00:15He contributed 30 million pesos to Escudero's senatorial campaign in 2022.

00:20The decision by the Comalex Political Finance and Affairs Department reads,

00:24This office concurs that Mr. Lubiano is not Centerways and Centerways is not Mr. Lubiano.

00:31The decision adds, Lubiano in his personal capacity didn't have any contract or subcontract with the Philippine government.

00:38For the Comalex, this means he did not violate the election law

00:41that prohibits government contractors from contributing to election campaigns.

00:45The motu proprio probe followed Rappler's report last August

00:49that Lubiano was Escudero's top campaign donor in the 2022 election cycle.

00:53Centerways is based in Escudero's home province, Sorsogon.

00:58From 2021 to 2024, the company secured 5.16 billion pesos in flood control projects.
