00:00As Caroline mentioned, we have some tremendous news thanks to President Donald J. Trump once again for the American people.

00:06As soon as the President of the United States took office, he issued a mandate to rid America of the scourge that is fentanyl,

00:12a drug that has killed hundreds of thousands of Americans.

00:15Thanks to his leadership and direct engagements with China, we set up a framework to execute that mission eight months ago.

00:21Attorney General Bondi immediately thereafter took steps to engage her counterpart in China at the Ministry of Public Security.

00:27Pursuant to their direct discussions, as the FBI director designated to run, counterpoint on this,

00:34along with the Secretary of State Rubio and Ambassador Perdue and the team here at the White House,

00:39we set forward a path to implement the policy needed to crush the plague of fentanyl.

00:45Deputy Attorney General Blanche and our teams have been hard at work ever since,

00:49ultimately culminating in my trip to Beijing last week.

00:52This was only possible due to President Trump's historic engagement with President Xi just a few short weeks ago

01:01that set the stage for today's announcement.

01:04At that meeting, the leaders reached an agreement.

01:07But just to put this in frame for the American people,

01:10a reminder here that nearly 100,000 people died of fentanyl overdoses just last year alone.

01:16Here, this year, under this president, the FBI has seized 1,900 kilograms of fentanyl so far.

01:24That is a 31% increase from the same time period last year.

01:28To put it in perspective, that's enough fentanyl to kill 127 million Americans.

01:35Fentanyl precursors are what makes up fentanyl.

01:38While we, the interagency, the Department of Justice, have been fighting hard to seize and stop drug traffickers,

01:45we must attack fentanyl precursors, the ingredients necessary to make this lethal drug.

01:51That was the sole purpose of my trip to China, to eliminate these precursors.

01:56And if successful, we would suffocate the drug trafficking organization's ability

02:00to manufacture fentanyl in places like Mexico.

02:03This was the first time an FBI director has been to China in over a decade

02:09and received the audience with his counterpart to address this matter directly.

02:14And again, thanks to President Trump's direct engagement with President Xi,

02:17the government of China committed fully to my engagement there on the ground in Beijing

02:22at a level never seen before.

02:25While at Ministry of Public Security headquarters,

02:28I met with my counterpart at MPS,

02:30where the Chinese government agreed on a plan to stop fentanyl precursors.

02:37What does that mean?

02:38The People's Republic of China has fully designated and listed

02:41all 13 precursors utilized to make fentanyl.

02:45Furthermore, they have agreed to control seven chemical subsidiaries

02:49that are also utilized to produce this lethal drug.

02:53Effective immediately, essentially,

02:55President Trump has shut off the pipeline that creates fentanyl

03:01that kills tens of thousands of Americans.

03:04These substances are now banned,

03:07and they will no longer be utilized by the Mexican drug trafficking organizations

03:11or any other DTOs around the world to make this drug.

03:15This historic achievement has saved tens of thousands of lives.

03:19This historic achievement would not have been possible without the tremendous team

03:23of President Trump, the Attorney General, the Department of Justice,

03:28the Federal Bureau of Investigation, and Ambassador Perdue in China,

03:31whose ground-level engagements were imperative to achieving this result.

03:36This is yet another example of how President Trump defends the American people,

03:40provides security for the American people,

03:42and puts the American people first.

03:44This is a historic, first-in-its-kind achievement by any president

03:49to stop the scourge of fentanyl,

03:51and it should be championed by every single American.

03:55This achievement will save lives.

03:57We are thankful for President Trump's steadfast leadership,

04:00and this FBI will fearlessly follow in his footsteps

04:03to ensure that this mission of safeguarding the American public

04:06is achieved every single day.
