Australia’s spy chief has accused hackers working for the Chinese government and military of probing the nation’s telecommunications and critical infrastructure networks. Mike Burgess, head of the Australian Security Intelligence Organisation (ASIO), revealed that Chinese groups known as “Salt Typhoon” and “Volt Typhoon” have targeted vital sectors including power, water, transport, and communications. Burgess warned that such cyber intrusions could pave the way for sabotage, capable of crippling Australia’s economy and endangering lives. He cautioned that these are “not hypotheticals,” as foreign governments actively explore scenarios to disrupt essential services.

00:12attempts to scan and penetrate critical infrastructure in Australia and other Five Eyes countries,
00:18targeting water, transport, telecommunications and energy networks.
00:25You may have heard about the oddly named Salt Typhoon and Vault Typhoon hacking groups.
00:31I know many of you are confounded by those silly nicknames, as am I, so let me decode
00:36them further.
00:38These hacking groups work for the Chinese government intelligence and military agencies.
00:43Both groups were involved in the theft of sensitive information.
00:48But the real danger was the threat of sabotage, disruption to critical infrastructure.
00:55Salt Typhoon's intent was espionage.
00:58They penetrated the United States telecommunications systems to gain access to the nation's communications
01:03through a strategic spying operation.
01:07And they have been probing our telecommunications networks in Australia too.
01:13In contrast, Vault Typhoon's intent was disruptive.
01:17The hackers compromised American critical infrastructure networks to pre-position for sabotage.
01:23The penetrations gave China the ability to turn off telecommunications and other critical
01:28infrastructure networks.
01:30And yes, we have seen the Chinese hackers probing our critical infrastructure here as well.
01:39What are the implications if a nation state took down all of our networks, or turned off the
01:44power during a heat wave, or polluted our water supply, or crippled our financial system?
01:52I assure you these are not hypotheticals.
01:55Foreign governments have elite teams investigating these possibilities today.

02:05meddling to disruption and damage.
