00:05And I was like, well, is that something that's illegal?
00:08Is it something I would get in trouble for?
00:09And I was like, no, no, no, we've been doing this for a while.
00:12You'll never get caught.
00:13Dr. McWhorquist will come into the office and be paid underneath the table.
00:17It will be about $200 a person.
00:20Once that was explained to me, I went to my boss in order to let him know what was going on.
00:25So I don't understand between that person and me how I got roped into this.
00:31A driver's licensing office in Kentucky is in hot water after a whistleblower revealed a staggering inside scheme to issue driver's licenses and permits to illegal immigrants without them taking a test or going through a Homeland Security background check.
00:47According to a whistleblower complaint filed in April, two employees at one of the offices allegedly pocketed cash from undocumented drivers in exchange for a license by outfitting them with fake documents like birth certificates and social security cards.
01:02The scheme only started to unravel when a clerk at the center, Melissa Moorman, was approached by one of the employees to join in on the, quote, business venture, which was charging undocumented drivers $200 a pop.
01:15First, it was like a series of meetings.
01:18Do you want me for lunch?
01:19Do you want to do, do you want me to have to work?
01:22And it was a little suspicious because I haven't talked to this person in a while.
01:25She said, I have something for you that might help you make a little more money.
01:28Do you, are you interested?
01:30I was like, okay, tell me.
01:31Because she said, you know, this is a business venture.
01:33You know, I have someone who can make first tickets, social security cards, make it look legit.
01:38I was like, okay, so tell me more because I'm curious.
01:41So she said, you know, you'll scan the documents like normal.
01:46We can show you how to go in and bypass the system in order to get their driver's license and their permits.
01:52And then you would issue them like normal.
01:56And I was like, well, is that something that's illegal?
01:58Is it something I would get in trouble for?
02:00And I was like, no, no, no.
02:00We've been doing this for a while.
02:02You'll never get caught.
02:04Moorman said she reported this scheme twice to her boss and was even unknowingly roped into the situation
02:09when she discovered that the employees had been using her login credentials to commit the potential fraud.
02:15She estimated that the two employees were selling four to five licenses per day to illegal immigrants for a period of over two years.
02:22I was unaware of anything that was going on until I was approached with this business venture.
02:28I had no idea how it started and I have no idea how it came to be.
02:32I just know that there was a certain person that was creating these documents and it was being provided to these undocumented workers.
02:41But even after reporting the conduct to her boss and speaking to investigators,
02:45Moorman was fired from her clerk position at the Kentucky Transportation Cabinet.
02:49She is now suing the cabinet, claiming she was fired in retaliation for being a whistleblower.
02:55Detectives came in.
02:56They started talking to me.
02:57They showed me the letter.
03:00They showed me everything that was used with my ID.
03:04So, you know, they questioned me about, you know, what I do on a daily basis.
03:08You know, how do I provide licenses and permits?
03:11I mean, they always questioned me.
03:13They questioned me actually three times.
03:15I let them know that I was not involved in this illegal activity.
03:20I have no parts in this illegal activity and I'm willing to prove it.
03:26I said, are you sure?
03:27Is there anything you don't want to tell us?
03:29I said, no, there's nothing that I need to tell you because I didn't do anything wrong.
03:34Everybody in the office was interviewed by the detectives, not just me.
03:37So I sat there maybe 10 minutes after the other employee got cleared at her desk and left, I get my call.
03:45And when I got to my car and I was like, could you explain to me the reason that they gave you that I got let go?
03:51They just said nothing.
03:52They said, nope.
03:53They just said your assignment has ended.
03:55KYTC has denied most of the allegations made in Mormon's whistleblower suit, telling the Courier Journal that the clerk was fired for, quote,
04:04legitimate, non-discriminatory reasons and it was not related to the alleged whistleblowing activity.
04:10Both of the employees accused in the fraudulent wrongdoing were fired in 2024,
04:14and almost 2,000 driver's licenses have been revoked by the state.
04:18Kentucky's Democratic governor, Andy Beshear, said a criminal investigation is ongoing and includes multiple offices.
04:24But when he was asked about Mormon's lawsuit at a press conference, the governor didn't offer many details,
04:30other than stating that the suit contained inaccurate claims.
04:33I haven't read that complaint.
04:35What I do know is that there are at least some statements in that complaint that are not factual and that don't follow how the original investigation went.
04:46I want to clear my name for number one.
04:49Number two, I was about to be promoted to a supervisor.
04:53During the Christmas break, I actually covered for my boss.
04:57I opened the door.
04:58I counted the money.
05:00I did the reports.
05:01And I counted the money again at the end of the day.
05:04I actually had a key.
05:04So if I wasn't a stellar worker, why would, you know, I be entrusted in order to open up the whole office and supervise employees while he goes away?
