Russian President Vladimir Putin attended (via video-link) the keel-laying ceremony for the new multipurpose nuclear-powered icebreaker, the "Stalingrad," at the Baltic Shipyard. The event was marked by a poignant tribute to a World War II veteran, as Putin declared that the "generation of victors is still going strong."

The naming of the vessel is highly symbolic. The Stalingrad is the seventh ship in Russia's powerful Project 22220 series, which uses RITM-200 nuclear reactors to break through ice up to 2.8 meters thick. While earlier ships in the series were named after northern geographic regions, the decision to name this and another new vessel (Leningrad) after Soviet Hero Cities reflects the Kremlin's strategic use of WWII memory—or the "Great Patriotic War"—to unify society, legitimize current policies, and project strength on the global stage.

00:00The name of the nuclear icebreaker Stalingrad is no coincidence. It is a sign of deep respect
00:05for the memory of our heroic predecessors. This is the year of the 80th anniversary of
00:10the great victory and the 80th anniversary of the nuclear industry. We feel this especially
00:15keenly, especially strongly, and we certainly intend to firmly continue their work, strengthening
00:21Russia's strength and power, ensuring its security, and developing peaceful nuclear
00:25technologies that guarantee our leadership in the Arctic region. The current volume of shipments
00:31along the NSR this year is at the record level of 2024. At the same time, activity on the NSR is
00:37growing, and many new achievements have been achieved. First and foremost, this is a record
00:42for transit shipments, which reached 3.2 million tons. We have noted particular growth in the
00:48volume of transit container cargo. 23 international voyages have already taken place, one and a half
00:54times more than in the entire 24th year. And the volume of container cargo tonnage has increased
00:592.6-fold, reaching a record 400,000 tons. It's crucial to emphasize that the first-ever
01:05international scheduled container transit service in the NSR has been launched. In September,
01:10a container voyage departed from the Chinese port of Ningba across the Arctic, calling it ports in
01:15European countries. As you mentioned, eight nuclear-powered icebreakers are currently serving in the
01:21Arctic, half of which are new-generation icebreakers. Four more are under construction
01:27at your direction. This represents our complete technological sovereignty, the development and
01:33operation of advanced reactor systems for the fleet, which are crucial for Arctic development.
01:38It's important to note that such a large number of icebreakers has never been built simultaneously,
01:43even during the most prosperous Soviet era. Vladimir Vladimirovich, you are now setting us a new goal,
01:49to create a trans-active transport corridor based on the NSR. This is a task of enormous scale,
01:55a global one. Its achievement will strengthen Russia's leadership, ensure the implementation
02:00of national projects in the vast high-latitude zone, and lay the foundation for the logistical
02:05sovereignty of the Russian Federation. Vladimir Vladimirovich, over the past two years, under your
02:12leadership, we launched the Chukotka nuclear-powered icebreaker and laid the keel of the Leningrad
02:16icebreaker. And over the past five years, as you mentioned, we delivered four nuclear-powered
02:21icebreakers to the customer. We've achieved a steady pace of work and significantly reduced
02:26the construction time for nuclear icebreakers from seven to five years. We've achieved this pace,
02:31in part, thanks to the implementation of an advanced production system, the transition to large
02:36block construction technologies, and, most importantly, as I said, the launch of large-scale
02:41series production. On behalf of the residents of the Volgograd region, our friendly, close-knit
02:54veteran community, young people, and participants in this special military operation, I thank you for
02:59the decision to name the flagship icebreaker of the Russian Arctic Fleet after the legendary
03:04unconquered city of Stalingrad, a symbol of the great victory, a symbol of the courage,
03:08heroism, and bravery of the multinational people of our great fatherland.
03:22We fought so that you
03:23your children, grandchildren, and rulers would always have cloudless, calm skies above your heads.
03:38And today, looking at the powerful equipment and the men who are carrying out this special military
03:54operation, I see that the spirit of our people is unbroken.
04:14My sincere words of gratitude go not only to you but to all your fellow soldiers, who not only defended
04:20our homeland but also did everything in their power to restore it in the post-war years.
04:27Thank you for remembering the participants of this special military operation.
04:33They and we, just like you, will always remember that Russia is with us.
04:39We ask for your permission.
04:42Permission to install the keel plate for the nuclear icebreaker Stalingrad.
04:46I would like to once again thank Pavel Petrovich Vinokorov, a veteran of the Great Patriotic War and a
05:03participant in this battle, for his participation in our event today, in today's ceremony.
