00:29adopted the recommendations of the CPC Central Committee for formulating the 15th Five-Year

01:23the 14th Five-Year Plan period, describing it as a momentous and extraordinary stage in

01:30The communique says the next five-year period will be critical as China reinforces its foundations
01:35and pushes ahead on all fronts towards basically achieving socialist modernisation by 2035, serving
01:42as a key link between the past and the future.
01:45At present, China remains in a phase of development where opportunities coexist with risks and challenges,
01:52while uncertainties and unforeseen factors are on the rise.
01:55The session also set the guiding principles for economic and social development during the
02:0015th Five-Year Plan period.
02:02They include upholding the party's overall leadership, putting the people first, pursuing
02:07high-quality development, comprehensively deepening reform, promoting interplay between
02:12an efficient market and a well-functioning government, and ensuring both development and security.

02:26in scientific and technological self-reliance and strength, fresh breakthroughs in further deepening
02:31reform, notable cultural and ethical progress across society, further improvements in quality
02:37of life, major new strides in advancing the Beautiful China Initiative, and further advances
02:43in strengthening the national security shield.
02:46According to the communique, China should build a modernised industrial system and strengthen
02:50the foundations of the real economy.
02:53It should enhance self-reliance and strength in science and technology, and steer the development
02:58of new quality, productive forces.
03:01The communique also says the country should build a robust domestic market, working faster
03:06to foster a new pattern of development.
03:09It should further accelerate efforts to develop a high-standard socialist market economy and boost
03:14the momentum for high-quality growth.
03:17The communique further notes that the country should promote high-standard opening up and create
03:22new horizons for mutually beneficial cooperation.
03:26It should accelerate agricultural and rural modernisation, taking solid steps to advance all-round
03:32rural revitalisation.
03:34China should refine its regional economic layout and promote coordinated regional development.
03:40The communique adds that the country should also inspire the cultural creativity of the
03:44entire nation and foster a thriving socialist culture.
03:49It should work harder to ensure and improve public wellbeing and promote prosperity for all.
03:55China should accelerate the green transition across the board in an effort to build a beautiful
