00:00Russian forces launched a barrage of strikes against Kharkiv overnight into Tuesday, hitting a hospital and wounding seven people.

00:09The attack on Ukraine's second-largest city forced the evacuation of 50 patients from the primary healthcare facility.

00:16President Volodymyr Zelensky said the main targets were energy facilities and again urged foreign partners to provide more air defense systems.

00:23This fall comes as a new report on Tuesday revealed a sharp drop in European military support for Kyiv.

00:32According to the Kyiv Institute, foreign military aid fell by 43 percent compared to the first half of the year.

00:39That fall occurred after the creation of a new NATO fund that pulls contributions to purchase U.S.-made weapons for Ukraine.
