00:00I'm glad to be able to say that eight Democrats joined Republicans last night to take the
00:04first step to reopen the government.
00:06These bills are the military, construction, VA, agriculture, and legislative branch appropriations.
00:15But all of us, Democrat and Republican, who voted for last night's bill are well aware
00:19of the facts.
00:21And I'm grateful that the end is in sight.
00:24On this vote, the ayes are 60, the nays are 40.
00:28The bill, as amended, is passed.
00:31Under the previous order, the motion to reconsider is considered made and laid upon the table.
00:37Mr. President, I'm glad to be able to say that eight Democrats joined Republicans last
00:42night to take the first step to reopen the government.
00:45And in the very near future, we will be voting on a final package, a clean continuing resolution
00:51until January the 30th, and three bipartisan, full-year appropriations bills.
00:57These bills are the military, construction, VA, agriculture, and legislative branch appropriations.
01:06Three of the 12 bills that Congress needs to pass on an annual basis.
01:11And what that means, Mr. President, is that year-long funding for SNAP, for WIC, for veterans,
01:17for essential farm programs, and for a number of other critical priorities will be met.
01:24Mr. President, I said that we will be voting on the final package in the very near future,
01:29and I'm hoping that will be hours and not days.
01:32We're on the 41st day of this shutdown.
01:36Nutrition benefits are in jeopardy.
01:38Air travel is an extremely precarious situation.
01:42Our staffs and many, many other government workers have been working for nearly six weeks
01:46without pay.
01:47I could spend an hour talking about all the problems we've seen, which have snowballed
01:51the longer this shutdown has gone on.
01:55But all of us, Democrat and Republican, who voted for last night's bill are well aware
01:58of the facts.
02:00And I'm grateful that the end is in sight.
02:03But I would encourage every member of this body, Democrat or Republican, pro-bill or anti-bill,
02:09not to stand in the way of our being able to deliver the coming relief quickly.
02:12The American people have suffered for long enough.
02:17Let's not pointlessly drag this bill out.
02:20Let's get it done, get it over to the House, so that we can get this government open.
02:25Ms. Presidents, I have emphasized since being elected Majority Leader last November, I remain
02:30deeply committed to advancing full year appropriations bills through regular order.
02:36We've drafted this continuing resolution to extend to January 30th, specifically to give
02:40us more time to get this bipartisan work done.
02:44I look forward to taking up additional appropriations bills on the floor in the near future.
02:48Ms. President, after 41 days, I'm grateful to be able to say that we are close to getting
02:53the government reopened.
02:56And again, I ask all of my colleagues on both sides of the aisle, of both parties, to make
03:00it possible for us to quickly pass this bill.
