00:00A North London resident, John Poulter, has claimed that Haringey Council has not fixed works leading to damp for over 10 years.
00:09Now, despite numerous attempts by the council, Mr Poulter, a veteran who now lives with a disability, says dwelling at the property is not watertight.
00:21Mr Poulter claims that 35 attempts have been made since he moved in in 2011 and the matter has still not been resolved.
00:31I was an active full-time military person, tier one infantry sniper and highly decorated, proud to what I'd done and achieved.
00:41Left the military in 1996, became a butcher and then to August 1st 2007, catastrophic failure done by a forklift driver, picked his mobile phone up, elbow its tilt button, pallet falls off truck, consequences of what you see, paralysed from tier 11.
01:03My life didn't end now. I then become an athlete in a wheelchair, playing wheelchair rugby. Loved it. 2012 London, went to 2016 Rio, Tokyo 2020.
01:17The reason me and you here today is due to the failings of my local authority, where we moved in in October 2011.
01:27They had 35 attempts done by their roofing and repair service. The roofing and repair service then always went back with direct communication. It needs fixing.
01:41First major re-replacement roof was August 2022. That failed October 2022.
01:47We then got a complete replacement roof done again by a different company. That was done, but not inspected March 2025.
02:00Failed July 2025. And as you see, 32 tonne of scaffolds sitting outside. No one working. No one here. No progress.
02:10Now, the council have responded to these allegations.
02:14Councillor Sarah Williams, deputy leader and cabinet member for housing and planning at Haringey Council,
02:22said that they fully understand that the inconvenience of these longstanding issues and what they have caused to the tenant.
02:31They said that the roof was initially replaced in 2022 and separate contractors undertook work again in March of 2025 after further faults.
02:43However, a defect to an area of the roof was reported in August of 2025 again, which is being fully investigated.
02:52And scaffolding with a temporary roof is currently in place, ensuring the property is now watertight.
