State support key for Ukraine War Tribunal to move forward, says Council of Europe chief

The Council of Europe is ready to create a special tribunal for Ukraine, but member states need to make the final move to make it becoming a reality, the body's secretary-general tells Euronews in an interview.

00:00The Council of Europe is ready to create a special tribunal for Ukraine.
00:05But member states need to make the final move to make it a reality.
00:09The body's secretary-general told Euronews on the sidelines of the UN General Assembly.

00:27The special tribunal for Ukraine is a new international judicial body
00:32established by treaty between Ukraine and the COE,

00:40Its main purpose is to fill a legal gap.
00:43The International Criminal Court has jurisdiction over war crimes,
00:47but currently cannot prosecute the crime of aggression in the case of Russian aggression against Ukraine.
00:52It's clear that courts are challenged and that's not always a good situation
00:57because, I mean, we need to have some order.
00:59An order is to have political discussions, what we want to achieve,
01:03and then to respect what the courts are doing and to respect the independence of the judiciary.

01:13The COE is an international organization based in Strasbourg,
01:19established after the Second World War to promote democracy, human rights,
01:23and the rule of law across Europe.
01:25It is not part of the European Union and is composed of 46 member states.
