Senators are working through the weekend for the first time since the government shutdown began more than a month ago, hoping to find a bipartisan resolution that has eluded them as federal workers have gone unpaid, airlines have been forced to cancel flights and SNAP benefits have been delayed for millions of Americans.

00:00And so I'm glad to see Democrats, after 38 days, back down from the maximalist and frankly
00:08insane position they've held since September.
00:12The Democrat leader's proposal is a non-starter for the Republican majority.
00:17The Democrat leader wants to believe that this is a, quote, simple proposal, that it
00:23is some sort of compromise, but it is not.
00:28Republicans are not about to further burden taxpayers by blindly extending a flawed program.
00:34The Democrats' proposal is just more of the same, masking rising premiums and padding
00:40insurance companies' profits with more taxpayer dollars.
00:45The Democrat leader's proposal is a non-starter.
00:49I know many Republicans stormed out the gate to dismiss this offer, but that's a terrible
00:53mistake.
00:55Our offer is not a new policy.
00:57This is not negotiating in a shutdown, it's simply agreeing to maintain current funding
01:01levels.
01:02Look, if Republicans want to talk about long-term fixes to ACA affordability, Democrats are ready.
01:07We said so yesterday.
01:09But in the meantime, doing nothing is derelict because people will go bankrupt, people will
01:14lose insurance, people will get sicker.
01:17And that's what will happen if this Congress fails to act.
01:19We're going to replace this broken system with something that is actually better for the consumer
01:25to meet the goal of lowering health care costs.
