00:00which are simply permitted tolerated yeah okay all right fair enough
00:04fair enough i guess well on that we're gonna roll into our final story of the day oh man this is a
00:12humdinger for you guys i hope you enjoy this dale this is probably gonna get you all fired up right
00:17now okay so i'm just warning you make sure you make sure heather keeps the heart monitor on you
00:21okay because the xdea administrator annie milligram swampy legacy that's right full of
00:28no bid contracts no marijuana reform and no accountability mmj biopharma ceo duane boyce
00:36summed it up bluntly he says milligrams dea was a monument to incompetence and indifference he says
00:43and patients paid the price every day of delay meant another day people with huntingtons and
00:53multiple sclerosis went without hope terry cole now has the chance to fix what she's broke he says
00:59former dea administrator annie milligram left behind a cloud of controversy unanswered questions and a
01:07legacy of paralysis on medical marijuana policy as new details emerge about the potential justice
01:13department inspector general's investigation into her administration's no bid contracts to friends
01:18and former colleagues one thing is unmistakably clear under milligram's leadership the dea squandered
01:25historic opportunities to modernize its outdated approach to medical cannabis but there's a culture
01:30of cronyism and there's been no reform because according to federal records and congressional testimony
01:35the oig probe examined millions of dea contracts milligram awarded without competition including 4.7
01:43million dollars for strategic planning to personal associates 1.4 million dollars to wilmer hale for a
01:51politically connected review and nearly 400 000 to a new jersey ally hired within weeks of her
01:59confirmation these revelations came as the agency was failing its most critical mandate responding to
02:06the nation's demand for medical cannabis research and reform and a quote while dea insiders
02:13cashed in on sweetheart contracts patients were left suffering said duane boyce president and ceo of
02:19mmj biopharma cultivation a pharmaceutical company still waiting after seven years for dea approval to grow
02:27cannabis for fda clinical trials milligrams dea spent more time rewarding friends and fulfilling its
02:34legal duty to advance medical science it was a monument to incompetence and indifference
02:39but there was a legacy of delay and denial under milligram because the dea refused to act on multiple
02:47applications to manufacture cannabis for research including mmj biopharma's 2018 petition to produce
02:54pharmaceutical grade marijuana for fda approved trials in huntington's disease and multiple sclerosis
03:00despite mmj's fda investigation new drug the ind uh clearances and orphan drug designations
03:08milligram's office imposed uh uh retractive requirements delayed reviews for years and ignored
03:15congressional oversight requests meanwhile dea lawyers defended unconstitutional tribunal
03:22proceedings against companies like mmj proceedings that the supreme court later struck down in axon
03:28versus ftc and uh jarkiski versus sec as violations of separation of powers protections
03:36milligrams in action wasn't just bureaucratic it was immoral boys continued every day of delay meant another day
03:45patients with huntington's and ms went without treatment he says she could have been fighting cartels not
03:51crushing clinical research he says but the scandal overshadowed the whole overall mission as the dea stumbled
03:59through its swampy internal turmoil the agency's public mission eroded milligrams contracting scandal drew
04:06part bipartisan condemnation with representative mike garcia republican from california calling her performance
04:12flagrant and offensive and senator chuck grassley demanding explanations for credible allegations of
04:21favoritism and waste milligram deflected saying she would not step in front of the inspector general
04:27two years later the oig has still released no final report leaving questions of accountability
04:34unanswered a hopeful future though is under administrator terry cole milligram departed quietly in january of 2025
04:42leaving behind an agency paralyzed by mismanagement and distrust the arrival of the administrator
04:48terence terry cole offers what many see as a rare chance for real reform cole a former law enforcement
04:56executive with a reputation for integrity now faces a defining choice will he perpetuate the dea's
05:04culture of secrecy and obstruction or restore public trust by embracing transparency science and legitimate
05:10medical research terry cole has a chance to do what any milligram never did and that's lead says
05:17boys he can reopen the door to science follow the law and finally let the dea work for patients
05:23instead of against them but the road ahead for mmj biopharma cultivation and the millions of patients
05:30awaiting cannabinoid based medicines hope now rests on whether the dea's new leadership will dismantle
05:36the bureaucratic barriers milligram left behind milligrams tenure will be remembered for no bid contracts
05:42no marijuana reform and no accountability but perhaps under administrator cole that story can finally
05:49change and mmj is represented by attorney megan sheehan thank you all for this message i can't wait
05:56to hear what you guys have to say about this any milligram doing a milligrams worth of work at the dea
06:02currently yeah she's definitely going to be remembered for background deals and missed opportunities man
06:07right i think she's going to be more remembered for her name more than anything personally
06:15well the problem is there's there's nothing new about the results that were coming out of the dea
06:21going clear back to the 1970s when they first got started whatever comes out of their mouth you
06:28should pick with a large grain of salt yep because their underlying job was to delay delay drag your
06:36feet and it they have an enforcement division in in the dea which i mean many people believe need to be
06:44out there looking for international drug cartels and shit like that but they also have regulatory control
06:52and that's where i have a problem with them because they're cops and once a cop decides that you're
06:57breaking the law it's like you're a puritan man you know you're not you're you're a criminal we're
07:02not going to give you any slack and no one really wanted push research had pointed out the positive
07:10things about this and we've caught him so many times and you know it just it got so frustrating
07:15for those of us in the industry to go into court repeatedly the judge would you know go yeah all right
07:21mr dea you got to now check off the box and give them an approval to go to the next step
07:26and then drag your goddamn feet for six or seven more years it's not brand new and it's not one
07:32administration versus another it's it's an ethos inside the dea and i i mean i'd like to see somebody
07:40break it but they got started with uh the the rescheduling and inside the dea they put the brakes
07:47on yeah trust me somebody inside there had a meeting and said fuck we will we're gonna stop this
07:53they got stopped now where is it going to go i don't know because these are forced you don't see
07:58people's faces to do this to see the results what they get you know i i don't have a whole lot of
08:05good things to say about the dea because they lost the war on drugs you know come on guys you keep
08:11wanting more losers it's your ass kicked and everything else you touch you up
08:18you know i don't understand why there's a problem but it's it's a bureau nixon threw it into the
08:23bureaucratic state which means that you never get a real judge to make a real decision on a
08:29constitutional basis it's all about you know the administrative agencies and i've been pulling my hair
08:36out this has been going on in my adult lifetime and i don't see it getting better tomorrow so
08:43fool me yeah i'm a skeptic now show me some evidence yeah fair enough fair enough stone what
08:49are you gonna say any milligrams okay i said it all right okay all right all right fair enough
08:54didn't hear me we talked about all right you know you look like you have something else to say
08:58i can see something on your face oh no i saw i saw nate hit some hatch and so i just got all
09:03loaded up i was excited about it nate nate would they had nate had a milligram of hash apparently
09:08yeah give me any any a lot more than a milligram okay all right fair enough fair enough well that was
