00:00Having promised a state-owned insurance company, the Premier has proof he plans on following through.
00:09Very good.
00:10Releasing a preliminary draft bill to establish TAS Insure and a discussion paper fulfilling a pledge to show legislation within 100 days.
00:20The market's broken and that's why we have listened to Tasmanians, intervened in the market.
00:25The discussion paper outlines a broad proposal, calling for advice on how TAS Insure might be developed, governed and operate.
00:33This is a first step in the process. Consultation will continue until January the 9th next year.
00:42It was nothing more than a stunt in an election to take advantage of Tasmanians who are struggling with their insurance premiums.
00:48During this year's state election campaign, the Liberals promised that TAS Insure, when established, would save households $250 a year and small businesses 20% on their insurance premiums.
01:00It's a claim that came with stickers and with hats, but not with any financial modelling to back it up.
01:07Of which will be done, of course.
01:09Why hasn't it been planned yet?
01:10Because it's being done now.
01:12Nevertheless, constituents are now counting on the savings.

01:19We love that this is going to come to fruition, that it will help us save money.
01:26TAS Insure's potential rival, RACT, maintains it's the wrong solution to a real problem.
01:33We're delighted to see in the discussion paper that the government is open to a range of solutions in this space.
01:38It is an incredibly complex problem to solve.
01:41Is there a world in which someone like RACT steps in with reasonable prices and you drop the idea of a state-owned insurance company?
01:49TAS Insure is a commitment that we will see through.
