00:00Welcome to the highly anticipated Root Safety Congress 2025.
00:06Ladies and gentlemen, Malaysia's Root Safety Plan 2022 to 2030 has had an ambitious target.
00:16And very ambitious target to cut fatalities by 50% by the end of this decade.
00:23But the plan is little unless it leaves the page and shows up where it matters.
00:33On our highways, in our neighborhoods and across states.
00:38Turning strategy into reality means designing safer roads that reduce the impact of human error.
00:48And forcing laws without fear of favor.
00:53And nurturing a culture that sees safety not as a restriction but as a sign of strength and maturity.
01:04And this mission must begin with our greatest asset, our youth.
01:09Today, nearly 70% of road fatalities involve motorcyclists.
01:17Many under the age of 30.
01:21Sadly, these are young militias just beginning to carve their future.
01:29Support families and contribute to the national growth.
01:33We cannot effort.
01:37We cannot effort to leave our youth behind.
01:43We must educate them, guide them, and walk beside them.
01:50Yes, we know the young are bound to make mistakes.
01:56That is part of growing up.
02:00But that is exactly why we must build a massive modern movement of road safety awareness.
02:08Not only in schools, but across society.
02:13This means going beyond traditional talks and temples.
02:19We must take education to where young people truly are.
02:24In shopping malls, e-sports areas, music festivals, and community spaces.
02:35We must make learning dynamic by using augmented reality, gaming elements, and AI-driven tools
02:43that allow them to experience road safety scenarios in an engaging, real-world way.
02:55When information is relevant, visual, and exciting, the young will definitely pay attention.
03:03We must go further.
03:07We need to encourage student-led safety clubs, campus-based micro-campaigns, influencer partnerships, and digital ambassadors
03:20who can communicate road safety messages in the language of the other generation.
03:26Imagine a nationwide challenge where students create shops, powerful content from safe writing,
03:39where universities compete to lead change, and where tiktokers and local heroes carrying the message forward.
03:48Believe me, when we educate boldly, communicate creatively, and trust young relations to lead,
03:59we will not only change behavior, we will cultivate a generation that honors life, respects safety, and carries this mission with conviction.
04:12As chair of the cabinet committee on road congestion and safety, I'm committed.
04:22I'm committed with YB Sudaran Lok, with Deputy Minister, with KSU, with Deputy KSU, with the police, with all enforcement agencies,
04:33to ensure that decision made at the national level translated into real protection on the ground.
04:45And we really must not work in silos.
04:50Road safety is not and must never be the burden of one ministry alone.
04:55Not only to the police, not only to the transport ministry, all of us must take the responsibility.
05:01It demands coordination, accountability, and shared ownership across government and social safety.
05:10Our current priorities include strengthening heavy vehicle safety through functional seatbelt.
05:17The installation of speed limiters, better reps, and training standards, and the introduction of telemetric monitoring to enhance accountability.
05:33We are improving school zones and pedestrian facilities.
05:39Treating black spots, treating black spots, and intensify enforcement against speeding and vehicle overloading.
05:49Yet, government actions alone is insufficient.
05:55Road safety is shared responsibility.
05:57Parents must model safe image.
06:02Teachers must nurture values early.
06:06Employers must support responsibility and must be responsible driving.
06:13Local councils must design environment that protect.
06:18Industry must innovate with purpose.
06:20When every layer of society plays its public.
