00:00Brazil has released a new draft text for the COP30 climate summit and in a major reversal,
00:06all references to phase-out fossil fuels have been dropped.
00:10The move triggers new tensions as negotiators race to finalize a deal before the summit's
00:15scheduled close later today.
00:20The draft issued on Friday in Bellum removes all language related to fossil fuels, a key
00:25priority for countries including Germany, Kenya and low-lying island states.
00:30These nations have been pushing for a clear roadmap to follow through on the COP28 promise
00:35made two years ago to transition away from oil, gas and coal.
00:40An earlier version of the text included multiple options for such language, but the new draft
00:45leaves fossil fuels out completely.
00:47The latest text, however, proposes a three-year dialogue on trade at future COP summits, a win
00:53for countries such as China who want trade rules included in climate talks.
00:58But the move could place new pressure on the European Union, whose carbon border levy has
01:03been criticized by South Africa and India as unfair and trade distorting.
