29:03We go beyond the talking points
29:05In a bizarre election campaign controversy
29:08They use every moment and chase every last vote
29:11But Geoff is governed by legislation that was written in 1918
29:19And the onset of an election
29:21Obliges him to observe a series of stately duties
29:25We'll start with the writs for the House of Representatives
29:29A call upon the Governor General for the issuing of the writs
29:33Basically they're the paperwork for the election

29:44Now the Northern Territory, that one's Solomon

30:02But the AEC's process hits an intoxicating height
30:11Complexity and antiquity
30:13When it comes time to determine the order of candidate names of the ballot
30:18It's done with scrupulous fairness
30:20In public, on the same day, at high noon
30:24In all 150 electorates
30:27This one's the Western Sydney seat of Fowler
30:31It's now 12 o'clock
30:33We'll begin this declaration of nominations
30:36According to the Electoral Act
30:38I'm now required to declare the names and nomination details of all candidates
30:53Then, sub clause three
30:55Place numbered balls in a spherical container
30:58I think there's something like two and a half pages in the Electoral Act
31:03Are devoted to that act of rolling the cage

31:07Rotate the container and permit any other person present

33:29And I've been out in this community since, you know, I settled
33:34And I think we have transformed this community
33:38To people knowing that they can vote for an independent

36:50But for the first half of our federation's life
36:54The definition did not extend

37:03And I think that's really critical
37:05Because Australia really prides itself

37:09On our fairness in voting

38:55Was Senate Leader O'Connor
38:57Who argued
38:58It would be a
38:58Monstrous thing
38:59An unheard of piece of savagery
39:02On our part
39:03To stop Aboriginal people
39:04From voting in their own country
39:07Simply on the basis
39:09Of their race
39:10O'Connor makes
39:11Quite a passionate speech
39:12He says
39:12You know
39:13We've taken the land
39:13Of these people
39:14And we're not even
39:15Going to let them vote
39:16In their country
39:17O'Connor stripped out
39:19The amendment
39:19But Matheson
39:20Struck back
39:21With fresh claims

39:27Who could easily be coerced

39:30To vote a certain way

39:33That certain landowners
39:35Would just gather up

39:42The federal parliament
39:44Will be swamped
39:45By Aboriginal votes
39:46Matheson thundered
39:47And it worked
39:49Over days of debate
39:51Support for Matheson's
39:52Amendment grew
39:53O'Connor feared
39:55That if he continued
39:56To resist it
39:57The entire bill
39:58Might be lost
39:58Reluctantly
40:00Politics being
40:01The art of the possible
40:02O'Connor chose
40:05To give way
40:06The Franchise Act
40:07That made Australian women
40:09The most fully enfranchised
40:10Voters in the world
40:12Also disenfranchised

40:46That absolutely

40:48Whether they were

40:49Whether they were
40:50Child removal laws
40:52Whether they were
40:54Stolen wages
40:55It's certainly
40:56Not something
40:58That we talk about
40:58A lot
40:59But it's a fact
