President Marcos said the government will begin livestreaming bicameral conference committee (bicam) deliberations on the proposed 2026 national budget to ensure transparency and accountability in the legislative process.
00:00I think that I'm hoping and I'm fairly confident that that's not going to be necessary simply because that we have been involved, I have been involved in, as you can imagine, I have been involved in detail on the preparation, especially in the house or the budget.
00:17And as far as we have been able to examine, there are no projects that are listed there, there are no items that are listed there that are outside of the socio-economic development plan of the Philippines and all the plans derived from that, i.e.
00:39Kusang pupunta yung FMR, kusang pupunta yung school building, kusang pupunta, all of these are all part of the general plan.
00:49So, I do not think, for the last time that I saw, the last version of the budget, wala naman akong nakita na kumihiwala ito sa atlalo ng national government.
01:05Kaya hindi siguro kailangan mag-vito. Pero tignan natin, kasi hindi pa tapos sa proseso, dadaan pa sa Senado yan, dadaan pa sa FICA.
01:14At titignan natin, natitiyahin natin na ganun pa rin ang sinusundan na proseso na dapat nasa ilalim lahat ng ating plano na galing sa national government.
01:34And to further encourage transparency, I intend to livestream the BICAM. So, that's what I told them already.
01:44There is no more small committee.
01:46Ayung dating ginagawa, that they have a BICAM, then they suspend, then there's a small committee. Wala nang small committee.
01:53I have the agreement of the Senate President and the Speaker na ganun ang gagawin natin.
01:59We will livestream the entire process so that if there are questionable, shall we say, insertions or additions or all that,
02:07it will also be clear who moved, who made those changes or who proposed those changes so that people will know.
02:15So, that is what we have instituted, some new procedures.
02:22You know, the BICAM is actually a public hearing.
02:25Pero hindi ganun ang kasusunod.
02:28So, because may a small committee.
02:30So, now it will all be all out in the old.
02:33And those of the cabinet members?
02:34We will follow the new rules.
02:36Sorry, we will follow the old rules.
02:38These old rules were suspended in the last administration.
02:41Where the Salad was, it was much, much easier to get a copy of the Salad and to examine it.
02:48And I was quite surprised to find out when I first came into office that that was no longer the case.
02:54That it was almost impossible, in fact, to get a copy of a people's Salad.
02:59And so, we are just going back to the old procedure.
03:04And we will follow that, whatever, whatever, whatever happens.
03:09Again, my Salad is, is, is, is, I have, again, it's, it's, it will be available, as available to whoever would like to,
03:20kung bigyan, hingiin sa akin ng ICI, hindi siya pinipikay ko.

03:28And will you enjoy your cabinet, it will the same?

03:43We follow the evidence.
03:45And wherever that leads, it's, it's, it's not something that we try to direct or influence.
03:52That's why we have the ICI.
03:55They are an independent commission.
03:57And that is their job.
03:59And what, their job is to follow the leads that they receive.
04:03And if necessary, or if it is justified, that they can, they will now recommend to either the Ombudsman,
04:12or to the DOJ, that, uh, cases be filed.
04:16So, let them do their work.
04:18We do not interfere with what they do.
04:21Uh, wherever it may lead, sinabi ko na nga yan.
04:24I know that there are several, the opposition would love to, to, to, to bring me into this, uh, to, to, to include me in all of this.
04:38But that's politics.
04:40That is not, that is, that is not, that is not to do about corruption.
04:44That is to do about politics.
04:46Gusto nila akong tanggalin.
04:48Okay, and sige, kaya nila nagawin lahat yung mga nagawin nila.
04:51Uh, pero, eh, nandiyan, kaya nandiyan ang ICI, para silang pag-aaral, silang, silang gagawa ng pag-aaral,
04:59at ang paghabol ng ebidensya, ag-verify sa mga kwento, sa mga sumbong, sa mga informasyon na nakatanggap nila.
05:07And, uh, I'm, uh, I'm, on this, I'm confident that, uh, whatever, whatever mud might be slung, uh, the administration,
05:18that, uh, we will be able to show that this is, these are, these are politically motivated
05:24and do not actually have any, any validation in fact.
05:29In the sense that I, I know that you have to be very careful to keep, uh, uh, everyone as part of the, uh, uh,
05:36uh, the, uh, the administration and in support of the administration, supporting of the administration.
05:42And so we are constantly talking to everyone and saying, is this, is this, we are very, we are very, uh, uh, open in our discussions.
05:53Yeah.
05:54They, whoever has any kind of grievance or have, uh, any kind of complaints and who, uh, might be thinking
06:02or saying that this is not, uh, we no longer agree with the administration.
06:07We always, uh, go to them and say, what's the, what can we do to accommodate your, your, your, uh, uh, your advocacy, uh, or the, some of the, some of the things that, uh, that they would like to, that they would like the national government to do.
06:25And so that's, uh, that's what we are doing.
06:27And, you know, it, it is never, it doesn't serve any, it, it is dangerous for someone in my position to be complacent.
06:37Uh, to say, don't worry, everybody, everybody.
06:40If it's something that we have to attend to, we do.
06:48Because we listen to, we try to listen to everyone.
06:51And so that's the only way.
06:53That's the only real way that you can keep the support of people in different sectors.
06:58So when you ask me how confident I am, all I can say is that in our assessment, we are, and we are still very much,
07:07that the administration is still very much on solid ground in terms of support from the different sectors of society.
07:14However, we work very hard to continue to, to earn that support from them.
07:21We know that, uh, because they voted for you in the last election that nothing will change.
07:28Hanggang, uh, kamatayan, gyan na at gyan na yun, hindi naman ganun yan.
07:32Politics is a very variable, very, uh, volatile.
07:36Volatile, uh, volatile exercise.
07:39And so, uh, what I can say is that we are confident that the important sectors of society, the power centers of society,
07:47and of the administration are very supportive still of the, uh, um, the advocacies of the administration,
07:55the, the programs of the administration.
07:58And we will continue to work very hard to make sure that we are doing what people want.
