00:00It's day eight of the government shutdown.
00:02A continuing resolution failed in the Senate for the sixth time.
00:05The permit of the motion upon reconsideration is not agreed to.
00:09Now there's talk of a bill to make sure members of the military get paid,
00:13otherwise they'll miss a paycheck next week.
00:16Everybody should get paid. We don't need to be in this situation.
00:19But Republican leadership has made clear, if Democrats want troops to be paid next week,
00:24they need to vote to fund the government with a seven-week continuing resolution.
00:28It does us no good to be here dithering on show votes.
00:31A show vote? I can't imagine anything more disrespectful.
00:38All right, so the Senate voted today on two bills.
00:41The Republicans' continuing resolution that temporarily funds the government for seven weeks
00:46and the Democrats' continuing resolution that temporarily funds the government
00:50and repeals Medicaid cuts that Republicans approved in July
00:54and permanently extends Obamacare premium tax credits that are set to expire at the end of the year.
01:01Both of them failed.
01:02The House of Representatives remains out of session.
01:05There really isn't any progress being made on a negotiation.
01:08Democrats are trying to pressure Mike Johnson into bringing the House back to Washington
01:12so lawmakers can vote on a bill to pay the troops.
01:15In a letter, 10 Democrats wrote, if Congress doesn't act,
01:19three million service members will miss a paycheck on October 15th.
01:22I believe that we should pay our men and women in uniform,
01:28and I support the effort of our members to make sure that that takes place.
01:32And shame on the Republicans for remaining on vacation
01:36and even refusing to pay our troops
01:40because of their continued effort to gut the health care of the American people.
01:47With regard to paying the troops, I want everybody to listen to me very carefully.
01:51Hakeem Jeffries and the House Democrats, as Leader Scalise said so well,
01:55are clamoring to get back here and have another vote
01:57because some of them want to get on record and say they're for paying the troops.
02:00We already had that vote.
02:02It's called the CR.
02:03Every Republican and at least one Democrat had the common sense to say,
02:07of course we want the government to stay in operation.
02:09Of course we want to pay our troops.
02:11Republicans, meanwhile, are trying to pressure Democrats to agree to a one-year extension
02:16of Obamacare premium tax credits that are set to expire at the end of the year.
02:21Without this extension, it's projected that premiums will skyrocket for many Americans
02:26who get their health insurance through the online federal marketplace.
02:30But not all Republicans support an extension because they believe the program is too expensive
02:35and was only expanded due to COVID.
02:38Congressman Mike Lawler is walking his bill around trying to get Democrats to sign on as sponsors.
02:43What's going to be an premium?
02:44Oh, you mean the bill that I'm signed on to to extend it?
02:48Oh, yeah.
02:48We actually have put forth legislation to do it.
02:52You guys just keep pontificating.
02:54How about you go down the floor?
02:55Have they go home to open the government up?
02:57Democrats call that proposal a non-starter.
