00:00Government partially shuts down as Trump signals layoffs and spending cuts could be permanent.
00:06The federal government entered a partial shutdown early Wednesday after funding talks collapsed,
00:10as President Donald Trump hinted at permanent changes to the federal workforce.
00:15Senators missed the midnight deadline for a fiscal year 2025 budget,
00:19and the House's short-term extension through November 21st wasn't enough, Fox News reported.
00:24Before the lapse, Trump said he opposed a shutdown but saw leverage in it.
00:28We don't want it to shut down because we have the greatest period of time ever, Trump said from the Oval Office Tuesday.
00:36A shutdown could enable irreversible actions, including cutting vast numbers of people out and cutting programs, Trump added.
00:43A shutdown does not grant new powers to the White House,
00:46but it does give the executive branch wide discretion over what services continue to operate.
00:51Trump has repeatedly pushed to reduce the size of government and slash federal programs, which he says waste taxpayer money.
00:58The standoff quickly turned into a battle of blame.
01:02Republicans said Democrats sought to extend Obamacare subsidies into 2025.
01:07They say that undocumented people are going to get these credits, Senate Minority Leader Chuck Schumer said Tuesday.
01:14The Office of Management and Budget Director Russell Vought become very popular recently
01:18because he can trim the budget to a level that you couldn't do any other way, Trump said.
01:22Vought's memo called the shutdown imminent and blamed Democrats' insane policy demands, which include $1 trillion in new spending, and directed orderly shutdown activities.
01:34Vice President J.D. Vance also acknowledged layoffs were coming.
01:38We're going to have to make things work, he said Wednesday.
01:41That means certain people are going to have to get laid off.
01:44He said essential services would continue, but noted,
01:48The troops aren't getting paid.
01:50The administration's approach reflects Trump's mission to cut what he calls waste and fraud across the federal government,
01:56after buyouts and planned reduction in force efforts.
01:59Elon Musk leads the Department of Government Efficiency, which audits spending and faces Democratic lawsuits.
02:05$42 million for social and behavior change in Uganda, Trump said.
02:09As the shutdown begins, the White House does not expect the closure to last long.
02:14But Trump and allies say layoffs and cuts could outlast any budget deal.
