00:00This is a day that two Sydney parents in particular have been waiting for.
00:06Eloise and Danny Massa lost their little boy Joe at the Northern Beaches Hospital.
00:11He'd come to the emergency department limp, suffering a critical lack of fluids after vomiting.
00:17Now Eloise pleaded for him to be put on a drip but that didn't happen fast enough.
00:22There were issues with the triage process, issues with the IT systems and little Joe sadly died.
00:29Now they've been campaigning hard for the hospital to be brought under public control ever since.
00:34We know that Joe's case was not isolated.
00:37We know that there have been systemic failures in the emergency department at Northern Beaches Hospital.
00:45And now today the government is making a monumental step in the right direction to put patient safety at the forefront
00:57and to restore community confidence in our local hospital.
01:03For months the government's been in talks to take control of the hospital.
01:06It's been negotiating with the receivers of Healthscope, the cash strapped private operator,
01:11which has been running the hospital and providing public patients with care under a contract with the state government.
01:17Well today the government's announced that as part of an in-principle agreement,
01:20taxpayers will fork out $190 million to take control of all 494 beds.
01:27And clinical and support staff already employed, they'll be offered jobs with New South Wales Health.
01:32This is a model of healthcare that should never see the light of day again.
01:38This is a failed model.
01:40It fails in relation to the delivery of health services.
01:44It fails in relation to the staff that operate those services.
01:48And it fails community and public expectations.
01:51Many details still need to be worked out.
01:53For example, what sort of private services will still be available to patients who rely on them there on the northern beaches?
02:01And what sort of equipment will Healthscope leave behind in the hospital?
02:05The government says it's still in talks with the private provider to negotiate those details.
02:10But it says if it can't reach a final agreement, it does have the legislative power to take control.
02:16First the government said it's still in talks with one unit.
