00:00This is
00:00the future.
00:05With all of the wars that I got involved in,
00:07we only have this one left.
00:10Of course, as I walk out the door,
00:11there'll probably be a new one starting,
00:13and I'll get that stopped too.
00:14But I thought this was going to be one of the easier ones.
00:17It's actually one of the most difficult.
00:19They're very complex.
00:20The next step would be for a trilateral meeting,
00:23and that will be worked out.
00:25And I just look forward to working and having a great result.
00:29We're going to spend a lot of time today talking about,
00:32and we're really honored you guys came over.
00:34I mean, these are the heads of major countries
00:35and respected all over Europe.
00:39And they speak for, largely, I think I should say,
00:43but pretty much for the other countries of Europe.
00:47And we will come to a resolution today,
00:51I think, on almost everything,
00:52including probably the security.
00:55And that's pretty much the story.
00:58I'd like to say, Mr. President,
00:59would you like to say something?
01:01You have the media.
01:01If you want, you could come over,
01:03and you could stand,
01:04you could use mine,
01:05or you could just turn around,
01:06whichever you feel comfortable with.
01:10Thank you so much.
01:10I can't speak without microphone.
01:14Thank you so much.
01:15I think that we had a very good conversation with President Trump.
01:18Very good.
01:19And it really was the best one,
01:22or sorry, maybe the best one will be in the future.
01:25But it was really good.
01:27And we spoke about very sensitive points.
01:30The first one is security guarantees,
01:32and we are very happy with the President
01:34that all the leaders are here,
01:36and the security in Ukraine depends on the United States
01:40and on you and on those leaders who are with us in our hearts.
01:45They have been online before yesterday, and et cetera.
01:49So a lot of countries on the side of Ukraine,
01:52our people, and all of us want to finish this war,
01:55stop Russia, and stop this war.
01:57We spoke about it,
01:58and we will speak more about security guarantees.
02:01This is very important,
02:02that the United States gives such strong signal
02:05and is ready for security guarantees.
02:09The second point, or maybe the first,
02:11humanitarian direction,
02:13very important to exchange all the prisoners,
02:15and I think that the President will help.
02:17And I was very thankful to your wife again,
02:20Mr. President,
02:21for the letter about our abducted children.
02:26And I hope that really it can be a historic role
02:31for the people to bring kids back to the families,
02:35and be happy to get their families.
02:38Get the people back, yeah?
02:38Yes, this is so, so important,
02:41and I'm happy that we discussed it,
02:43this track with President Trump,
02:44and I hope that we will find decisions.
02:48And then what is very important,
02:51that all the sensitive things,
02:54territorial, et cetera,
02:55we will discuss on the level of leaders
02:58during trilateral meeting,
03:00and President Trump will try to organize such meeting
03:05and he said that he will come or not come.
03:09Ukraine will be happy if you will participate.
03:12If you both want me there, I will be there.
03:14Yeah, thank you.
03:15And I think this is very important.
03:18Yes, so security guarantees,
03:21bringing kids back,
03:22and all our people,
03:23not only warriors,
03:24first of all,
03:25warriors,
03:26and all the civilians,
03:27journalists,
03:27a lot of people in prison.
03:29and so we need them back.
03:32And guarantees,
03:33which will work for the years,
03:35we spoke about it,
03:36and I showed to President
03:38a lot of details on the battlefield,
03:42on the map.
03:42Thank you so much.
03:43Thank you for the map, by the way.
03:45Good map.
03:45It was great.
03:46I'm thinking how to take it back.
03:49We'll get you there.
03:50No, no, no.
03:51I think that we had constructive,
03:53specific meeting,
03:55and I'm very thankful to all the leaders who are here,
04:00and you help a lot,
04:01and so we are happy that we have such big unity today.
04:07Thank you, Mr. President.
04:08Thank you very much, Mr. President.
04:10I think you'll see that President Putin
04:12really would like to do something else.
04:13I think when we set that up,
04:15when we do,
04:17I think it's going to be when, not if.
04:19I think you're going to see some very,
04:21really positive moves.
04:23I know there's over a thousand prisoners,
04:25and I know they're going to release them.
04:27Maybe they're going to release them very soon,
04:29like immediately,
04:30which I think is great.
04:33But we will,
04:34we're going to set that up today
04:35after this meeting.
04:38So very good,
04:39and great remarks.
04:39I appreciate it.
04:41Mark, as head of NATO,
04:42maybe you could say a few words.
04:43Yes, I will be very brief.
04:45I really want to thank you,
04:46President of the United States,
04:48dear Donald,
04:48for the fact that you,
04:49as I said before,
04:50broke the deadlock,
04:51basically,
04:52with President Putin
04:53by starting that dialogue.
04:55I think it was in February
04:56that you had the first phone call,
04:58and from there,
04:59we are now where we are today.
05:02And that is,
05:03I think,
05:03if we play this well,
05:05we could end this.
05:06And we have to end this.
05:06We have to stop the killing.
05:07We have to stop the destruction
05:09of Ukraine's infrastructure.
05:11It is a terrible war.
05:13So I'm really excited.
05:15And let's make the best out of today
05:16and make sure that,
05:18from today onwards,
05:19we get this thing to an end
05:21as soon as possible.
05:22I really want to thank you
05:22for your leadership,
05:24what you are doing for Lodemy,
05:25but of course,
05:26also all the European colleagues.
05:27It is really crucial.
05:28And the fact that you have said,
05:31I'm willing to participate
05:32in the security guarantees
05:33is a big step.
05:35It's really a breakthrough,
05:36and it makes all the difference.
05:38So also,
05:39thank you for that.
05:40Well,
05:40NATO also has agreed
05:41from 2% to 5%,
05:43which is something
05:44that is a massive amount of money.
05:46And it's 2%
05:47that wasn't always paid
05:48to 5% that is paid.
05:50That's a big difference.
05:51And so we appreciate that.
05:53That was a great move.
05:54Thank you very much.
05:55Ursula,
05:56maybe on behalf of the Commission,
05:57you could say a couple of words.
05:59Thank you very much.
06:00It's a pleasure to be here,
06:02and it's a very important moment.
06:04Indeed,
06:05we are here,
06:05Europeans,
06:06as friends and allies.
06:07We had a fantastic NATO summit.
06:11Together,
06:11the two largest
06:12and biggest economies
06:13in the world,
06:14we had the largest
06:15trade deal ever.
06:17That's right.
06:17Agreed.
06:18And now we are here
06:20to work together with you
06:22on a just and lasting peace
06:24for Ukraine's stop the killing.
06:25This is really
06:26our common interest,
06:28stop the killing.
06:29And indeed,
06:29it's very good to hear
06:30that we're working
06:31on the security guarantees,
06:32Article 5 lies security guarantees,
06:35so important.
06:36But I want to thank you also
06:38that you mentioned
06:38the thousands
06:40of Ukrainian children
06:41that have been abducted.
06:43And as a mother
06:44and grandmother,
06:45every single child
06:47has to go back
06:48to its family.
06:49This should be
06:50one of our main priorities
06:52also in these negotiations
06:53to make sure
06:54that the children
06:55come back to Ukraine,
06:56to their families.
06:58And we did.
06:59I was just thinking
07:00we're here for a different reason,
07:02but we just a couple
07:03of weeks ago
07:04made the largest trade deal
07:05in history.
07:06So that's a big thing,
07:08and congratulations.
07:09That's great.
07:10Thank you very much, Esla.
07:11Mr. Chancellor
07:13from Germany,
07:15a very great leader.
07:17Mr. President,
07:18dear Donald,
07:19many thanks
07:19for having us today.
07:21I think this is
07:21extremely helpful
07:23that we are meeting
07:25and hearing
07:26that the two of you
07:27are having
07:29such a good meeting
07:30today here in Washington.
07:32The next steps ahead
07:33are the more complicated ones now.
07:37The path is open.
07:38You opened it
07:39last Friday,
07:41but now the way
07:42is open
07:42for complicated negotiations.
07:45And to be honest,
07:47we all would like
07:48to see a ceasefire,
07:50the latest
07:51from the next meeting on.
07:53I can't imagine
07:54that the next meeting
07:56would take place
07:57without a ceasefire.
07:59So let's work on that
08:01and let's try
08:01to put pressure on Russia
08:03because the credibility
08:04of these efforts,
08:06these efforts
08:06we are undertaking today,
08:07are depending on
08:09at least a ceasefire
08:11from the beginning
08:12of the serious negotiations
08:13from next step on.
08:15So I would like
08:16to emphasize
08:17this aspect
08:18and would like
08:19to see a ceasefire
08:21from the next meeting,
08:23which should be
08:24a trilateral meeting
08:25wherever it takes place.
08:27Well, we're going
08:28to let the president
08:29go over
08:30and talk to the president
08:32and we'll see
08:33how that works out.
08:34And if we can do that,
08:35I will say,
08:37and again,
08:37I say it,
08:38in the six wars
08:39that I've settled,
08:40I haven't had a ceasefire.
08:42We just got into
08:43negotiations
08:44and one of the wars
08:46was, as you know,
08:47in the Congo,
08:48was 30 years,
08:4931 years long.
08:51Another one
08:52that we settled last week
08:53with two great countries
08:54was 35 years going on
08:56and we had no ceasefires.
08:57So if we can do
08:58the ceasefire,
08:59great,
09:00and if we don't
09:01do a ceasefire,
09:03because many other points
09:04were given to us,
09:05many, many points
09:06were given to us,
09:07great points.
09:08Please, Georgia,
09:08go ahead.
09:10Well, thank you very much,
09:11Donald,
09:12Mr. President,
09:13for hosting us today
09:14in this important meeting
09:15and I think it is
09:17an important day,
09:19a new phase,
09:20after three years and a half
09:22that we didn't see
09:23any kind of sign
09:24from the Russian side
09:27that there was
09:28a willing for dialogue.
09:29So something is changing,
09:31something has changed,
09:32thanks to you,
09:34thanks also
09:35to the stalling
09:36in the battlefield,
09:37which was achieved
09:39with the bravery
09:39of Ukrainians
09:41and with the unity
09:43that we all provided
09:44to Ukraine.
09:45And the reason why
09:46I mention it
09:47is that we also
09:48have to remind
09:49that if we want
09:50to reach peace
09:51and if we want
09:52to guarantee justice,
09:55we have to do it united.
09:57So that's why
09:58it's a very good day,
10:00the one we are in.
10:03You can obviously
10:04count on Italy
10:05as it was from the beginning.
10:06We are on the side
10:07of Ukraine
10:08and we do absolutely
10:10support your efforts
10:12towards peace.
10:15We will talk
10:16about many important topics.
10:19The first one
10:20is security guarantees,
10:22how to be sure
10:22that it won't happen again,
10:25which is the precondition
10:26of every kind of peace.
10:28I'm happy
10:29that we will discuss
10:30about that.
10:30I'm happy
10:31that we will begin
10:32from a proposal
10:32which is the,
10:34let's say,
10:34Article 5 model,
10:37which was Italian
10:39at the beginning.
10:40So we are always ready
10:42to bring our proposals
10:43for peace,
10:45for dialogue.
10:46It's something
10:46we have to build together
10:48to guarantee peace
10:50and to defend
10:51the security
10:51of our nation.
10:52So thank you,
10:53Mr. President,
10:54for hosting us.
10:55Thank you very much.
10:56Emmanuel.
10:58Thank you,
10:59Mr. President,
11:00for organizing
11:01this meeting
11:02and for your commitment.
11:05And everything was said,
11:07but I have to,
11:08I just have to say here,
11:10everybody around this table
11:11is in favor of peace.
11:14And we work very hard
11:16and we've worked very hard
11:17during the past few years
11:18to have a peace
11:19which is a robust
11:21and longstanding peace.
11:23This is why
11:24the idea
11:25of a trilateral meeting
11:26is very important
11:28because this is
11:28the only way
11:29to fix it.
11:30And by the way,
11:31I think as a follow-up,
11:33we would need
11:33probably a quadrilateral meeting
11:35because when we speak
11:35about security guarantees,
11:37we speak about
11:38the whole security
11:39of the European continent.
11:41And this is why
11:41we are all united here
11:42with Ukraine
11:44on this matter.
11:46In order to organize
11:47such a trilateral meeting,
11:49your idea
11:49to ask for a truce
11:51or at least
11:52to stop the killings
11:53as we discuss
11:55is a necessity.
11:57And we all support
11:59this idea.
12:00And in order
12:00to have such
12:01a longstanding peace
12:02for Ukraine
12:03and for the whole continent,
12:04we do need
12:05these security guarantees.
12:07And the first one
12:08is clearly
12:09a credible Ukrainian army
12:11for the years
12:12and decades to come.
12:14And the second one
12:15is our own commitments,
12:17all of us.
12:18And we worked very hard
12:19during the past few months
12:20among the coalition
12:22of the willing
12:23with the support of NATO
12:24to build
12:25the different pillars
12:26of security guarantees
12:27and our commitments.
12:29And you can be sure
12:29that the Europeans
12:30are very lucid
12:31about the fact
12:31that they have
12:32their fair share
12:33in these security guarantees
12:35for Ukraine,
12:36but their own security
12:37is clearly at stake
12:39in this situation.
12:40So you can count on us
12:42as we can count on you
12:43in order to deliver
12:45this robust peace
12:47for both Ukraine
12:48and Europe.
12:50Thank you very much,
12:50Emanuel.
12:51Mr. Prime Minister?
12:53Thank you very much,
12:54Mr. President,
12:55and thank you
12:55for hosting us here.
12:57Can I start
12:58where Emanuel started,
12:59which is we all want peace.
13:02The war in Ukraine
13:03has had a huge impact,
13:05particularly on the Ukrainians
13:06who borne the brunt of it,
13:08but it's also had an impact
13:09on Europe
13:10and on the United Kingdom.
13:12There's not a family
13:12or community
13:13that hasn't been affected.
13:15And when we talk
13:16about security,
13:17we're talking about
13:18security not just of Ukraine,
13:20we're talking about
13:20the security of Europe
13:22and the United Kingdom as well,
13:23which is why
13:23this is such an important issue.
13:25I think this is
13:26such an important meeting.
13:27As a group,
13:28I think we've had
13:28a discussion on the phone
13:29a number of times,
13:30Mr. President,
13:31but be able now
13:32to be around the table
13:33to take it forward.
13:34And I really feel
13:36that we can,
13:37I think,
13:38with the right approach
13:39this afternoon,
13:40make real progress,
13:41particularly on
13:42the security guarantees
13:43and your indication
13:44of security guarantees
13:45of some sort of
13:46Article 5 style guarantees
13:48fits with what
13:49we've been doing
13:50with the Coalition
13:50of the Willing,
13:51which we started
13:52some months ago,
13:53bringing countries together
13:54and showing that
13:55we were prepared
13:56to step up to the plate
13:57when it came to security.
13:59With you coming alongside
14:00the US,
14:02alongside what
14:03we've already developed,
14:04I think we could take
14:05a really important
14:06step forward today,
14:07a historic step,
14:08actually,
14:08could come out
14:09of this meeting
14:10in terms of security
14:11for Ukraine
14:12and security in Europe.
14:13I also feel
14:15that we can make
14:16real progress
14:17towards a just
14:20and lasting outcome.
14:22Obviously,
14:22that has to involve
14:23Ukraine,
14:24and a trilateral meeting
14:26seems the sensible
14:27next step,
14:28so thank you
14:28for being prepared
14:30to take that forward
14:31because I think
14:31if we can ensure
14:34that that is
14:36the progress
14:37out of this meeting,
14:38both security guarantees
14:39and some sort
14:40of progress
14:40on trilateral meeting
14:42of some sort
14:43to bring some
14:45of the difficult issues
14:46to a head,
14:47then I think
14:48today will be seen
14:49as a very important day
14:51in recent years
14:52in relation to a conflict
14:53which has gone on
14:54for three and a bit years,
14:56and so far,
14:57nobody's been able
14:58to bring it to this point,
14:59so I thank you for that.
15:00Well, thank you very much,
15:02and, you know,
15:03it's very interesting
15:04because this is the first
15:05for the White House,
15:05so you can't say that
15:06very often.
15:07It's seen a lot
15:08over the years
15:09since 1800, 1799,
15:12to be almost exact,
15:14but this is the first
15:16where we've had
15:16so many prime ministers,
15:17presidents,
15:18the heads of European nations,
15:22and, by the way, Alex,
15:23I'd like you to say
15:23a couple of words, too.
15:24You're a young,
15:26powerful man.
15:28Before I finish up,
15:29I want you to say
15:30a couple of words.
15:30Go ahead.
15:33I'll take the notion
15:34of youth back to my wife
15:36and try to convince her.
15:38Thank you very much,
15:38Mr. President.
15:39I think in the past
15:41two weeks,
15:42we've probably
15:43had more progress
15:44in ending this war
15:46than we have
15:46in the past
15:47three and a half years,
15:48and I think the fact
15:49that we're around
15:50this table today
15:52is very much
15:53symbolic in the sense
15:54that it's Team Europe
15:55and Team United States
15:57helping Ukraine,
15:59and the progress
16:00that we're looking out
16:01of this meeting
16:02is about the security
16:04guarantees,
16:05which are a big part
16:07of this,
16:08and then, of course,
16:09moving towards
16:10a process
16:10with the trilateral
16:11meeting with you
16:12and President Putin
16:14and President Zelensky.
16:16Some of the international
16:17media might wonder,
16:19you know,
16:20why is the president
16:21of Finland here?
16:22I think the reason
16:23is probably that
16:24we might come
16:25from a small country,
16:26but we have
16:27a long border
16:28with Russia,
16:29over 800 miles,
16:31and we, of course,
16:32have our own
16:33historical experience
16:34with Russia
16:34from World War II,
16:37the Winter War,
16:37and the War of Continuation,
16:39and if I look
16:40at the silver lining
16:41of where we stand
16:42right now,
16:43we found a solution
16:44in 1944,
16:46and I'm sure
16:46that we'll be able
16:47to find a solution
16:48in 2025
16:50to end Russia's
16:51war of aggression
16:52and find
16:53and get
16:54a lasting
16:56and just peace.
16:57The situation
16:58is very difficult,
16:59but that's why
16:59we're here.
17:00Thank you, Alex,
17:01very much.
17:02Good job.
17:03So we're going
17:04to be meeting
17:04for a while,
17:06and we're going
17:07to discuss
17:08some of the issues,
17:09and I don't think
17:10there's any issue
17:11that's overly complex.
17:13It's at a point now
17:14where people
17:15want to do things.
17:16I really do believe.
17:18I've known him
17:18for a long time.
17:19I've always had
17:19a great relationship
17:20with him.
17:21I think that
17:21President Putin
17:22wants to find
17:23an answer, too.
17:24And we'll see.
17:26In a certain period
17:27of time,
17:28not very far
17:28from now,
17:29a week or two weeks,
17:31we're going to know
17:31whether or not
17:32we're going to solve this
17:33or is this horrible
17:35fighting going to continue.
17:36We'll do our best
17:37to get it ended.
17:39And I believe
17:41you have two willing
17:42parties,
17:42and usually that's
17:43good news,
17:43but two willing parties
17:44that want to make a deal.
17:46And we'll journey together
17:48and we'll go over
17:49and we'll see
17:50if it can be done.
17:51And it's possible
17:52it might not be able
17:53to be done.
17:54On the other hand,
17:55it's possible it will.
17:56And we're going to save
17:57thousands and thousands
17:58of lives a week.
18:00And so it's something
18:01we really have to do.
18:03Or at least we have
18:04to give it our best.
18:05It's all you can do.
18:06You can give it your best.
18:07But I think we may have
18:08a very good outcome.
18:09So I want to thank you all
18:11and the media.
18:11I want to thank you.
18:12We're going to be
18:12staying here for a little while
18:14then we're going to walk
18:15over to the Oval Office
18:16and we're going to have
18:18another little discussion
18:19about similar matters.
18:22And then they're going
18:23to go home
18:24to their great countries
18:25and report.
18:27And I'm going to remain
18:28here and work
18:29and you're going to go
18:29and work.
18:30We're all going to be
18:31working.
18:32We may be in a different
18:34location,
18:34but that's what we know
18:35how to do is work.
18:36But I want to thank
18:37the media has been
18:38actually very fair,
18:39generally speaking,
18:40very fair.
18:41I think it's important
18:42that they're fair
18:42because this is
18:43a very important
18:45subject.
18:47We have to get it ended.
18:49And so that's all
18:50we ask for is fairness
18:51with the media.
18:52Thank you all very much.
18:53We appreciate it.
18:54Thank you very much.
