00:21If we and our allies were to allow this war
00:24to continue with no response,
00:26President Milosevic would read our hesitation
00:28as a license to kill.
00:31There would be many more massacres,
00:33tens of thousands more refugees,
00:35more victims crying out for revenge.
00:38NATO insists its decision to strike
00:40is designed to end Serb aggression in the Balkans,
00:43not interfere with its internal politics.
00:46I'd like to emphasize that
00:47we have no quarrel with the people of Yugoslavia.
00:53Our action is directed against the repressive policies
00:56of the Yugoslav government,
00:59which is refusing to respect
01:01the civilized normal behavior
01:04in this Europe
01:06at the end of the 20th century.
01:09U.S. Secretary of State Madeleine Albright
01:11places the blame solely on the Yugoslav president.
01:14She dismisses any argument
01:15that NATO has no right to intervene
01:18in a sovereign state's domestic affairs.
01:20It all started with his attacks on Slovenia.
01:24He has, we all know his record in Croatia and Bosnia.
01:28He has no regard for international borders.
01:33And I think that his pleading
01:36that he is a sovereign country
01:39is very much like the child who killed his parents
01:43and pleaded that he was an orphan.
01:45The fear of war spreading beyond Kosovo
01:48is what drives the Allies.
01:50Neighboring Macedonia seems at greatest risk.
01:53It's home to both Serb and ethnic Albanian minorities
01:56and thousands of Kosovo refugees.
01:59It is also a base for more than 10,000 NATO troops,
02:03making them possible targets for Serb revenge.
02:06Albright, a refugee herself during World War II,
02:10again makes the case for action.
02:11We have an opportunity to learn
02:14from the mistakes that our predecessors made,
02:17the slowness of responding,
02:19of not dealing with wars or problems
02:22when they were small.
02:24And coming in, I think, you know,
02:26I am somebody who was liberated by Americans,
02:28but I think that if things had been done earlier,
02:33not so many lives would have been lost.
02:37But the moralized and underfunded military
02:39is in no real position to back up rhetoric with force,
02:42even though it does feel bound to support
02:45its traditional Serbian allies.
02:47Russia is also feeling increasingly isolated.
02:51Only two weeks ago,
02:52three of its former Warsaw Pact allies
02:54actually joined NATO.
02:57And a former Russian Republic, Azerbaijan,
03:00seized six Russian fighter jets on its territory,
03:03believing they were bound for Yugoslavia.
03:05Russia is now being described
03:09as a battle against genocide.
03:11But the continued brutality and repression
03:13of the Serb forces
03:14further underscores the need for NATO to persevere.
03:19I strongly support Secretary-General Solano's
03:22decision yesterday
03:23to move to a new phase in our planned air campaign,
03:27with a broader range of targets,
03:29including air defences,
03:31military and security targets,
03:32and forces in the field.
03:35These pictures show the situation
03:37inside Kosovo itself.
03:39The NATO airstrikes
03:40are causing widespread damage here,
03:42but it's the Yugoslav forces
03:44who still seem to be inflicting the most pain.
03:4850,000 ethnic Albanians
03:50have fled their homes
03:51in the past few days alone.
03:53The reports of massacres by Serb troops
03:56are widespread.
03:57Whether we like it or not,
03:59we have to recognize
04:00that we are on the brink
04:01of a major humanitarian disaster
04:03in Kosovo,
04:06the likes of which
04:08have not been seen in Europe
04:09since the closing stages
04:10of World War II.
04:15Britain's stake in the NATO campaign
04:17has now more than doubled.
04:19Four more Harrier jets
04:21left their base
04:21at RAF Wittering
04:22in Cambridgeshire this afternoon
04:24to join eight already in Italy.
04:27Their missions were being planned
04:31even before they touched down
04:33at their new base.
04:34Eight RAF Tornado GR1s
04:36are also being sent
04:37to bolster NATO's air power.
04:40We are confronting...
04:41...return safely
04:42from a bombing mission
04:43to RAF Fairford in Gloucestershire.
04:45The first plane touches down
04:46at Europe's longest military runway,
04:49its braking parachute
04:50strewn out behind.
04:52For many of the crews,
04:53combat is a new experience.
04:55firing air-launched cruise missiles
04:57at targets throughout Serbia.
04:59You can feel when the aircraft...
05:01...when a weapon is released
05:02from the aircraft.
05:03And any time you fly an airplane,
05:05it's inherently dangerous.
05:07The nice thing about the B-52
05:08is that it brings a combination
05:10of between the weapons payload
05:12that we can carry
05:13and the range and speed
05:15of the aircraft,
05:16especially with...
05:17...when you're talking about
05:18launching missiles,
05:19we can launch them
05:20from an area that puts us
05:22at less risk
05:23than some other platforms.
05:25The planes had been in the air
05:26a little under nine hours,
05:28beginning the mission
05:29for the first time in darkness.
05:31Ground crews,
05:32who've travelled with the bombers
05:33from their base in Louisiana,
05:35working round the clock
05:36to keep the B-52s
05:37fuelled and armed.
05:39We bring enough assets
05:40with us, supplies,
05:41to pretty much fix
05:42any difficulty we have
05:44on the aircraft,
05:45and we have all the
05:46maintenance personnel
05:47pretty much we need
05:48to complete that tasking.
05:53And tonight,
05:54another mission
05:55is in progress.
05:56A flight of B-52s
05:58loaded with cruise missiles
06:00soared into the night sky
06:01before heading east
06:03towards the Balkans.
06:04The US air force
06:05has been given approval
06:06to bring even more B-52s here,
06:09supplementing the nine
06:10already in place.
06:11It signals...
06:12...in Italy
06:12and heading purposefully
06:14towards Serbia.
06:15A demonstration,
06:17if one were needed,
06:18that NATO is undeterred
06:19by its first loss
06:20of an aircraft
06:21and unimpressed
06:22by Serb defiance.
06:24Here, the government
06:25announced it was
06:26sending extra aircraft,
06:28turning up the military pressure
06:29as well as the rhetoric.
06:32These additional aircraft
06:33and the wider action
06:34we are now planning
06:35will hit heavily
06:37at Milosevic's ability
06:38to pursue his murderous
06:40campaign in Kosovo.
06:43I don't use the term
06:44murderous,
06:45lightly.
06:46We are confronting
06:47a regime
06:48which is intent
06:50on genocide.
06:52The RAF is sending
06:5313 more planes,
06:55including eight
06:56Tornado GR1s
06:57from their base
06:58in Germany.
06:59Part of NATO's effort
07:00to stop what it calls
07:01the humanitarian disaster
07:03in Kosovo.
07:05Whether we like it or not,
07:07we have to recognise
07:08that we are on the brink
07:10of a major humanitarian disaster
07:12in Kosovo,
07:14the likes of which
07:16have not been seen
07:17in Europe
07:17since the closing stages
07:19of World War II.
07:21It's estimated
07:22more than half a million
07:24ethnic Albanians
07:25have been displaced,
07:26a quarter of Kosovo's
07:28entire population.
07:29For the thousands
07:30streaming across the border
07:32into Montenegro,
07:33NATO's promise
07:34of more robust action
07:35may have come
07:36too late.

08:08Events in Kosovo
08:09have forced Britain's hand.
08:11This afternoon
08:11these four Harriers
08:12were on their way
08:13to join the nine
08:14already in place
08:15in southern Italy,
08:17here air-to-air
08:18refuelling en route.
08:20The pilots
08:21had been on standby.
08:22Today they were in transit,
08:24tomorrow they could be
08:25in combat.
08:27Their arrival here
08:29gives the detachment commander
08:30a little more flexibility.
08:32The strike force
08:35could now be flying
08:36sorties day and night.
08:38These men arrive here
08:39not knowing how long
08:40this is going to go on
08:41or exactly what missions
08:42they'll have to fly.
08:44But phase two
08:44of this campaign
08:45may well include
08:46low-level flying
08:47perhaps even during
08:48daylight hours
08:49and that carries
08:50greater risks.
08:54It's not clear
08:55if the new pilots
08:56have flown in combat
08:57before.
08:58Certainly for those
08:59already here
08:59the last few days
09:00have been a baptism
09:01of fire.
09:03They admitted privately
09:04today it was sobering
09:05to see the first plane
09:06go down
09:06but they said
09:07it was hugely
09:08encouraging
09:09that the pilot
09:10had been so efficiently
09:11and quickly rescued.
09:13We don't underestimate
09:13the threat
09:14it merely
09:14underlines the threat.
09:16We don't know
09:16actually how the aircraft
09:18came down at this stage
09:19but it's actually
09:20very reassuring
09:20that the pilot
09:21got out safely
09:22very quickly
09:22so that's been
09:23very reassuring
09:24to our people.
09:27It wasn't just
09:28Harriers that came
09:28in today
09:29the Hercules
09:30transport plane
09:31brought in more
09:32equipment
09:32but other than that
09:34it's been a quiet
09:34weekend.
09:35The last mission
09:36was on Friday night
09:37and that's not good
09:38for the pilots.
09:39They said today
09:40too much waiting
09:41around means
09:42too much time
09:43to think.

10:05the border crossing

10:10is mostly
10:11arriving
10:11Serb military.
10:13These are
10:14Serb sappers
10:14checking minefields
10:16laid along the
10:16border
10:16within the last
10:17few days.
10:18One exploded
10:19during the night.
10:20Against the
10:21Geneva Convention
10:22the minefields
10:22are unmarked
10:23and appear to
10:24cover the length
10:25of the border
10:25here with Macedonia.
10:27The positions
10:27that we've seen
10:28the Serbs take up
10:29today would seem
10:30to be of a
10:30defensive nature
10:31but that in itself
10:32suggests that they
10:33are prepared to
10:34resist any NATO
10:35advance.
10:37And every once
10:38in a while
10:38a little convoy
10:39of civilians
10:40travelling
10:41on a well-worn
10:41trail of misery.
10:43A quarter of
10:44Kosovos' Albanian
10:45population has been
10:46displaced
10:46the numbers
10:47increasing daily.
10:48Many have
10:49crossed the mountains
10:50into Albania
10:50whatever they bring
10:52with them
10:52is outweighed
10:53by everlasting fear.
10:55It'll take some time
10:56before they realise
10:57they are the lucky ones
10:58who've escaped
10:59what now seems
11:00to be a programme
11:01of removal
11:02and sometimes
11:03extermination.
11:04And the young men
11:05and husbands
11:06are mostly missing.
11:09NATO's border patrol
11:11seem more frequent
11:12now but it's not
11:13the Serbs
11:14who are coming
11:14it's the people
11:15this operation
11:16was mounted
11:17to protect.

11:42a third on its way
11:43which took
11:43those aircraft out
11:44and then
11:45we've also got
11:47eight Tornado GR1s
11:49coming from Germany
11:50from RF Bruggen
11:51and there are going
11:52to be three AWACS
11:53aircrafts
11:54still out there.
11:54Now that's quite a force
11:55we've rather crowded
11:56that picture there
11:57to demonstrate
11:58that there is quite
11:59a commitment
11:59now from the British.
12:01We tend to look at it
12:02and say
12:02well we're the poor relation
12:03the Royal Air Force
12:04is doing a lot
12:05because remember
12:05there's a squadron
12:06in Kuwait
12:07there's a reinforced
12:07squadron in Saudi Arabia
12:09there are aircraft
12:09in Inchilic
12:10in Turkey
12:11all doing the
12:11no-fly zone
12:12in Iraq
12:13and Britain has
12:14other commitments
12:15around the world
12:15in places like
12:16the Falkland Islands
12:17so a lot of commitment
12:18that's going on
12:19now from the British.
12:21As it came in today
12:22this is the
12:23four aircraft
12:24Harriers
12:25going out
12:25they left RAF
12:26Wittering this morning
12:27there's the
12:27TriStar tanker
12:29the TriStars
12:30can also carry
12:30all their equipment out
12:31this is a really
12:32difficult activity
12:33actually in-flight
12:35refuelling
12:35that long probe
12:36there
12:36and to the right
12:37you can see
12:38the nozzle
12:39which connects
12:40the fuel
12:40the moment it makes
12:41contact
12:42the fuel flows
12:42when it breaks
12:43the fuel stops
12:44and after a long
12:45flight
12:46these pilots
12:47are having to work
12:48quite hard
12:48and doing navigation
12:49and other duties
12:51when they're going down
12:52and having to then
12:53refuel in flight
12:54probably twice
12:54I would imagine
12:55but it's a nice view
12:56there to see
12:57the aircraft together
12:58you don't often get
12:59that opportunity
13:00to see that many aircraft
13:01sadly this is
13:02in a war situation
13:03that we're seeing them
13:04but the Harrier
13:05and you can see
13:06a beautiful view
13:06of the nose there
13:07and those bumps
13:08on the nose
13:09are all its new
13:10night vision equipment
13:11and there's
13:12the flight deck
13:12of the TriStar tanker
13:14and there's
13:15one of the pilots
13:16of the Harriers
13:17going out
13:18so clearly
13:21they
13:22part of the job
13:24drilled into pilots
13:25until its reflex
13:26what happens
13:28the first few minutes
13:28after a pilot
13:29goes down
13:30in hostile territory
13:31fills a long way
13:32towards deciding
13:33his fate
13:33upon getting
13:35on the ground
13:35they try to get
13:37away from the aircraft
13:38and then
13:40they look for
13:41hide sites
13:42and basically
13:43as the name
13:44would imply
13:44escape and evade
13:45now's the time
13:46to gather your thoughts
13:47recall your training
13:49your briefings
13:50and your evasion
13:51plan of action
13:52or EPA
13:53it's military training
13:55like this
13:56that helped

14:14ingredients
14:15every NATO pilot
14:16in trouble will need
14:17the Geneva Convention
14:18is designed
14:19to protect downed pilots
14:20but the Pentagon
14:21is prepared
14:22for the worst
14:22we have
14:23significant assets
14:25repositioned in the theater
14:27for getting pilots back
14:28and obviously
14:30our first effort
14:31would be along the lines
14:33of what we did
14:33to get
14:34Scott O'Grady back
14:35the effort's a sophisticated one
14:37it begins in earnest
14:38once a pilot's been located
14:39and his position confirmed
14:41through a radio beacon
14:42all NATO pilots carry
14:44that's when
14:45specially trained rescue teams
14:46are dispatched
14:47and assault helicopters
14:48like this
14:48CH-53 super stallion
14:50that went in
14:51to get O'Grady out
14:52they can fly
14:53day or night
14:54they fly very low
14:56to the ground
14:56they have extended range
14:59on them
14:59they carry extra fuel bags
