements and Urban Development formalize their pilot rental housing project.
00:47One designed to help bring the country closer to achieving its ambitious 2028 housing target under the Expanded Pambansang Pabahay para sa Pilipino or Expanded 4PH Program.
00:57Just six months into the job, DHUSD Secretary Engineer Jose Ramon Aliling reports sweeping reforms inside the department necessary to ensure the success of flagship projects like this one.
01:09Aliling stressed that the clearing of 3,800 overdue regulatory items dating way back 2021 brought momentum to pave the way for the rollout of the stronger, more inclusive version of 4PH.

01:27So ang dalawang modalities na para sa mahirap natin kababayan ay ang community mortgage program at ang rental housing na ating pinirmahan nyo yung MOA with the University of the Philippines.
01:37The UP Desud housing project will rise on an 11,594 square meter property inside UP Deliman, consisting of three buildings that will accommodate 300 families.
01:48With a project cost of 413 million pesos, construction is expected to complete within three years.
01:54Aliling explains the project is patterned after Valenzuela's Disciplina Village.
01:58Beneficiary families will pay around 850 pesos per month for estate management, significantly lower than commercial rentals.
02:06And added that security and discipline standards proven effective in Valenzuela will also be enforced in the upcoming Marilag residences to ensure safety and security within the community.
02:18UP President Angelo Jimenez says this initiative is long overdue, stressing that tens of thousands have lived inside UP Deliman for decades,
02:26many without secure or dignified housing.
02:29Jimenez added, UP must respond not only as an academic institution, but as a responsible community leader.
02:36Kung wala kang gagawin, it will become, right at least now, urban blight and a hive for chaos and even criminality.
02:45And that threatens the university. So we need to do something.
02:48Jimenez emphasizes the project is part of a larger effort to transform long-standing challenges into opportunities.
02:54UP intends to integrate education, livelihood training, and community development,
03:00turning the site into what he calls a laboratory for real-world solutions,
03:04directly supporting the Marcos Jr. administration's push to eliminate informal settlements and bridge the national housing gap by 2028,
03:12ensuring that more Filipinos, especially low-income families, gain access to safe, sustainable, and dignified homes.
