Graft, plunder charges vs  Romualdez, Co recommended before Ombudsman  Public Works Secretary Vince Dizon announces that the Independent Commission for Infrastructure (ICI) and the Department of Public Works and Highways recommends filing of charges at the Office of the Ombudsman against Leyte Rep. Martin Romualdez and former Ako Bicol representative Zaldy Co for their involvement in several projects worth P100 billion. Dizon said that they used as basis the testimony of former marine Orly Guteza, as well as several documents. 00:00What we refer is our documents and sworn testimonies that also come from the Blue Ribbon

00:10that allowed us to recommend charges against both former Speaker Martin Romualdez and former Congressman Zaldico.

00:23And these are the possible crimes of blunder, violation of the Graft Corrupt Practices Act, and direct bribery.

00:36Base sa mga nakita naming imbedensya na sinamit na natin with the ICI sa ombudsman, ito yung napakaraming kontrata ng San West Corporation at Hightone Construction

00:48na dalawang kumpanya na may alleged links kay former Congressman Zaldico na kung ito total mula mula 2016 hanggang 2025,

00:59mahigit isang daang milyong piso ang mga kontratang yun.

01:05At base na rin dun sa mga testimonya sa Blue Ribbon, merong links between former Congressman Zaldico and Speaker Martin.

01:19So yun ang aming sinamit kasama ng ICI kanina.

01:23Ito ngayon ay dadaan sa proseso ng ombudsman ng investigation, case build-up,

01:30at ang ombudsman ang magdidesisyon kung ano ang kasong if a file.

01:36Pero meron na kaming ginagay na rekomendasyon.

01:39At ito din ang sinabi ng ating Pangulo sa kanyang video message kaninang madaling araw, kaninang umaga.

01:48So ano lang to?

01:49Unang uulitin ko lang yung sinabi ng ating Pangulo, paulit-ulit,

01:53wala tayong sisinuhin, wala tayong sasantuhin, kahit kamag-anak, kahit kaibigan, kahit kaaryado,

02:01kung saan ang ebidensya, dun tayo tutumbo.

02:04Nung naging Speaker si Speaker, former Speaker Martin Rubaldez,

02:08ang naging Committee on Appropriations head ay si Congressman Zaldico.

02:14Ito naman ay factual.

02:16Ito ay factual.

02:17Pero meron din mga testimonya, specifically yung testimonya ni Sergeant Gutesa,

02:23na nagpo-provide ng testimonial evidence as to payoffs that were made to both former Speaker Martin Rubaldez

02:37and to former Congressman Zaldico.

02:40Kaya nga may kasamang recommendation of direct bribery.

02:44Kasi in direct bribery, may kapalit yun.

02:47Ibig sabihin, para makakuha ng kontrata, ang isang kontraktor, meron siyang ibinibigay na kickback o na prosyedo.

02:57Ang testimonya ni Sergeant Gutesa sa Senate.

03:02So, these are all based on sworn testimony and documentation that we have submitted.

03:09But again, as the President said,

03:11nagtitiwaga tayo sa ating ombudsman.

03:14Nagtitiwaga tayo sa proseso.

03:16Pero siyempre, kaya nga nga ito ay base sa ebidensya.

03:20Kaya yun ang sinabmit natin ngayon sa ombudsman.

03:23Para sa amin kasi, ano eh, sworn, para sa mga abugado ng both DPWH and ICI,

03:29sworn testimony yun sa Blue Ribbon.

03:34Contrast to the Zaldico Facebook, which is not a sworn testimony.
