00:06Taso sa amin, dalawa nga ng DICT, kung sino pwedeng maging legitimate fact checker dito sa Pilipinas.
00:12Kasi ang nangyayari po, ang rinirecognize lang ng meta is yung may mga regulators,
00:18Department of Finance, Department DTI, dahil nga may issue sa mga consumers,
00:24consumer protection, tapos yung DMW. So pati po kami sa PCO, naalala ko nung naglabas po ng fake memo,
00:32may isang naglabas na fake memo na di umano galing sa Office of the Executive Secretary.
00:39Ngayon, sinabi ko sa CICC, sa Cybercrime and Investigation Coordinating Council,
00:45pare, national security concern na to. Pwede bang sabihin mo yung mga platforms,
00:50tanggalin, agad, agad, yung memo na yan, dahil fake news yan.
00:56Alam mo, sir, natanggal, hindi nila tinanggal.
01:01Ang reason ng mga platforms is that,
01:04ito is freedom of expression, may community standards kami.
01:09Ang bawat isang user, siya ang, kumbaga, accountable to his or her account.
01:17So, ano ito? Are we at the mercy of the platforms?
01:23Bakit ganun? I was, PCO na ako, Presidential Communications Office.
01:28Sinasabi ko ng national security concern,
01:31I was getting a certification, I had my certification from the CICC, ng DICT,
01:37and yet, ayaw pa rin magtanggal.
01:40Dadaan pa raw ako ng fact checker na third party fact checker.
01:44So, I think, Asik Aboy can elaborate on what happened.
01:51So, eventually po, ilang beses namin silang kinakausap.
01:55Sabi namin, wala kayong, hindi kayo dito nakabase,
01:59hindi pa kayo nagbabayad ng buis,
02:02and yet, you don't regulate or stop fake news here in the Philippines.
02:07Ang nangyayari po dito sa Pilipinas is,
02:10kumikita sila sa atin.
02:14Hindi natin sila pinakakakausap.
02:16Inaalaw natin itong space na to.
02:18Kung baga, pag pumasok ka ng bar,
02:21na may nangyayaring iligal doon sa bar,
02:25hindi naman yung mga taong gumagawa ng iligal na
02:28ang dapat mong tirahin.
02:29Dadaan, pa isa-isa lang po yun.
02:31Yun yung mga vloggers.
02:33Dapat, yung nagche-check,
02:34yung pagpasok pa lang sa bar,
02:36Or, ikaw na nag-checheck kung tama ba itong impormasyon na ito.
02:40At kung hindi mo pwedeng gawin yan, hindi mo ma-self-regulate yung sarili mo,
02:44eh di dapat, mangyari, iparegulate mo sa iba.
02:48I just learned from the Minister of Information ng Singapore po,
02:53that since 2019, they already have regulation against disinformation, misinformation, and fake news in their country.
03:02And the platforms follow them.
03:04May strict rules po yan.
03:07There's another law po, na landmark law, in the European Union, yung Digital Services Act,
03:15na nire-regulate din niya po, may penalties against platforms, social media platforms,
03:22na kapag nagpapalabas ka ng fake news, you will be penalized.
03:31Ang tinitira po nila yung penalties mataas po, 6% of profit po, ang ginagawa nila.
03:38With the absence of a law, first of defining what fake news is, penalties, studies,
03:48wala tayong mapanghahawakan.
03:51Kaya kung makalat ng ganyang karami yung fake news, katulad po nung nangyari nung last elections,
03:57in the last elections, many public servants, yung mga iba kasi,
04:01ilang buwan o ilang taon ng preparation na kakasira na kakasira sa isang politiko,
04:10yun lang ginamit nila, disinformation, misinformation, fake news laban sa kandidato,
04:17natalo o kaya bumaba yung kanilang support.
04:20Kasi dahil nga dun sa paninira, and yet, hindi ma-stop eh.
04:25Kasi nga, usually ang ginagawa ng ibang mga politiko, or ibang mga kalaban,
04:30eh nag-hire yan ng trolls, cyber warriors.
04:33So, sakakasira na sakakasira, eh lahat naman tayo nasa cyber world ngayon.
04:38Dalawa ng mundon ng Pilipino eh.
04:40Yung real world, yung cyber world.
04:42Most of the people now, probably, half of their time, spare time, napupunta sa cyber world.
04:48Eh ito na yung nakikita nila. So, nai-influensyahan yung utak ng tao.
04:52Eh papano kung ang tao, binibase niya ang desisyon niya sa mga fake news, o kasinungalingan?
05:00Isipin mo kung ang mga butante natin, boboto, base sa impormasyon ng kasinungalingan,
05:08anong klaseng generation, anong klaseng democracy meron tayo?
05:12Another threat po, if you do not put a stop to fake news,
05:16is that eventually, our people will no longer decide based on informed decisions,
05:24but based on lies.
05:27We agree that there is a right to information,
05:33but that right should be accurate information.
05:38In the Philippines, ang pang-contra po natin sa fake news is yung cyber crime law pa rin,
05:46na dapat may intent.
05:48Dito sa atin, wala pa po tayong batas na dapat tapusin itong laban natin sa fake news.
05:59The fight against fake news is not just for the present,
06:02but it's for the future of our country.
