00:13To jest 12 minuty z Edy Rama, Przewodniczący z Albania.
00:18Dziękuję za przyjeżdżąc tutaj.
00:19Jak dzisiaj słyszałem, że Marta Koszynski,
00:23jest jedna z jednej strony,
00:26i wyjeżdżąc się za wyjeżdżą z nieprzezidentem momentumu,
00:30z przygotowaniem z wczorajem na ostatnie kluster,
00:34a teraz, quote,

00:49We have opened five of six clusters within only 11 months,
00:56which is an absolute record in terms of speed.
01:01It's something that until only a few years ago I would not have been able to imagine.
01:09But this is why life is so beautiful.
01:13So what's the secret? Why don't you share this secret with other candidate countries?
01:16The speed is related with two main factors.
01:22On one hand, during what I call years of humiliation,
01:28which were the years when the EU Commission was recommending to the Council
01:37to open accession talks with Albania, and we were rejected by a few countries,
01:43we stubbornly prepared for the moment of the opening,
01:49and we trained in the hardest way with all our team
01:55by simply saying to ourselves,
01:59our moment to show our true colors will come,
02:04and for that moment we have to be ready.
02:08And as a matter of fact, when the moment came,
02:12we were much more advanced than maybe others in that precise moment of the opening.
02:19Well, given that this has been indeed a very long process for Albania,
02:23it has been 16 years altogether,
02:26you've previously spoken about the shifting goalposts by Brussels.
02:32Do you feel like this has changed and there is this new push
02:37and this situation is over for Albania,
02:40but also for the other candidates from the region,
02:43because they have been also waiting for a very long time?
02:46And here comes a factor number two,
02:50which is exactly Brussels,
02:52that changed its approach and woke up.
02:59Unfortunately, it was needed an aggression in the European soil,
03:06military aggression,
03:08to make Brussels wake up,
03:11not simply in the level of the Commission,
03:14where we have always found fairness,
03:19very painful,
03:21very neurotic,
03:22but fair,
03:23but also in the level of the Council,
03:26where the blah, blah, blah of before,
03:29that yes,
03:30one day we'll be together,
03:33yes, we love you,
03:34yes,
03:35we're going to marry,
03:36but we are not ready to talk for the moment,
03:39was over,
03:41and a new momentum
03:45is still here,
03:49and the new approach,
03:50it's still the case.
03:52I hope that this will not fade away,
03:55and I very much
03:57hope that
03:59we will finally
04:01get together around the same table.
04:04Yeah,
04:05I was about to ask you about
04:06whether,
04:07you know,
04:07whether this momentum
04:08and this situation
04:09of more of serious commitment,
04:11as you describe there,
04:12whether it is going to last.
04:14Albania is now
04:15considered one of the front runners.
04:17Your goal is to enter the EU by 2030.
04:21Now,
04:23how do you also,
04:24how do you also see
04:25this situation
04:26with the shifting goalposts
04:28by Brussels
04:29changing,
04:30or possibly not changing,
04:32for the other countries
04:33in your region?
04:34Well,
04:35for this you have to ask Brussels,
04:36but as far as I am concerned,
04:40I might tell you
04:42that the 2030
04:43is not a date
04:45that I saw in a dream,
04:48but it's a deadline
04:51that is the result
04:53of a very simple calculation.
04:56We start from the fact
04:58that together with the Commission,
04:59in full consensus
05:01with the Commission,
05:04we have agreed
05:05on a calendar
05:06that is very ambitious,
05:07but it's doable,
05:09of homework for us
05:11to conclude
05:13the accession talks,
05:14the negotiations,
05:15at the end of 2027.
05:19There is a possibility
05:20to do it even faster,
05:22let's say,
05:22in the first half of 2027,
05:24and there would be reasons for that,
05:25but let's say end of 2027.
05:27And then the average time
05:31we have looked into
05:32when it comes to
05:34the 27 parliaments
05:36to ratify the decision
05:41is around two years,
05:43and this is how
05:45we envisage Albania
05:46to sit around the table
05:48of the EU on 2030.
05:51But of course,
05:51we are not at all against
05:53to be there faster.
05:56Everyone has its own path,
05:59and everyone has to fulfill
06:01its own obligations
06:03and to do its own homework.
06:05So,
06:05there are different
06:08characteristics in the region,
06:10there are different countries,
06:12different histories,
06:13and so on and so further.
06:14When it comes to us,
06:16I can say
06:17with a very loud voice
06:19that we are the most
06:21Euro-optimistic nation
06:24in Europe,
06:26or as Donald Trump would say,
06:28on earth.
06:29Prime Minister,
06:30there is a specific focus
06:32as well by Brussels,
06:33this is slightly on the downside
06:35probably of the report,
06:36with the focus from Brussels
06:38coming regarding
06:39the issue of corruption.
06:40Now,
06:40what I want to ask you
06:41is that Albania
06:42is the first country
06:43in the world
06:43to appoint an AI
06:45as government minister,
06:47specifically tasked
06:48with fighting corruption.
06:50Now,
06:51would you give us an update
06:52how is
06:53Diela doing?
06:54How is
06:55her and your fight
06:57going on?
06:59Albania is doing
07:00something
07:01unseen
07:02and unique
07:03in the whole region.
07:05Our justice reform
07:06and our recognition
07:10of not only
07:13de jure
07:13but the de facto
07:14independence of justice
07:16and the full-fledged
07:20operation
07:21of a special structure
07:23against organized crime
07:25and corruption
07:25has practically
07:28created
07:30in Albania
07:32and for Albania
07:33the example
07:34that the fight
07:37against corruption
07:38is something
07:39that goes
07:40very,
07:42very much
07:43beyond words
07:44very much
07:45beyond
07:45make-ups
07:47and it goes
07:49very deep
07:49and it goes
07:51very,
07:52very
07:54let's say
07:56balanced
07:57without looking
07:59left
07:59without looking
08:00right
08:01independently
08:01from who is
08:02in government
08:03who is in
08:04opposition
08:05who was
08:05in power
08:06who is in power
08:07and with a lot
08:09of
08:10of
08:11facts
08:12that show
08:13that
08:13what never
08:15happened
08:15in Albania
08:16from the day
08:17of independence
08:18and creation
08:19of the Albanian state
08:20in 1912
08:21to
08:22until
08:24very few years ago
08:25it's happening
08:26the last year
08:27something that
08:28no other country
08:29in the region
08:30can claim
08:31to have done
08:31and this is
08:33not to
08:34say that
08:36we are
08:37better
08:37than the others
08:38but this is to
08:39say that
08:39we have
08:40taken it
08:40very seriously
08:41and in
08:42this moment
08:43in time
08:44we
08:45accept
08:46support
08:48we accept
08:49partnership
08:50we accept
08:51help
08:52but we don't
08:52accept
08:53lectures
08:53from anyone
08:54when it comes
08:55on the fight
08:56against corruption
08:57and of course
08:57when it comes
08:59to Diela
09:00she is
09:01the product
09:02of a
09:02systemic
09:03fight
09:04which is
09:05not just
09:06about
09:06fighting
09:07cases
09:08and
09:08fighting
09:10in the
09:12court of law
09:13but
09:13which is
09:14about
09:15fighting
09:15through
09:15modernization
09:16and we
09:17aim to
09:18have
09:18within
09:192027
09:20the first
09:22full
09:22AI
09:23public
09:23procurement
09:24that will
09:25allow
09:26speed
09:27transparency
09:28accuracy
09:29in levels
09:30that are
09:31unseen
09:31Prime Minister
09:32finally let me
09:33ask you
09:34to wrap
09:34this up
09:35what is
09:36the next
09:36creative
09:37idea
09:38and the
09:39next
09:39creative
09:39solution
09:40coming from
09:40you
09:41and from
09:41Albania
09:41on your
09:42way to
09:43the European
09:43Union
09:44membership
09:44I'm sure
09:46you have
09:46heard that
09:46Diela is
09:47pregnant
09:47and
09:48she has
09:4983
09:50babies
09:51based on
09:53the last
09:54echography
09:54so we
09:56have to
09:57wait for
09:58her to
09:58give birth
09:59to these
09:5983 babies
10:00and in
10:01the meantime
10:02I have to
10:03tell you
10:03one thing
10:03that has
10:04not been
10:04much
10:05discussed
10:06that we
10:07are the
10:08only country
10:08in this
10:10process
10:10to use
10:11artificial
10:12intelligence
10:13in the
10:14transfer of
10:15the
10:15to our
10:17body of
10:17law
10:17and to
10:19make of
10:20it
10:20the fastest
10:22process
10:23ever made
10:25in terms
10:26of not
10:27only
10:27translating
10:28but also
10:29but also
10:30analyzing
10:32the impact
10:32and
10:33drafting
10:34and
10:35preparing
10:37the whole
10:39the whole
10:40legal packages
10:41for the
10:42for the
10:43approval
10:44in parliament
10:44so
10:45we are
10:47we are
10:47trying to
10:48to run
10:49as much
10:50as
10:51possible
10:52and to
10:53make as
10:54much as
10:54possible
10:54leapfrogs
10:55using
10:56technology
10:57artificial
