Doctors behind Delhi blast exposed, Dr Shaheen tasked to lead Jaish women's wing

01:08The car entered Delhi from the Badarpur Toll Plaza at 8.13 a.m.
01:14Later, the I-20 was seen parked near a mosque close to the Red Fort before the attack.

01:27Jihadi lady doctor of terror Shaheen Shahid involved in Faridabad terror module.
01:33Sources say Jihadi doctor was tasked to establish Jaish's women's wing.

03:08Home Minister Amit Shah has chaired a review meeting on the Delhi blast case with senior officials
03:14officials and have instructed them to hunt down each and every culprit behind this incident.
03:20Everyone involved in this act will face the full wrath of the agency.
03:26This is the message which is coming in from the Home Minister.
03:30Those are the visuals coming in.
03:31Home Minister Amit Shah with Home Secretary and heads of various investigating agencies.
03:38Remember, this is a multi-agency probe which is now being led by the premium anti-terror agency
03:45which is the National Investigations Agency, the NIA.
03:49Let me go straight to Aishwarya Paliwal who joins me live.
03:52Aishwarya, we are looking at several top-ranking officials of India's premier agencies present in that meeting with the Home Minister.
04:02What are you picking up?
04:03What are your sources telling you?
04:08Well, Maria, one thing is very clear.
04:10The government will not let this go.
04:11And the meeting that we are seeing, this is just one of the many meetings that Home Minister Amit Shah has taken.
04:17And the message is very, very clear.
04:19We will hunt down the last person responsible for this.
04:22And that's the message that even Prime Minister Narendra Modi has given.
04:26He's now said that no one will be spared.
04:28We will make sure that we reach the last person responsible for this.
04:32This is something that India does not take well.
04:35And also, what needs to be now looked at is the entire picture which now needs to come out.
04:40That's the reason why we are seeing all the agencies and the heads of all the agencies having a conversation, having meeting after meeting with Home Minister Amit Shah.
04:48And this is the reality.
04:49The police now, let me tell you, we are showing you these are the current visuals coming in from Red Fort of India, from ambulances to Delhi police to the fire brigade.
04:57Everything is now.
04:59They are now all prepared to make sure that something like this does not happen.
05:03The other crucial thing, Maria, that we understand will now happen is that the other states also have been put on high alert.
05:09And there is a reason why we are seeing the heads of all these, all of them sitting together, because the idea is to make sure that all of them work in tandem.
05:20They all work with focus.
05:21And the end goal should be very, very clear.
05:24Just connect all the dots.
05:25Bring the picture in front of the government and tell the government what exactly happened.
05:29If there were lapses, speak about the lapses so that these kind of lapses and these kind of instances do not occur anywhere else in our country.
05:36A very clear message coming in from the Home Ministry and from Home Minister Amit Shah.
05:40Maria.
05:41And the fact that it is the NIA, which is India's Federal Counterterrorism Police Agency, which will now be investigating this terror blast, becomes important.
05:54Remember, it was created after 2611 Mumbai terror attacks under the NIA Act of 2008, which came into force on 31st December 2008.
06:04NIA, what will be its role, will examine terror conspiracy under UAPA, identify masterminds, handlers and financing networks and coordinate with state, police and central agencies on interstate and cross-border links.
06:21Another piece of breaking news, which is coming in now.
06:23And suspect Umar Mohamed, who remained in that parking lot next to the Red Fort for three hours, Umar stayed inside the parking lot, is what now sources are saying, that entire time.
06:45And he did not get time even once to move out of it.
06:49He entered the parking lot roughly around 319 p.m. and left that spot at 648 p.m.
06:55And at 652 p.m. is when the blast happened.
06:58That is what the CCTV footage is revealing.
07:02And remember, in this entire area, which is a high security zone, there are multiple CCTV cameras which are monitored on a regular basis.
07:12And there is also a police chalky next to the Red Fort.
07:17So now we can tell our viewers, there was this question that whether Dr. Umar, who was there, who had parked his vehicle, that is the I-20 vehicle, inside that parking lot, did he step out?
07:32Was he waiting for some information?
07:33Was he waiting for one of his handlers to give him that instruction to go ahead with this suicide bombing?
07:40That is the big question.
07:42And now that is becoming clear that he stayed in that parking lot for all of three hours.
07:47Then he exited around 648 and the blast happened at 652.
07:51Let me bring in Shreya, who's joining us live.
07:53So, Shreya, you know, we are piecing together various details.
07:57And one of the details is that Dr. Umar, who entered Delhi from Haryana via the Badarpur border, is actually from 8 a.m. till 3 p.m.
08:08He is moving around Delhi. At 3.19, he parks himself in that parking lot.
08:14The question is, who chose that area for the blast?
08:17And is it becoming clear?
08:19And if he is there inside that parking lot, sitting in that car for three hours, what was he doing?
08:27Who was he speaking to?
08:28Those three hours was of a panic-stricken terrorist because he knew that there was a team of the Jammu and Kashmir police and the Faridabad police that was swooping down the entire region of Faridabad to arrest those absconding.
08:47Now, that is the reason we see Umar Mohamed, he takes that car, he drives past the Badarpur border at 8.13 as recorded on the CCTV toll plaza, subsequently towards the national capital.
09:00And because it was not something of the initial plan, but something to escape and arrest from, in a panic-stricken manner, he drives to the Chandni Chawks, Suneri Bagh Masjid parking, stays in port for three hours.
09:17What is right now also being a certain, Maria, is whether there was any attempt made by him to make any calls to any of his accomplices.
09:24What we do know that at least three of his accomplices was arrested by the Haryana police, the Faridabad police on Sunday itself that included the likes of Mozambil, Shaquille, that included the likes of Dr. Shaheen.
09:41So clearly, he was someone who was already in the state of panic, he was inside that parking lot, he comes out of the parking lot, detonates the car, leads to the loss of lives of nine individuals.
09:52But what is more important right now, that what are the kind of places that they actually wrecked?
09:57What were the initial spots that they had chosen? All these things are right now being looked at.
10:01So what we are seeing right now is a combing operation that the police in Delhi is also doing to trace back where, where did these people visit across the national capital?
10:12And if they had their handlers across the border to get information about, those are very crucial.
10:18Because clearly what we are learning, that there are orders directly from the Home Minister, that every individual needs to be traced down to the module and be brought to task.
10:29All right, Shreya, we'll keep continuing to coming back to you for more details, because let me tell you what we know so far.
10:37Remember, Delhi was jolted last evening.
10:39What seemed like a lone blast outside Delhi's Red Fort has now exploded into a chilling cross-country conspiracy.
10:48From Delhi to Pulwama, Faridabad to Lucknow, agencies are uncovering a web of terror woven by mines meant to heal, where doctors have turned destroyers.
11:02Investigators have uncovered a terror module led not by hardened militants, but by educated professionals in white coats.
11:10And at the center of it all is Dr. Muhammad Umar, the alleged suicide bomber who drove the I-20 that exploded near the Red Fort.
11:19He has a key link to the Faridabad jihadi module.
11:22His associate is Dr. Muzammil, who was employed at Al-Fala Hospital, allegedly acted as the conduit for explosives.
11:31So these are the various characters of this terror plot that we are looking at now.
11:37Another member is Dr. Adil Arathir, who was caught with an AK-47 exposing a hidden arm cachet near Delhi.
11:46And the network further deepens with Dr. Shaheen Shahid, whose swift car was found laden with explosives.
11:54She is now in custody and is under intense interrogation.
11:58Shaheen's brother, Dr. Parvez Ansari, remains on the run.
12:02He is being tracked by the UPATS and also by the Jameen Kashmir police.
12:07Dr. Sajad Ahmed Mala is another important character in this terror plot.
12:12A senior resident at Al-Fala and Malvi Ifan, a former paramedical staffer accused of radicalizing medical students, have all been detained.
12:23What is clear is that this is one plot with multiple terror faces.
12:30What is becoming clear is that there are several pieces and what is the nature of communication that they had.
12:37And it's also becoming clear that Dr. Umar, who actually blew off that vehicle, the I-20, was actually the one who panicked after he came to know that all his friends and those who were part of the larger conspiracy had been arrested.
12:58Munish is joining me.
12:59So, Munish, we are looking at six to seven doctors, paramedicals who have been involved in this conspiracy.
13:08When you say that NIA is investigating, they would be looking at, you know, coordinating with various states, Jameen Kashmir, Haryana police, UPATS, Delhi police special cell.
13:20Are they looking at this web perhaps expanding?
13:22Munish, absolutely, Maria, because the investigation has just begun.
13:32And when NIA took over the investigation, now they will be given all the evidence which was collected by the Delhi police as well as other agencies.
13:40But as far as this entire module is concerned, Maria, what is interesting here is that at least there are six to seven doctors who are in the net of investigative agencies, not only Dr. Umar Muhammad, but also there are others who by profession were doctors, but they were involved in terror activities.
14:01And that is why now it is a larger conspiracy which the NIA will be investigating.
14:07Maria, remember when IIM was very active, Indian Mujahideen was very active, or when Simi was very active, then there were so many engineers in those terror modules.
14:17We used to see that there were engineers by profession who used to actively work as a terrorist.
14:22But in this module, it seems like the strategy has shifted.
14:28And now doctors who are very well accepted by any society, people trust them blindly.
14:34And that is why in Faridabad, when they were not only conspiring to act against the country, but also they were involved in transporting the explosives,
14:46they were very, you know, easily able to hide their network and only after they were raided yesterday by the Jammu and Kashmir police, this module was busted.
14:57So it is going to be a large conspiracy, which has to be unfolded by the national investigative agencies.
15:04There are indications that JASH might be behind these terror activities, but now NIA will investigate, they will find out which terror group was behind these terror activities.
15:16But you rightly pointed out, you know, this module is something which is going to unravel the strategy of the terrorists in the modern era.
15:26Absolutely. This is the white collar terror plot as is being called now.
15:32Munish continue to be with us. Let's take a look at who are these various characters.
15:38Some of them have been arrested. The identity of a number of them is still unknown.
15:44The UPATS is trying to track them. The Jammu and Kashmir police is also conducting parallel raids even as we speak.
15:50So let's take a look, a closer look, I would say, on how this white collar terror plot actually unfolded.
16:02A massive explosion outside Delhi's Red Fort.
16:10And now a chilling terror web unraveling across cities.
16:15Delhi, Pulwama, Faridabad and Lucknow.
16:17What began as a blast in the capital is now linked to a major alms hall in Faridabad.
16:24Investigators had recovered 2,900 kg of explosive material, including 300 kilos of ammonium nitrate, rifles, pistols and ammunition from Dr. Muzammir's house on Monday.
16:37And then the police on Tuesday launched massive raids on persons and organizations connected to Dr. Muhammad Umar, the alleged bomber.
16:51The focus of the probe has returned to Faridabad at the very Alfala University where another accused, Dr. Muzammir, was employed.
16:59The operation did not stop there.
17:03A police team moved to Lucknow, tracking absconding Dr. Parvez Ansari.
17:08The doctor was on the morning and the doctor was on the morning.

17:11So what was the doctor here?
17:12Did you get the information from him from the people?
17:13No, he didn't ask us.

18:40Dr. Shaheen Shahid, another associate of Muzammil, held on Tuesday.
18:45She is accused of forming the women's wing of the Jaisya Muhammad.
18:49Dr. Parveiz Ansari, who still is absconding and was a professor at Integral University in Lucknow.
18:56Dr. Muhammad Umar, the alleged mastermind behind the attack.
18:59According to investigators, when Faridabad module was busted, Umar panicked and fearing arrest,
19:06he planted the explosives himself, ending his life in a suicide attack.
19:11From classrooms to covert terror cells, five doctors, one deadly plot.
19:19The Red Fort blast may have shaken Delhi,
19:22but it has also exposed a network that's now under the scanner across states.

19:31And I'm going to go straight to Preeti Chaudhary,
19:34who's joining me from Ground Zero next to Red Fort, the site of the blast.
19:38Preeti, it's almost 24 hours since the blast took place.
19:42What are you seeing right now?
19:44Yesterday and through the day, we have been seeing multiple agencies,
19:48their officials arrive to collect any evidence that they could gather.
19:52Well, Maria, you know, one thing is now clear,
19:58even though there has been no official declaration of the fact that the case has been handed over to the NIA,
20:04that in effect means that it is being treated as a counter-terror operation.
20:08What I can also tell you with through the course of the last 15 to 18 hours,
20:13combing operations have been on right behind me, is the Red Fort area.
20:17This entire area has been practically shut down.
20:20So has Chandi Chauk, the Red Fort metro station has been shut down.
20:25Behind me, if you can see those white scaffolding, tents, makeshift tents have been put in.
20:30And early this morning, a lot of equipment for analysis was actually got in.
20:35And the forensic team, the NIA, various segments of investigating agencies are combing this area
20:43for any possible piece of evidence which has been duly analyzed right behind me in these tents.
20:49And at the back of that, you know, it's source-based information right now that was established
20:54that the explosive material that was used was indeed ammonium nitrate
20:59and it was mixed with a certain amount of fuel as well as a detonator.
21:04So that was established by, you know, the tests that have been conducted
21:09at the back of these makeshift tents.
21:11So in terms of the agencies, we've seen the meeting with the Home Minister, Maria,
21:17and I think for someone who also tracks the government,
21:20all eyes will be tomorrow on the CCS meeting chaired by the Prime Minister at 5.30 p.m.
21:26to further identify what will be the course of action.
21:30Because, Maria, after Operation Sindhu, one thing the Prime Minister had said very clearly,
21:36where not just proverbial, but he had drawn that line in the sand where terror was concerned
21:41that any act of terror is an act of war, that terrorists from now on coming in from across
21:46the border will not be distinguished between the state.
21:50So what action will India take?
21:53Till now, of course, you know, there is no direct link where Pakistan is concerned.
21:59But if you join the dots, Maria, and you start off right with Omar Mohamad,
22:03Dr. Omar Mohamad, the suicide bomber, the car that he took, where the car was sourced from,
22:09which links itself to the terror module, the white-collar terror module of run by doctors,
22:15which was busted yesterday morning, with the footprint of the Jaish-e-Mohamad.
22:20Now, the Jaish-e-Mohamad licks itself to Bahawalpur, Pakistan.
22:24So ultimately, if you join the dots, understandably, the footprint is Pakistan.
22:30How will India deal with it, Maria?
22:32You cover the government very closely, and I would think this is going to be a tough call from here on.
22:37Absolutely.

22:54Lieutenant General Dylan, your thoughts in terms of 24 hours since the blast?
23:00Of course, the details are trickling in.
23:03NIA has taken over the investigation.
23:04There are a number of unanswered questions, even as the NIA pieces together what all happened.
23:12One thing is becoming clear that this is a sinister plot.
23:17Good evening, Maria, and good evening to the fellow panelists and viewers.
23:20Yes, it is clearly a case which has now been established.
23:25The linkages to Kashmir and Jaish-e-Mohamad are well established.
23:29And more importantly, what was captured from Fridabad,
23:33in addition to the 2,900 or kgs of ammonium nitrate,
23:38there were 20 detonators and 24 remote control units.
23:43That means there is a possibility of making 20 separate bombs.
23:49And which could be, and this one which exploded yesterday near Red Fort was about one of them.
23:54So there is every possibility of more such bombs or car bombs or otherwise available,
24:01which are still out in the field and not yet been captured by the security forces.
24:07That is one.
24:08So citizens have to be very, very careful.
24:10The agencies are doing their job.
24:12Secondly, when there is more than one state police involved and more than one directorate involved,
24:16it is very important that the National Investigating Agency,
24:20which is basically a very professional agency which deals with the counter-terror oppressions and investigation,
24:26that takes on the investigation.
24:28And I think that is what has been done so that everything is controlled centrally and analyzed centrally.
24:33And once I will again request through your channel,
24:38all the people, all the citizens who are giving out their property on rent,
24:43please don't go by this,
24:44doctor-sahib hai, achha admi hai, sharif admi hai, padha likha hai, achi family hai, nothing doing.
24:50Please get the verification done by the police.
24:52All their characteristics must be checked properly.
24:55And your property which has been rented out,
24:58you should be very clear who is coming in, who is going out.
25:00If it is being used only as a store and someone is just coming and dumping some boxes
25:05and you don't even know what that person is using these boxes for,
25:09you've got to be careful, you have to inform the police.
25:12So, alert citizen is a citizen without the uniform or the soldier without the uniform
25:17and everyone has to contribute for the national security.
25:21So, these are a few opening thoughts we can carry forward.
25:24Yes, sure.
25:24Let me take the opening comments also from Sanjay Sahai.
25:27Yeah, see, primarily the shifting of the whole focus from primarily technicians, technologists
25:35who were heading most of these modules earlier to doctors,
25:39that has been the game changer.
25:41Because that's precisely where I think most of the stuff has actually been carried.
25:46And these doctors, if you feel that these four or five doctors
25:49have been critical in establishing this whole terror module
25:52and bringing it to execution, I don't think that will be the total story.
25:57There's a whole logistics behind 2900 kgs of explosive which is carried
26:02and timers and variety of other things.
26:05And there can also be a situation wherein large number of cash has still not been recovered.
26:10So, what is of critical importance is to first to get the sourcing of the whole thing
26:15and how it was detonated.
26:17I think the actual detonation is still not known.
26:20So, how it was detonated plus the radicalization part.
26:24See, where we are failing is the radicalization part.
26:27While the action is being taken and in this particular instance also,
26:31I think in nearly 24 hours since the blast was slightly even less than that,
26:36we have been able to piece most of the things together
26:39as for how this complex module has taken place.
26:42But the crux of the matter is when we feel that terrorism is at its low,
26:48the radicalization operates and it comes out in a much more sinister fashion.
26:53So, all these things have been happening in and around Delhi
26:56and Jammu Kashmir has been basically at the center of it.
27:01This whole movement not coming in the radar of the intelligence agencies
27:05and also the local law enforcement agencies,
27:09I think we need to give it a thought.
27:11What is required immediately is even faster, more expeditious investigations
27:17so that we don't miss out on anything
27:19and so that we don't land up into another situation of this nature.
27:23There might be another doctor rumor who would be running away for his life.
27:27So, that situation can also come.
27:29Other important factor is how much we are basing ourselves…
27:33But Sanjay Sai, a thought here before I bring in Shashi Kanji,
27:37my question is that I was also reporting from the site of the blast,
27:41there is no crater and there is no black suit.
27:45These were scenes or signs associated with some kind of terror activities.
27:49That's not the case because it has to do with a particular kind of explosive.
27:54See, that was the conventional mode.
27:56The way they have been moving from engineers to doctors,
27:59as far as the detonating and the explosive is concerned,
28:03they have to move further.
28:05And see, ammonium nitrate, what sort of an explosion can it create?
28:10I don't know, even best of the people available in this country
28:14can exactly pinpoint to the nature of the impact,
28:17nature of the explosion,
28:19and what will be the remnants by which you can piece together
28:22and confidently and substantiate that this has been ammonium nitrate.
28:27I presume that the connect between the Faridabad ammonium nitrate
28:31and ammonium nitrate which went into flames at the blast site
28:36have been from the same source or from the same warehouse
28:40or the same storage place.
28:42Ammonium nitrate, if I remember clearly,
28:45this sort of a flare-up or explosion,
28:49accidentally happened in Berude also.
28:51And it put large parts of the city onto flames.
28:54It was in the year 2020.
28:55So, the exact nature of this particular chemical as an explosive
29:00and the capability to kill people or main people,
29:04I think that clarity was not existing with most of the people
29:08who have been trained into this, who are delivering this,
29:11and that is where this whole conventional thought process
29:14of IED, Sharpenel, Crater, and all these things came into existence.
29:20That is the way we think.
29:21But certainly, it has moved forward.
29:23I think it has been conclusively proved
29:25that these are the major personas of this whole exercise,
29:29at least on the face of it.
29:30There is a huge ecosystem operating from behind.
29:33So, that is a different story altogether.
29:35We are not getting into it as of now.
29:37But the point is,
29:38ammonium nitrate as an explosive,
29:42and the way it is being...
29:43And we are not sure of the fact
29:45whether this fellow was scared or whatever.
29:48Or it was a part of their plan
29:50that in case we land up in this situation,
29:53we create a terror attack,
29:54and that will help us escape.
29:56That will help us escape.
29:57Yes.
29:58So, perhaps Shashi Kanji will be able to answer that.
30:00Mr. Kanji, what is being said is,
30:03and that's, of course, by the sources
30:05who are telling reporters some details,
30:08sharing some details,
30:09they say that Dr. Umar's reaction
30:12was more of panic,
30:16that most of his friends had been detained
30:19and arrested by the cops
30:20because of this entire anti-terror plot
30:22which had been unraveled
30:24from Jamin Kashmir police
30:25to Haryana police working in complete coordination.
30:28He did not know what to do.
30:30He spent three hours in that parking lot.
30:33And thereafter, he leaves the parking lot
30:35at 6.48 p.m.
30:37And then the blast goes off.
30:41It happens at 6.52.
30:44Yeah, well, I think as of date,
30:46it's difficult to say what exactly happened,
30:48why he left the place.
30:50But the conjecture or the theories
30:52that exist as of date are that
30:55once the police raided the Afridharabad place
30:57where all these things were kept,
30:59possibly, again, who knows,
31:01it's a matter of some investigation,
31:04that he left that place, ran away.
31:07But yes, he ran away.
31:08He might have been panicky,
31:09but again, not totally panicky
31:11because when he left that place,
31:13first he went to a nearby gas station,
31:16got his car's pollution test done.
31:20Maybe he feared that if he gets into Delhi
31:22and there's some smoke,
31:24everything out of that exhaust pipe,
31:26he might be checked in something.
31:28But that means it was not really
31:30totally panic reaction
31:31because he was taking these things,
31:34he was acting very poorly,
31:36getting his car's pollution test done
31:38and all those things.
31:40Secondly, I think again,
31:41in the field of conjectures,
31:43he went to the parking lot,
31:44he spent three hours there.
31:46Possibly he was trying to either,
31:48trying to contact his handlers in Pakistan
31:50or wherever they are,
31:51or maybe he was trying to just ponder
31:53over what to do.
31:54Look, even a suicide bomber,
31:57when he's going to do something,
31:59they just sit and they're panicky inside,
32:02certainly, because this amounts
32:04to they're going to end their lives.
32:06Even you look at the case here in Punjab
32:09that it happened to that Ben Singh murder case,
32:11there's one thing who blew himself
32:13with a suicide bomber who killed Ben Singh.
32:16He had also taken time
32:18trying to restore his nose
32:20and then he went,
32:22see him came out
32:23and he went there
32:24and blasted himself.
32:25Possible.
32:26I know these are all theories
32:27and all of us have to think about it.
32:30But again,
32:31the most important things
32:32I think which come out
32:33is number one,
32:35the use of the guys in white coats.
32:37Nobody could have suspected
