Russian President Vladimir Putin announced a proposal for the Collective Security Treaty Organisation (CSTO) to launch a program aimed at equipping the bloc’s forces with modern Russian-made weapons. Speaking at a meeting of CSTO leaders, Putin said the initiative would focus on strengthening coordinated defence capabilities and ensuring that member states have access to updated military systems.

00:13The plenary session around the CSTA Security Council is now open.
00:21Let me briefly summarize the narrow format meeting that we just had.
00:29We discussed a broad range of issues.
00:34We had an exchange on the key aspects of the regional and global security agenda.
00:43On all of the items we've managed to reach an understanding.
00:49At the same time we made advanced steps to counter the current challenges and threats.
00:58We strengthened the organization's authority and expanded our influence.
01:10Including practical measures in terms of military, technical and other cooperation.
01:17We carried out a number of drills and maneuvers with allied forces, engagement 2025.
01:33And we also had a number of other exercises and activities, including logistics, drills, Echelon 2025, which was held in Belarus.
01:48We also had tabletop exercises with the Central Asian Region Rapid Response Forces, and the Unbreakable Brotherhood exercises, and radiological exercises at Barrier 2025 that were held in Tajikistan.
02:16These activities and others allowed us to increase coordination between member states and increase their readiness to engage in the tasks at hand.
02:32CSTO member states continued their interaction in terms of countering information technology, a crime including terrorism.
02:47We can note that the plan for 2025 has been implemented successfully.
02:59At today's meeting we have summarized the results of our work and outlined our plans for next year.
03:09Friends, in accordance with the procedure, the chairmanship passed over to Russia.
03:25And in this regard, I would like to give the floor to President of the Russian Federation, Vladimir Putin, to inform you about the Russian Federation's priority agenda during its chairmanship.

03:47Thank you, friends, colleagues.
03:50Starting January 1st, 2026, as it was just said, Russia will assume championship at the CSTO.
04:01This is a collective security in a multi-polar world, a unified goal and a common responsibility.
04:11This will be a theme of our agenda.
04:17We will increase our coordination and a developed cooperation between our states based on principles of a true alliance, a good neighborliness, mutual consideration of interests and mutual supports.
04:34Over these decades, the CSTO has grown to be an authoritative regional entity.
04:42The CSTO is a reliable guarantor of security and stability in Eurasia, protecting the sovereignty and territorial integrity of member countries.
04:57Considering the current geopolitical tensions, it is quite fitting that the promotion of collective interests and initiatives from member countries in the global agenda is becoming our priority.
05:11In this regard, Russia proposes to hold an international expert forum in advance of the CSTO summit.
05:24It will be devoted to the shaping of a common and indivisible security architecture.
05:30We plan to involve delegations from friendly countries, multilateral entities and integration associations in addition to member states.
05:43We will continue to interact with our allies to strengthen our military potential.
05:49So our key efforts will be aimed at to increase the capacities of national contingents and improve the governance of our forces.
06:01We propose a program to modernize our forces by using Russian equipment that has proven itself in battle.
06:14And in this regard, we plan to organize a number of activities to train army and law enforcement forces.
06:27All of the drills that we have can be included in this.
06:32And we can organize drills to improve our air defense forces and to train our peacekeeping forces.
06:46And one of our priorities will be ensuring the technological leadership on the CSTO in the military sphere.
06:55With a special emphasis on strengthening the defense sector.
07:01Russia will also be able to support our military medicine and the national security of the US.
07:05Russia will utilize all the advancements of military medicine.
07:08And we will support our allies in the provision of health support and health care purposes responding to outbreaks.
07:26One of our plans is to renew the activities of the radiation security council that was created by the initiative of Russia.
07:39And we will mandate a report by this body.
07:44We also plan to have an entire terrorist strategy and we will do everything possible to counter extremism.
07:56Together with our partners at the organization, we will continue our work to eliminate terrorist groups and cells and to stop their financing.
08:09One of the key areas will be information security.
08:15Russia aims to cooperate closely to prevent the spread of radical ideas among youth.
08:24We believe it is necessary to take conditional steps to protect our information space from such threats.
08:32We will make every effort to increase our coordination in combating drug trafficking.
08:41The canal drug operation will continue involving other relevant international stakeholders, boosting the organization's analytical potential,
08:56and growing its network of various mechanisms will continue developing a network of security analytics centers will be part of that.
09:13The international cooperation in the development of national legislation will also be promising.
09:22Considering the significant amount of work planned for our organization, we also believe it will be necessary to improve flexibility and streamline activities involving highly skilled professionals,
09:42in our joint initiatives to maximize capacity.
09:49I am very grateful to Mr. Shapirov for the hospitality and for the work that has been done during the Kyrgyz Republic's Championship.
